SUBJECT:                                       Chapter 6, Bidder Prequalification Procedures for Transportation Projects.

NATURE OF RULES:                     Procedural and legislative.

STATUTORY AUTHORITY:         W.S. 24-2-108

DETERMINATION OF PROCEDURAL COMPLIANCE BASED UPON INFORMATION SUBMITTED BY THE AGENCY TO LSO:  Apparently complete to date. 

SUMMARY OF RULES:  These rules revise Chapter 6 regarding bidder prequalification procedures for transportation projects.  The rules are revised to clarify the prequalification process, update the notification process and further define in-state preferences.  Other minor grammatical changes also are made.

FINDINGS:  The rules appear to be within the scope of authority and legislative intent.

STAFF RECOMMENDATION:  That the rules be placed on the Consent List and be approved by the Council as submitted by the Agency.
