A BILL
for
1 AN ACT relating to public health and safety; authorizing
2 municipalities and counties to restrict outdoor lighting;
3 and providing for an effective date.

5 Be It Enacted by the Legislature of the State of Wyoming:

7 Section 1. W.S. 15-1-103(a) by creating a new
8 paragraph (l) and 18-2-101(a) by creating a new paragraph
9 (viii) are amended to read:

11 15-1-103. General powers of governing bodies.

13 (a) The governing bodies of all cities and towns may:
14
15 (l) Adopt ordinances regulating the types,
16 kinds, construction, installation and uses of outdoor
17 electrically powered illuminating devices, lighting

1 practices and systems in order to reduce light pollution
2 and light trespass.

4 18-2-101. General powers.

6 (a) Each organized county in the state is a body
7 corporate and politic. The powers of the county shall be
8 exercised by a board of county commissioners which may:
9
10 (viii) Adopt resolutions regulating the types,
11 kinds, construction, installation and uses of outdoor
12 electrically powered illuminating devices, lighting
13 practices and systems in order to reduce light pollution
14 and light trespass.

16 Section 2. This act is effective July 1, 2000.
