Summary of Wyoming Funding Model Series 1

Model Version 1b

The 2006 Legislature through 2006 Wyoming Session Laws, Chapter 37, and following a comprehensive recalibration effort conducted in 2005, adopted a new K-12 school finance funding model, model version 1b.

Model Version 1c

Following the 2006 legislative session, prior to model implementation for school year 2006-2007 and as required by law, a technical review of model version 1b was undertaken to ensure the model was operating in accordance with cost-based school finance reports of consultants and provisions of law. Several issues involving the correct operation of the model were identified as a result of this review. In accordance with the review process and procedures established by law, the Department of Education corrected the technical errors in version 1b and created Version 1c.

Activities Component

In addition to technical corrections noted, an additional issue specific to school activities resources was identified. Legislative action was required to correct the activities resource component and the correction was enacted by the 2007 Legislature in 2007 Wyoming Session Laws, Chapter 147, Section 4. The enacted legislation retroactively applied the correction to school year 2006-2007, which was incorporated into Model Version 1d.

Model Version 1d

Model Version 1d included the activities correction noted above, as well as all other corrections and modifications contained in Version 1c. In addition, Model Version 1d incorporated several minor technical corrections completed by the Department of Education in accordance with model review procedures established by law to enable accurate model functionality.

Model Version 1e

2007 Department of Education review subsequent to completion of the 2007 General Session of the Legislature resulted in minor technical corrections to ensure accurate model operation. Model Version 1e incorporates the detailed technical corrections together with corrections and modifications contained in Model Version 1d. Model Version 1f

The 2008 Budget Session of the Legislature specifically addressed several model components. First, under 2008 Wyoming Session Laws, Chapter 95, Section 7, the Legislature clarified the maintenance and operations component within the block grant model by providing statutory parameters on school site acreages used in computing groundskeeper resources and for purposes of this computation, grandfathered acreages acquired by districts on or before July 1, 1997 and certain acreages acquired by districts after July 1, 1997 through land exchanges.

Second, under 2008 Wyoming Session Laws, Chapter 98, the Legislature clarified school adjustments within the block grant model to effectuate previously adopted teacher minimum resources for school configurations different than configurations under model prototypes. A one time adjustment was appropriated for payment to school districts with different school configurations for school years 2006-2007 and 2007-2008, but the Legislature specified the clarification and the payment adjustment do not change or effect the previous or future administration or implementation of the block grant model.

Following adjournment of the 2008 Budget Session of the Legislature and in the course of computing school district foundation program distributions under the block grant school funding model, several technical corrections to model components were identified. Pursuant to W.S. 21‑2‑202(e), the Department of Education corrected the errors to model spreadsheets and incorporated the corrections together with the maintenance and operation component clarification enacted by the Legislature, into Model Version 1f, which are detailed at the following link:

Technical Corrections Version 1e to 1f

Model Version 1f incorporates the 2008 maintenance and operation component clarification and the detailed technical corrections into Model Version 1e, thereby carrying forward all other corrections and modifications contained therein. Model Version 1f serves as the official template for block grant funding and has been certified in accordance with W.S. 21‑2‑202(e) to properly execute the block grant model as described in the 2005 cost of education study and as subsequently enacted and modified by the Legislature.
