PROPOSED INTERIM COMMITTEE STUDIES
2014 INTERIM
JOINT APPROPRIATIONS COMMITTEE
Standard Budget: $25,000.00
Priority #: 1 Economic development programs
A joint subcommittee, consisting of three (3) members of the Joint Minerals, Business and Economic Development interim Committee and three (3) members of the Joint Appropriations interim Committee will meet to study the state's role in providing aid and assistance in economic development projects. The study shall include a review of the Wyoming Business Council, its programs, funding mechanisms and rules and regulations, and the expanded use of Amendment IV funds. Members and Chairmen of the joint subcommittee shall be appointed by the respective committee chairs. The joint subcommittee shall only make recommendations to the appropriate standing committee. The appropriate standing committee may then consider developing legislation.
Priority #: 2 Constitutional and statutory trust accounts and other state savings accounts
Review statutory and constitutional trust accounts, the purpose of the accounts, and manner in which the funds are invested. The Committee will identify opportunities to maximize revenues, where possible. The Committee will specifically consider the tobacco trust income account fund flows, including the profiling of future revenues and planning of expenditures.
Priority #: 3 Long-term funding trends
Evaluate long-term funding trends and relationships between projected revenues and expenditures for the General Fund, Budget Reserve Account, School Foundation Program, and School Capital Construction Account. In particular, the Committee will monitor and review anticipated expenditure trends and needs against the available funds for school capital construction for fiscal year 2017 and beyond.
Priority #: 4 Wyoming public employees' retirement issues
The Committee will review public employee retirement systems including consideration of the following issues: uniform wording and uniform state liability language; consistency in employee retirement contributions for employees employed by different public employers; Firemen A pension funding and benefits; death and disability benefits for state parks peace officers; and emergency medical technician (EMT) pension benefits and funding options.
Priority #: 5 Local government funding formulas
Appointment of a Subcommittee to review the state funding
model for cities, towns, and counties. The Subcommittee shall consist of two
(2) members from the House Appropriations Committee and two (2) members from
the Senate Appropriations Committee, appointed by the Appropriations Committee
Chair from the respective house. The Subcommittee shall receive testimony and
information from interested parties including the Wyoming Association of
Municipalities (WAM) and Wyoming County Commissioners Association (WCCA). The
Subcommittee will report any recommended changes to the direct distribution and
consensus capital construction formula for consideration by the full committee.

Priority #: 6 Receive reports, ECA recommendation, review commission budgets, and consider supplemental budget recommendations
Priority #: 7 State Data Center. The committee will study the possibility of relocating the Herschler data center to another location in Cheyenne. [Study Added by Management Council 5/19/2014]
Receive reports on multiple topics, including receipt of a report on potential Medicaid demonstration waiver, as prepared by the executive branch. Pursuant to W.S. 21-13-309(o), submit a recommendation on the ECA to the Governor by November 1, 2014. Pursuant to W.S. 9-2-1011(d), receive and review Transportation Commission and Game and Fish Commission budgets. Receive and consider the Governor's recommendations for the 2015-16 supplemental budget.
