Subject:                     Requests Congress to require the EPA to respect primacy of Wyoming in developing guidelines for regulating CO2 emissions.

 

Summary/Major Elements:

 

·        In June, 2013, the President directed the EPA to issue standards, regulations or guidelines to address carbon dioxide emissions from new, existing, modified and reconstructed fossil-fueled power plants;

 

·        Each state is to establish standards of performance for such CO2 emissions and such standards may be less stringent than EPA’s guidelines;

 

·        The Legislature finds that carbon regulations for existing power plants could threaten the affordability and reliability of Wyoming’s electricity supplies;

 

·        Wyoming urges the EPA to respect the primacy of Wyoming and take into account the unique policies, energy needs, resource mix and economic priorities of Wyoming in issuing their guidelines;

 

·        Further, EPA should give Wyoming and other states maximum flexibility in implementing CO2 performance standards for fossil-fueled power plants.
