AN ACT relating to veterans; providing for a skilled nursing center for veterans and their spouses; authorizing study, planning, design, construction and operations; specifying that nonveterans may be admitted to the center; designating administration and operation requirements; authorizing a position under specified conditions; authorizing a loan; providing for repayment of the loan; allowing acceptance of donations and monies; establishing an account; providing for rulemaking; providing conforming amendments; requiring reporting; and providing for an effective date.
