16:42 ~ 1/18/2006 8:19:24 AM ~ Buchanan - p. 15 - narrative - significant progress in addressing the salaries and inc. 3.5 % raise - core of workforce Junior faculty are competitive salaries, but not other tiers Associate faculty begins to fall behind- 8-9% Senior faculty- most productive have fallen better than 13% below the national average.   Longer have been at university - lose them It is drain that does not serve us or the state very well.  The best & brightest are being picked off by others.  If we could have our req. we could move them up to their market.

20:58 ~ 1/18/2006 8:23:40 AM ~ Nicholas - Led you astray.  Will need to go by exception budget items

22:43 ~ 1/18/2006 8:25:25 AM ~ Petersen - In grants of nat. science prog. - Appropriations were in the grants- Does that still put them in that class?

24:12 ~ 1/18/2006 8:26:55 AM ~ Buchanan- They work for the university for 9 mos.and then some can work during the summer.  Only basically in the sciences.  We are low on the 9 mo. piece.

31:18 ~ 1/18/2006 8:34:00 AM ~ Nicholas - trying to correspond these to your handout-

31:57 ~ 1/18/2006 8:34:39 AM ~ Buchanan - p. 4 of our handout  #4 on pg. 30 - health insurance employer contribution for endowed faculty positions-   want to shift to another acct.  shifted to the state - poor stock mkt performance is reason  (gov denied)

33:54 ~ 1/18/2006 8:36:36 AM ~ Warren - Gov rec. that this should come from same funding source - what kind of impact??

34:21 ~ 1/18/2006 8:37:03 AM ~ Buchanan- impact is that we don't have funds in same funding source- EPB's not enough - We are piecemealing it together today

36:43 ~ 1/18/2006 8:39:25 AM ~ Hines - want to remind committee that we still give university a block grant & so remember this

37:24 ~ 1/18/2006 8:40:06 AM ~ Buchanan- we use this method to build our blockgrant

37:52 ~ 1/18/2006 8:40:34 AM ~ Nicholas - we do need to hear rationale for requests

38:53 ~ 1/18/2006 8:41:35 AM ~ Buchanan - when refer to endowed faculty we have set aside salary, but endowments have not grown as much sometimes

  40:59 ~ 1/18/2006 8:43:41 AM ~ Nicholas - do you have inflation proofing??

41:18 ~ 1/18/2006 8:44:00 AM ~ Buchanan - ref to inc. in endowments - need to have larger amts. in endowments -- would like to have fully endowed - about $5mil per chair -

  43:18 ~ 1/18/2006 8:46:00 AM ~ Job aren't these chairs state employees?

43:37 ~ 1/18/2006 8:46:19 AM ~ Buchanan - yes  Leadership WY program - real boon to state - gov rec. state

44:21 ~ 1/18/2006 8:47:03 AM ~ Nicholas - back to last - if endowment are they not already in your block grant??  What about EPB"s?  500K $ was intended to cover what you can't pick up

45:54 ~ 1/18/2006 8:48:36 AM ~ Buchanan - If we don't get enough endowment  EPB's and growth of endowment  We cover health ins. for all section 2 employees , EPB's   p. 31 #1 - Information Technology --pg. 6 of handout University has not budgeted for this and now it is backbone of all our business, all operations.  3 core components of request --haven't had problem ,but just LUCK -  need to work on this security measure- Core infrastructure - thousands of computers- hundreds of computer servers - need to keep ours up to date --quality of ed. enterprise req. for 5 mil continuting - gov. req for 3.24mil

53:17 ~ 1/18/2006 8:55:59 AM ~ Anderson - comments in regard to IT extensive--considerable req. w/ IT building- what is relationship

53:57 ~ 1/18/2006 8:56:39 AM ~ Buchanan - IT is at Ivinson Hospital now- 100 yr. old retrofitted hospital and one of days will cause problems--have to move out of that facility and into new home - had thought could put together w/ library   W/this request we will have state of art and need to have so can have reliability to be able to have quality for research

56:57 ~ 1/18/2006 8:59:39 AM ~ Jorgensen - Is this going to be anywhere w/ parking garage?? Not get into that now  Could you prioritize your requests??

