AN ACT relating to elections; modifying penalties imposed upon persons failing to file campaign reports; providing for the collection of delinquent civil penalties, interest and other costs for failing to file campaign reports; repealing criminal penalties for failing to file campaign reports; modifying enforcement provisions for failing to file campaign reports and other violations of the Election Code; imposing duties on the secretary of state; and providing for effective dates.
