47:40 ~ 1/11/2006 8:53:40 AM ~ Fagan - think you have to have an existing building to convert under statute.

47:57 ~ 1/11/2006 8:53:57 AM ~ Case - limits of what is infrastructure, infringe on private business, personal belief we get into competition with private business, struggle with this.  Legislature needs to define.  Childcare is perfect example.  People are doing childcare, should we compete.

50:02 ~ 1/11/2006 8:56:02 AM ~ Fagan - must do what statute says.  Cannot compete with private, must do 2 public hearings, explain plan.  Doesn't make you feel so good.  Easy job?  A tough one. Get the wheel moving and get out is proper role of govt.  We will try to comport with law.

57:29 ~ 1/11/2006 9:03:29 AM ~ Fagan - grants/loans real purpose is infrastructure where none exists.  Small communities match 90/10 or 95/5 because they cannot meet 50% match.  Community College match good, coming together.  Gillete mayor, legislators here coming together to grow Campbell County

1:01:40 ~ 1/11/2006 9:07:40 AM ~ Petersen - Workforce Development heard yesterday, if Training Center is developed, will it be redundent to College, and can the matching funds be raised/

1:02:31 ~ 1/11/2006 9:08:31 AM ~ Fagan - college is the big pusher.  Real synergy in Campbell Co.  If Legislature signs bill, not a dime is spent until entire $15m is raised.  Need highly skilled workforce, is coming together.

1:03:45 ~ 1/11/2006 9:09:45 AM ~ Nicholas - Board gives grants, does it look at if county is exercising maximum mil levy and help itself?

1:05:07 ~ 1/11/2006 9:11:07 AM ~ Fagan - line item, WBC Board has discretion, not going to overrule, will try to do what Legislator says.  Optional sales tax is not in statute, but individual board member has it in mind when they vote.  Not presently a criteria.

1:10:11 ~ 1/11/2006 9:33:18 AM ~ Tucker Fagan- Another pt of #1- Wind River   #2 - Match state & University salary & fringe benefits for employees in the economic development outreach programs managed by the University of WY  These people work hard, do good job, but don't get raises as others do.  #3 - expansion of 6 individuals - regional offices--these people are driving all over the state of WY,  They do a great service.  I need others to be able to cover the state more adequately.  If I lose one of our staff in the region then it takes at least 6 mos.  I really need to be able to grow this area.

1:19:02 ~ 1/11/2006 9:42:09 AM ~ Warren - If we sunset areas would it be hard to hire these individuals ?

1:20:00 ~ 1/11/2006 9:43:07 AM ~ Fagan - Look at pg. 3 - This organization has no authorized # of FTE's.  We are all at will employees.  We tell the new hires that they are not like other state employees.

1:22:09 ~ 1/11/2006 9:45:16 AM ~ Anderson - no qualm w/any 6 that you have, but if we get another I want one.  Have you ever thought of getting thinner in Cheyenne and putting more in field??

1:23:15 ~ 1/11/2006 9:46:22 AM ~ Fagan - We have been operating very thin.  If I lose some we'll be in trouble.  We'll make it all work somehow.

1:28:05 ~ 1/11/2006 9:51:12 AM ~ Gern - We don't pay the university anything.

1:30:40 ~ 1/11/2006 9:53:47 AM ~ Jorgensen - what thoughts do you have about where they are to be?

1:31:07 ~ 1/11/2006 9:54:14 AM ~ Fagan- They need to be in the field not in the office.

1:32:40 ~ 1/11/2006 9:55:47 AM ~ Fagan - Gov. denied the 6 full-time positions that we are asking for.    This is a face to face - work with companies around the world.  #5, p. 15 - vehicles -  We drive all the time -   #6 - Bill Gern's idea- great idea - outreach coordinator - return of 73 X investment.   Crazy Tucker says   Board says that you need to ask for inc. funding to the research products center --#7 - req. w/ $80K for bien --need to grow the economy like this --state of wy had the most patents of any state in the US.    #8 -I want better justification before asking for expansion of employees.

1:41:56 ~ 1/11/2006 10:05:03 AM ~ Warren - How do we prioritize?

