NATURE OF RULES:                   Legislative and procedural.

 

STATUTORY AUTHORITY:        W.S. 27-11-105(b).

 

 

DETERMINATION OF PROCEDURAL COMPLIANCE BASED UPON INFORMATION

SUBMITTED BY THE AGENCY TO LSO:  Apparently complete to date.

 

SUMMARY OF RULES:      These amended rules of the Department of Workforce Services, Workers' Safety-OSHA Division, update safety rules for oil and gas well drilling.  The amendments:

 

·      Lower the hydrogen sulfide ceiling value by 50% from 20 parts per million to 10 parts per million;

·      Provide an exception to the guy wire requirement for rigs when the rig manufacturer does not recommend wind guys, no one is in the mast during operation, no pipe or casing is racked in the mast, outriggers are in use and the mast height is not more than 60 feet.

 

FINDINGS:  The rules appear to be within the scope of statutory authority and legislative intent.

 

STAFF RECOMMENDATION:   That the rules be placed on the Consent List and be approved by the Council as submitted by the Agency.
