AGENCY: Department of Workforce Services

SUBJECT: Chapter 1, Business Training Grants; Chapter 2, Pre-Hire  Training Grants; Chapter 3, Pre-obligation of Workforce Development Training Funds.

NATURE OF RULES:                   Legislative and procedural.

STATUTORY AUTHORITY:        W.S. 9-2-2601(c), 9-2-2604

DETERMINATION OF PROCEDURAL COMPLIANCE BASED UPON INFORMATION

SUBMITTED BY THE AGENCY TO LSO:  Apparently complete to date.

SUMMARY OF RULES:      The Department of Workforce Services administers the Workforce Development Training Fund established by W.S. 9-2-2604.  These changes to existing rules:

· Update terminology used in Pre-Hire Training Grants;

· Reflect reorganization of the Department following merger with the Department of Employment;

· Clarify entities eligible for business training grants and items not allowable for reimbursement from grant funds;

· Delete the requirement that trainees reside in Wyoming;

· Clarify the timing and contents of grantees' final reports following training completion;

· Adopt criteria for prioritization of grant funds

FINDINGS:  The rules appear to be within the scope of statutory authority and legislative intent.

STAFF RECOMMENDATION:  That the rules be placed on the Consent List and be approved by the Council as submitted by the Agency.
