If you move our the liquor division we have about 17 Mil budget Have not inc. staff just gained some
efficiencies. The main budget this time is for the computer system. The systems and purchases are stressful and
you need some good management. These
systems require a lot of attention. We have worked through the CIO so that we
can work with other agencies too. In
liquor division - had a complete failure of system - very sophisticated system. After many hours of frustration we
gerryrigged a system and after 6 mos. work we should be back on line the end of
this month. Now for the CAMA
system- after 2 mos of the installation we discovered that we were going to
have a problem with our vendor. We had
to fire that vendor. Had a good
contract and went well. Found new
vendor and I think that this will work.
Lost about 1 yrs' time. Spoke of
schedule of installing in different counties.
Has been a project like I've never seen in my life. Diff. counties want to do their system their
own way. Have tried to work well with
each other. This is a distributing type
system -first state in the US to get their system like this. Can generate ad hoc reports, etc. etc. Long
term system - will give better handle of what goes on with property taxes. Most of accessors are doing a reassessment
of all properties.

Remote sales is huge now because of internet. May hire someone to go out and collect tax for state. Legislature may have to take good hard look.

92-93 we got some money to go with another co.
By '95 Anderson was fired by Johnny Burton- then we developed an
in-house system - it has worked very well, but it is time to develop a new one. It takes years to get the system
together. Many of our systems can't be
audited- have to do it manually. Would
like to have a system that we could use more easily to get info you need. Have
developed a booklet so that we can be ready to do RFD in July. Want to get this done in '07. Gov and CIO
were worried about taking all of this on all at time you are trying to get CAMA
system going, but it has to be done.
We have two people in IT, but one is here on green card waiting for
citizenship. State doesn't pay very
much and they may be hired out from under us. Use to have 7900 accounts in
mineral system and now have over 40K.
If we need to run a batch we have to have everyone off-line. People do at night and come in on weekends. Need to get started on new system as soon as
possible. Had to have # to come ask
committee. Went out and tried to find
system that could have module for each of tax systems. - Found vendor in Idaho
that has one that runs 37 diff. systems.
Need to have the latest and greatest.
Sent some up there to look at the Dot Net Architecture- don't know if
we'll buy . Any cost savings if you
have system that can do others. Asked DOT to come along because they collect
fuel taxes.

Our people have to do a lot more travel than they used to do. It is based on so many man hours in each
county. I'll give you a break out. Send out a team to each Assessors office to
help them. I need to be more aggressive
that dept has been in the past. The
$600K was denied last time, but we really need to get this to help out the
counties. We have been having people
travel to get training, but it has been very costly and we need to find a way
to help these counties. Asked county
assessors assoc. how to disperse this money.
Some counties don't need the money and I would like to be able to give
it to the poorer counties - plug gaps where it is really necessary. This is a statewide program. Lots of associated cost that no one could
have foreseen. That is the
proposal. Please consider this issue.

did away with local law enforcement grants, etc. Congress overrode this and restored about 1/2 of funding we had
relied upon. $2.4m in ff were lost this biennium. Shut down 2 satellite offices, curtailed overtime and personnel
costs. Legislature's last HB308 was our saving grace and was applied to by
local units for operating funds to DCI. Replaced ff lost. DCI operation to be generally funded in
budget.

we only have 1-2 WY contractors who can bond a project. Some contractors seeking pre-qualification
indicate they will not bid if 5% bid preference is in place. How do we deal with this one project? Can we waive that 5% for some projects? SBC
did not take action, but they want JAC to make a decision. Set back deadline to get some relief.