1:42:11 ~ 1/11/2006 10:05:18 AM ~ Fagan - Should we do these - we need for you to make these decisions.  We need to keep the level of effort in these services.

1:44:13 ~ 1/11/2006 10:07:20 AM ~ Hines - This is unusual to have these items in a budget.

1:44:52 ~ 1/11/2006 10:07:59 AM ~ Nicholas - I agree w/ Hines and we should move on.

1:45:39 ~ 1/11/2006 10:08:46 AM ~ Case - Look at the cut line!!!  Did gov approve funding #7?   No.

1:46:19 ~ 1/11/2006 10:09:26 AM ~ Fagan - I spoke to him about the board's decision.  Gov denied  these.

1:47:14 ~ 1/11/2006 10:10:22 AM ~ Fagan - I'm done w/ my exception items.  The Tourism will give their exception budget items.

1:48:07 ~ 1/11/2006 10:11:14 AM ~ Shober - Tourism -   Steady growth for WY - 71% was new money into WY  Of 2 billion much went to local governments.  Take job very seriously and it is showing.    1st order of business - budget footnote that authorizes us in the WY government.  Would you reauthorize through the next bien??  Have given wording from before.

1:54:05 ~ 1/11/2006 10:17:12 AM ~ Nicholas - would you like to have it in statute?? Then you don't have to come back and ask every time.

1:54:51 ~ 1/11/2006 10:17:58 AM ~ Nicholas - go to the interim to look at this

1:55:10 ~ 1/11/2006 10:18:17 AM ~ Shober - Thanks for letting us to redesign our website because it has really increased our users.  We have had 53% in users.    #1 Online product manager - we need to have our website come to the forefront .  Need to have this full-time person to stay ahead . #2 -  If you are looking for dude ranches, fly fishing, et c.  You have to buy these words for them to come up when you go into a search engine.  #3 - inc. advertising & public relations -  many changes have taken place and we have to change too.  Are getting more of a per capita measure -- are they actually booking a trip and coming to WY?? Core markets - need to layer - looking for diff. areas of country that are coming back for repeat visits, etc. Total is $5.4 mil  - 36th nation wide in tourism budget.  For near areas- we are 12th in our budget

2:04:22 ~ 1/11/2006 10:27:29 AM ~ Warren - Could you show a breakdown of how 4 mil is going to be spent?

2:04:49 ~ 1/11/2006 10:27:56 AM ~ Shober - I have it here and I'll leave it here as a handout.    #5 - work w/ DOT for turnout and highway signage

2:09:44 ~ 1/11/2006 10:32:52 AM ~ Case - Did you participate in Chief Washakie Trail signage?

2:10:13 ~ 1/11/2006 10:33:21 AM ~ Shober - I don't know what part we had.

2:10:51 ~ 1/11/2006 10:33:58 AM ~ Case - I think that Washakie has been done, but there is a Trail of Tears also .

2:12:46 ~ 1/11/2006 10:35:53 AM ~ Shober - We do work w/ DOT but there are some that are stand alone.  The stand alones are more costly.    #6 - International develop - Other states are looking at this also.    #7 - CDS packaged w/ distribution of state highway maps - We have a litte less than 500K maps each year.  We would like to have some CD's to go with them so they can have some commentary as they travel.

2:17:50 ~ 1/11/2006 10:40:57 AM ~ Jorgensen - There was another map. I don't think that the CD is the way to go.  The Rec. map I think would be better.

2:19:28 ~ 1/11/2006 10:42:35 AM ~ Shober - It is larger than the highway map and it is more costly to produce.  We want to enhance the visitor's experience.

2:21:19 ~ 1/11/2006 10:44:26 AM ~ Jorgensen - do believe in CD's as much

2:21:38 ~ 1/11/2006 10:44:45 AM ~ Meuli - Will these be produced in-house?

2:22:56 ~ 1/11/2006 10:46:03 AM ~ Shober - We put out an RFD for best cost.  #9 - Reel Scout Film data Program -

2:24:59 ~ 1/11/2006 10:48:06 AM ~ Shober - Not way we're going - some are public domain On #9 - There are some that are being used now.

2:25:58 ~ 1/11/2006 10:49:05 AM ~ Case - Even if we don't charge we should have some credits.

