SUBJECT: Chapter 23, Veterinary Loan Repayment Program.

STATUTORY AUTHORITY:         W.S. 11-18-119(b)

DETERMINATION OF PROCEDURAL COMPLIANCE BASED UPON INFORMATION

SUBMITTED BY THE AGENCY TO LSO:  Apparently complete to date.

Notice of the proposed adoption of new rules was provided by the LSO as required by W.S. 28‑9‑103(d).  No comments have been received to date.

SUMMARY OF RULES:  These new rules describe the administration of the veterinary loan repayment program, including definitions, the loan repayment grant generally, the application, eligibility and selection process and reporting requirements.

FINDINGS:  The rules appear to be within the scope of statutory authority and legislative intent.

TECHNICAL NOTES FOR AGENCY CONSIDERATION:

That the Council recommend the agency make the following technical corrections:

Chapter 23, Section 4(f), page 23-1, outstanding "commercial" loan should be outstanding "educational" loan.

STAFF RECOMMENDATION:  That the rules be placed on the Consent List and be approved by the Council as submitted by the Agency.
