Priority #: 1 LSRA Review.

 

Examine and consider the appropriate size of the Legislative Stabilization Reserve Account within the context of a range of policy preferences including cash budgeting, preparation of temporary or prolonged downturn in revenues, the state’s historic revenue volatility and ongoing obligations of the government.

 

Priority #: 2 Community college funding model review.

 

Review the funding model for community colleges and determine whether the model requires improvement or change.  Report by September 1, 2015 pursuant to section 356 of 2015 SF0001 on a recommendation for a new funding formula or the structure of a Task Force to review the model.  The review shall consider if local limits on college expansion of facilities and programs should be limited to legislative oversight so as to regulate growth among community colleges.

 

Priority #: 3 Continuation of review of state accounts.

 

Continue review of agency accounts and the purposes of unexpended, unobligated funds in those accounts.

 

Priority #: 4 Tobacco Trust Income Account review.

 

Review the Tobacco Trust Income Account fund flows, projections of revenue and expenditures, and options for future expenditures.

 

Priority #: 5 Educational update on the School Foundation Program Account.

 

Review the School Foundation Program Account revenues, fund flows, and projections of revenues and expenditures over the intermediate term.

 

Priority #: 6 Federal funds clearinghouse.

 

Collect information on the sources of federal funds directed to state agencies and political subdivisions and consider legislation that would provide reporting of federal funds received at all levels of government.

 

Priority #: 7 Retirement System.

 

Receive a general overview of the funding status of all state retirement system plans.

 

Priority #: 8 Consistency in treatment of state matching funds.

 

Summarize the status of state matching funds in all programs, including the location of the funds, ownership, costs of administration, and manner of investment.  Consider legislation that would result in more uniform treatment, if necessary.

 

Priority #: 9 State compensation plans.

 

Review state government compensation plans.

 

Priority #: 10 Medical education recruitment.

 

Review the range of statutory medical education recruitment programs.

 

Priority #: 11 Local hospital organization and funding.

 

Review the structure, revenue sources, an all payer claims database and revenue options available to county and special district hospitals.

Review historic and on-going funding issues including local government participation in and funding of WYOLINK.