2:26:36 ~ 1/11/2006 10:49:43 AM ~ Berger - I would like to support this.  Having been involved w/ film production.  This would be a more effective way to do this.

2:27:51 ~ 1/11/2006 10:50:58 AM ~ Meuli - is this one-time funding??

2:28:04 ~ 1/11/2006 10:51:11 AM ~ Shober - This is on-going program.  $6K for a year   #9 - One time request - You authorized us to buy the Grunkemeyer collection.  We are ready to take position of this now.  Only 1 of 2 companies in US that happens to be in Laramie.  We are ready to put these in 2 storage units and the co. in Laramie will view all of these and tell us what is classified as "viewable clips".  Grunkemeyer has different types of media and we are going to get the co. in Laramie to digitize it .

2:35:35 ~ 1/11/2006 10:58:42 AM ~ Case - Is this co. going to put this in best storage way??

2:38:12 ~ 1/11/2006 11:01:19 AM ~ Shober - This co. will catalog, fix breaks in old film, store it, etc.

2:40:25 ~ 1/11/2006 11:03:32 AM ~ Hines - This is giving the co. in Laramie 60% - why?

2:40:53 ~ 1/11/2006 11:04:00 AM ~ Shober - Yes, but we get a lot back from them also and first shot at using the clips, etc.  #10 - Capital Facilities Req. - Req. for Welcome Centers at I-90 and South Dakota and I-25 and the Colorado Border  The I-25 is not going to be built yet so we are not asking for that now.   In Michigan when people stopped at welcome centers they changed their intended behaviors so that we think this will be a good move for us.   We are working to gain some property access at the SD border.  We are not purusing this until you have given the money.

2:47:47 ~ 1/11/2006 11:10:54 AM ~ Hines - Want to thank you because I support these centers.  I was one of the ones that have pushed along to see what could be available.  Thank you for doing this.

2:49:50 ~ 1/11/2006 11:12:57 AM ~ Jorgensen - This is the way to go.  It should be first class.  I will support this and hopefully get some others in other parts of the state.  It needs full service.  Accessible and visibility is prime.

2:51:28 ~ 1/11/2006 11:14:35 AM ~ Shober - When we first started working w/DOT we had to tell them if we wanted it to be 24 hrs.  Next year we will be back to ask for some other funds to operate this facility.  Just wanted to let you know.

2:55:01 ~ 1/11/2006 11:18:08 AM ~ Simpson - Have you ever thought about buying out the landowners for the billboards at the entrances to WY.

2:55:59 ~ 1/11/2006 11:19:06 AM ~ Shober - That is not in our purview, but I agree w/ you.

2:56:35 ~ 1/11/2006 11:19:42 AM ~ Case - What about the operating cost?  You are not operating this yet.

2:57:07 ~ 1/11/2006 11:20:14 AM ~ Shober - You're right, but the bldg. maintenance will have to be funded next yr.  No operating costs will need to be considered now.

3:01:15 ~ 1/11/2006 11:24:22 AM ~ Jorgensen - Are there any billboards on I-90 going into SD?  Can you assure that we not have any after this is built.

3:02:33 ~ 1/11/2006 11:25:41 AM ~ Hibbard - WY DOT - What dealing w/ in WY there are regulations, but if landowners can call them commercial zones they can put up billboards.

3:04:39 ~ 1/11/2006 11:27:46 AM ~ Jorgensen - What we can say then is that it is a Laramie CT. problem??

3:05:13 ~ 1/11/2006 11:28:21 AM ~ Hibbard - Yes, they need to not zone it commercial.  W/ Lady Bird Johnson's, but if it commercially zoned these people can get royalty also.

3:06:42 ~ 1/11/2006 11:29:49 AM ~ Nicholas - two aspects of jurisdiction - state and county.

3:08:06 ~ 1/11/2006 11:31:13 AM ~ Jorgensen- Can we footnote this???

4:41:36 ~ 1/11/2006 2:30:15 PM ~ Corra - would be good function.  Currently do not.  Currently $150m threshhold, so large power plants always fall within this.  Small projects are having a significant impact on communities, but they do not fall within scope.  We would be happy if Legislature expands.
