FIFTY-FIFTH LEGISLATURE OF THE STATE OF WYOMING
1999 SESSION
AN ACT relating to an appropriation for the legislature;
providing an appropriation for the expenses of the 55th
Wyoming legislature; and providing for an effective date.
Be It Enacted by the Legislature of the State of Wyoming:
Section 1. There is appropriated from the general fund
to the legislative service office the following specified
amount, or as much thereof as may be necessary, to pay the
costs and expenses of the fifty-fifth Wyoming legislature
through June 30, 2000:

Section 2. The management council may transfer funds
from one expense category to another under section 1 of this
act as the activities of the legislature may require.
Section 3. The appropriation for out of state travel
under this act shall be used to reimburse legislators for
documented legislative travel and per diem expenses to
meetings including, but not limited to, the National
Conference of State Legislatures and the Energy Council.
Reimbursements shall be made with the permission of the
speaker of the house or the president of the senate, in
accordance with policies of the Management Council.
Section 4. [Reapportionment] - The unobligated portion
of the appropriation of twenty thousand dollars ($20,000.00)
to the legislative service office under 1997 Session Laws,
Chapter 1, Section 5, to be expended exclusively for work
related to reapportionment, is reappropriated and shall not
lapse until June 30, 2000.
Section 5. [School finance] - The unobligated portion
of the appropriation to the legislative service office under
1998 Wyoming Special Session Laws, Chapter 4, Section 3, is
reappropriated to the legislative service office. These
appropriations shall be used exclusively to fund work
regarding the legislature's school finance reform efforts in
response to the 1995 Wyoming supreme court case. None of
these funds shall be expended except with the approval of
the management council. Unexpended funds shall revert as
soon as practicable after June 30, 2000.
Section 6. [Y2K for legislative branch] - There is
appropriated to the legislative service office from the
general fund sixty-five thousand dollars ($65,000.00) to be
used exclusively to address technology problems related to
or resulting from the so called Y2K issue.
Section 7. [School finance audits] - There is
appropriated to the legislative service office from the
general fund ninety-seven thousand dollars ($97,000.00) to
be used primarily for contract services for audits of school
district data as required under W.S. 28-8-115 enacted during
the 1998 special session.
Section 8. [Constituent services allowance]
(a) During the period April 1999 through March 2000,
members of the legislature shall receive a constituent
service allowance of not to exceed four hundred fifty
dollars ($450.00) per calendar quarter, as provided in this
section. Of this amount, not more than fifty dollars
($50.00) per calendar quarter shall be allowed for postage.
The purpose of this allowance is to defray the expenses
incurred by the legislator in providing constituent
services. This section shall be administered in accordance
with policies of the management council. Payment shall be
made only upon submission of a voucher to the legislative
service office not later than the last day of the month
following the calendar quarter for which the allowance under
this section is being claimed.
(b) The management council shall evaluate the extent
to which the allowance under this section fulfilled the goal
of defraying the expenses of constituent service during the
1999 interim. The management council shall provide a report
to the 2000 legislature regarding that evaluation and making
recommendations regarding whether the practice under this
section should be continued, discontinued or modified.
(c) There is appropriated from the general fund to the
legislative service office one hundred sixty-two thousand
dollars ($162,000.00) to be used exclusively for the purpose
specified in this section under the direction of the
management council.
Section 9 There is appropriated from the general fund
to the legislative service office fifteen thousand dollars
($15,000.00) to be expended as directed by the management
council, in consultation with the Wyoming state museum,
exclusively for conservation of artwork displayed in the
chambers of both houses of the legislature.
Section 10. Notwithstanding any provision of 1999
House Bill 47 which may be enacted into law, for the period
beginning with the effective date of this act through
December 31, 2000, the select committee on capital financing
and investments shall consist of twelve (12) members
appointed as follows. Not later than March 15, 1999, the
president of the senate shall appoint six (6) members of the
senate apportioned as nearly as possible to reflect the
percentage of the elected membership of the majority and
minority parties of the senate, provided not more than four
(4) members shall be from the same political party. The
speaker of the house of representatives shall appoint six
(6) members of the house apportioned as nearly as possible
to reflect the percentage of the elected membership of the
majority and minority parties of the house, provided not
more than four (4) members shall be from the same political
party. There is appropriated five thousand dollars
($5,000.00) from the general fund to the legislative service
office to be used for the select committee on capital
financing and investments.
Section 11. The management council is authorized to
increase the legislative service office staff consistent
with resources provided in this section. The intent is to
authorize up to three (3) additional staff effective through
the fiscal year ending June 30, 2000.
Section 12. This act is effective immediately upon
completion of all acts necessary for a bill to become law
as provided by Article 4, Section 8 of the Wyoming
Constitution.