  57:31 ~ 1/18/2006 9:00:14 AM ~

58:08 ~ 1/18/2006 9:00:50 AM ~ Buchanan - On last pg. of your handout today you will find that.

58:34 ~ 1/18/2006 9:01:16 AM ~ Berger - what about own IT experts - brought in experts from outside??

58:55 ~ 1/18/2006 9:01:37 AM ~ Buchanan - We have brought in from outside and people from inside.

59:56 ~ 1/18/2006 9:02:38 AM ~ Nicholas - A & I has put together expenses from out of state--huge amt.  Do you use in state?

1:00:50 ~ 1/18/2006 9:03:32 AM ~ Buchanan - We can do that.  Libraries are for lending and sharing - need to be able to have best for our students and state - need to be able to join organizations for them   Have to do this if we want to have a quality library.

1:05:02 ~ 1/18/2006 9:07:44 AM ~ Petersen - One of capital construction projects is for library.  What do we have to get?  CD roms, books, etc.

1:06:18 ~ 1/18/2006 9:09:00 AM ~ Buchanan - We have great staff, but the top notch collections.  Each yr. we reduce the # of journal subscritions because we don't have money.  Are shifting many to electronic copies.

1:07:52 ~ 1/18/2006 9:10:34 AM ~ Meuli - Is there a subtle message here that you don't agree from gov??

1:08:31 ~ 1/18/2006 9:11:13 AM ~ Buchanan - I hope that it is not subtle.  It is important to have libraries if want first rate university.

1:09:19 ~ 1/18/2006 9:12:02 AM ~ Meuli - Can live w/ gov. rec on IT, but could like happier and better off if we get our req.

1:10:03 ~ 1/18/2006 9:12:45 AM ~ Nicholas - looking at lib. narrative - doesn't add up to me -  will allocate w/in your blockgrant

1:11:09 ~ 1/18/2006 9:13:51 AM ~ Buchanan - clear to us if get 2 mil would move in right direction, but not sufficient for getting into the memberships --probably 2010 before we can ask for membership

1:12:14 ~ 1/18/2006 9:14:57 AM ~ Nicholas - What is present committment level w/in the block grant?

1:12:38 ~ 1/18/2006 9:15:20 AM ~ Buchanan - p. 15 - don't intend to reduce amt. at all - would rearrange blockgrant?? can't answer that today - to reallocate would be significant w/in university

1:13:45 ~ 1/18/2006 9:16:27 AM ~ Nicholas - what is ALR??

1:13:59 ~ 1/18/2006 9:16:41 AM ~ Buchanan - library p. 14 - compare other universities

1:15:28 ~ 1/18/2006 9:18:10 AM ~

1:15:50 ~ 1/18/2006 9:18:32 AM ~ Warren - if you could have all $7 mil could you be able to apply.

1:16:23 ~ 1/18/2006 9:19:05 AM ~ Buchanan - We are losing the kind of faculty today that we would like to hire because we don't have the kind of library - not just size of budget- but kinds of resources also  Move on - WY Tech. Business Center (Incubator) This is the additional pt. for us to be able to operate.  Quality of education, don't have equipment to train teachers that they will be using when they enter the classrooms- most of teachers require electronic devices to deliver in classrooms-gov denied

1:21:23 ~ 1/18/2006 9:24:05 AM ~ Philp - Don't see it?--##8

1:22:02 ~ 1/18/2006 9:24:44 AM ~ Buchanan - just had to rank all of this stuff  inc. cost of utilities - need this to cover cost- brought forward a conservative amount--account that used to have is "dry"= just don't have enough to cover costs  pg. 32 - Athletics -  Scholarship support for summer school, would help athletes become better students, asst. coaches incentive pkgs.  - want to make as difficult as possible for Coach Glen to think of leaving.  Other coaches also  One time money -   non-revenue sports

