PROPOSED INTERIM COMMITTEE STUDIES

SELECT COMMITTEE ON LEGISLATIVE TECHNOLOGY AND  PROCESS

 

Standard Budget:     $10,000.00

 

Priority #: 1     General Responsibilities Relating to Technology

 

The primary responsibility of the Select Committee is to provide oversight of the Legislature’s computer, audio/video and Web site development by the LSO information technology staff.   The Committee will review and update the Legislature’s current information strategy to continue to guide technology development for the legislative branch.

 

Priority #: 2     General Responsibilities Relating to Legislative Process

 

The primary responsibility of the Select Committee is to review and recommend rule and process changes and other innovations to enhance the efficient, open and transparent operations of the Legislature, including a review of interim committee and standing committee procedures related to public comment.

 

Priority #: 3     General Responsibilities Relating to Public Information & Public Outreach

 

As previously assigned by Management Council, the Select Committee on Legislative Technology and Process will oversee legislative public outreach initiatives and efforts to improve the information available to the public about legislative activities.

 

Priority #: 4     Review of Technology and Process Issues Relating to Capitol Renovation

 

Work with the Department of Administration and Information Construction Management Division, the project design team, and the Select Committee on Legislative Facilities to make recommendations to the Capitol Building Rehabilitation and Restoration Project Oversight Group, created by SF103, regarding technology and process issues related to the renovation of the Capitol that impact the legislative branch. Topics include, but are not limited to, studying:  video and/or audio streaming of floor sessions and committee meetings; and chamber voting system components.

 

Priority #: 5     Monitoring of SharePoint Implementation

 

The Select Committee will provide oversight of the conversion of the Legislature’s existing technology systems to the new SharePoint platform. The first priority will be to replace the bill drafting, tracking and processing systems (which will be referred to as the Legislative Management System or LMS) during this interim, as well as to begin work on development of an extranet for legislator use of the LMS, incorporation of interim committee processes into the SharePoint system, and converting documents from Alchemy and the network to the SharePoint system.  The Committee will evaluate the need for policy changes based on the ways in which technology can be better deployed to improve legislative operations.

 

Priority #: 6     Session-Specific Technology, Process and Public Information Issues

 

The Select Committee will review the following session-related activities:  including bills on introduction in floor calendars; joint conference committee notification process; amendment distribution processes and evaluation of standardization between House and Senate; recorded vote procedures in committee and on the floor; and distribution of standing committee handouts and unofficial guiding documents to the public.

 

Priority #: 7     Management of Email Volume

 

Study issues about how to better manage the volume of email legislators receive, including an analysis of the advantages and disadvantages of a forms-based email system.
