JOINT CORPORATIONS, ELECTIONS AND POLITICAL SUBDIVISIONS INTERIM COMMITTEE

 

Standard Budget:     $45,000.00

 

Priority #: 1     Public Utilities

 

1.  Begin process of reviewing the Telecommunications Act which is set to sunset in 2015, including related telecom issues.

2.  Receive reports concerning utility ratemaking for renewable resources and natural gas storage.

 

Priority #: 2     Department of Insurance

 

The committee receives reports and drafts legislation requested from the department of insurance.  Topics the committee will specifically review are:

1.  Own Risk Solvency model act.

2.  Guarantee Association model act.

3.  Electronic delivery of insurance documents.

4.  Certificates of insurance. [Deleted by Management Council]

 

Priority #: 3     Secretary of State's office.

 

The committee receives reports and drafts legislation requested from the secretary of state's office.  Topics the committee will specifically review are:

1.  Election code revisions.

2.  Voter identification.

3.  Effects of recent legislation on campaign finance reporting system.

4.  Modernization of business entity reporting storage system.

5.  Updates to bring the Uniform Commercial Code in line with the model act.

 

Priority #: 4     Funeral directors and coroners

 

The committee will review an update to the funeral directors practice act and revision of coroner standards.

 

Priority #: 5     Local governments

 

The committee proposes to receive reports and consider possible legislation regarding the following topics: 1.  Continuation of 2012 study of legal publications requirements.

2.  Special district issues.  [Issue transferred to Management Council for review]

 

Priority #: 6     Building industry topics

 

The committee will receive reports from entities involved in the building industry concerning misclassification of employees and roofing contractors.

 

Priority #  7 Agency Budget Review

 

The Committee will review proposed 2%, 4% and 6% budget cuts as submitted by the supervised agencies designated for the Committee's review last interim. [Study added by Management Council]

 

Meeting schedule:

 

The committee proposes three 2-day meetings over the course of the interim.  Those meetings will likely be held in Lander, Sheridan and Cheyenne.
