                                       for

 1  A JOINT RESOLUTION proposing to amend the eligibility

 2  requirements for service in the state militia.

 3

 4  BE IT RESOLVED BY THE LEGISLATURE OF THE STATE OF WYOMING,

 5  two-thirds of all the members of the two houses, voting

 6  separately, concurring therein:

 7

 8   Section 1.  The following proposal to amend Wyoming

 9  Constitution, Article 17, Section 1 is proposed for

10  submission to the electors of the State of Wyoming at the

11  next general election for approval or rejection to become

12  valid as a part of the Constitution if ratified by a

13  majority of the electors at the election:

15       Article 17, Section 1.  Of whom militia constituted.

 1  The militia of the state shall consist of all able-bodied

 2 male citizensqualified residents of the state, and those 

 3 nonresidents who are accepted into service,between the ages

 4  of eighteen and forty-five seventeen (17) and seventy (70)

 5  years; except such as are exempted by the law of the United

 6 States or of the state. But all suchcitizensresidents 7 having scruples of conscience averse to bearing arms
shall

 8  be excused therefrom upon such conditions as shall be

 9  prescribed by law.

11   Section 2.  The Secretary of State shall endorse the

12  following statement on the proposed amendment:

13

14   The passage of this amendment would change current

15   eligibility requirements to allow any qualified resident to

16  serve in the state militia if he or she is between the ages

17  of seventeen (17) and seventy (70).  This amendment would

18  also allow nonresidents who are accepted into service to

19  serve if they meet the other requirements.