1:26:28 ~ 1/18/2006 9:29:11 AM ~ Jorgensen - like non-revenue sports,

1:27:04 ~ 1/18/2006 9:29:46 AM ~ Buchanan - don't want support coaches to be picked off  #4 p. 32 - addition for maintenance & security - Since 1990 we have expanded a tremendous sq. footage and we haven't inc. maintenance - just diluted maintenance - this is custodial services - huge investments that state has made- need to take care of them like we should - Fire alarm systems which are mandatory are in here.  gov cut this amt. in half  medical ed. when get to 167 budget  p. 33 - next item - Coal Gasification Research at the University - need to establishing school for energy resources - can coop w/ private industry

1:32:44 ~ 1/18/2006 9:35:26 AM ~ Nicholas - discuss

1:33:00 ~ 1/18/2006 9:35:42 AM ~ Rick Miller - tech matter - univ. - 167 had to be modified to pull out the WAMMI and Fam. Practice Center - an immediate request - discussed w/ you last time - fed gov. no longer has, so must have now

1:35:47 ~ 1/18/2006 9:38:29 AM ~ Nicholas - clarification in your budget as where monies are

1:36:06 ~ 1/18/2006 9:38:48 AM ~ Buchanan - p. 36 - matching program - would like to see program continue - gov increased Having conversations w/ several substantial donors - are waiting to see if their gifts will have effect

1:38:08 ~ 1/18/2006 9:40:50 AM ~ Nicholas - Now if want to get the average family together can't do that.  Why not?

1:38:49 ~ 1/18/2006 9:41:31 AM ~ Miller - the law now can't accommodate a family gift - might want to change these- might want to extend time also - would be happy to work with you to chg. this.

1:40:00 ~ 1/18/2006 9:42:42 AM ~ Buchanan - p. 40 -

1:42:22 ~ 1/18/2006 9:45:04 AM ~ Jorgensen - What about the indoor facilities?

1:42:38 ~ 1/18/2006 9:45:20 AM ~ Buchanan - I wasn't pt. of that, but I'll try.  The indoor surface and outdoor the same.

1:43:19 ~ 1/18/2006 9:46:01 AM ~ Jorgensen - Don't want to make big issue,but will look into it.

1:44:34 ~ 1/18/2006 9:47:16 AM ~ Buchanan - Practice indoor

1:45:06 ~ 1/18/2006 9:47:48 AM ~ Nicholas - That was brought to us.

1:45:30 ~ 1/18/2006 9:48:12 AM ~ Buchanan - p. 43 - IT building - intention here is to move into new modern facility N of dormitories- adjacent to Fine Arts bldg.  Will have to raise the honors house and they will move to empty fraternity house.  It will provide office facilities, and facilities for students and all of university.  Location is core to university

1:48:45 ~ 1/18/2006 9:51:27 AM ~ Nicholas - lots of concerns about this building- have you really thought about this????

1:49:45 ~ 1/18/2006 9:52:27 AM ~ Buchanan - Siting would eliminate some parking spaces, but we have empty spaces everyday  Would respectfully disagree- we haven't had many that have voiced concern.  Most have been positive.

1:51:44 ~ 1/18/2006 9:54:26 AM ~ Vice President Harris - In all capital construction projects we do lots of planning etc.  Have not sidestepped any processes for buildings.

1:53:19 ~ 1/18/2006 9:56:01 AM ~ Philp - can get copy of report and the masterplan

1:53:39 ~ 1/18/2006 9:56:21 AM ~ Harris - Will get that for you.  Long term view -

1:54:10 ~ 1/18/2006 9:56:52 AM ~ Philp- doesn't that seem like it is encroaching on the soroity and fraternity rows???

1:54:47 ~ 1/18/2006 9:57:29 AM ~ Harris - Have a # of facilities on that end of campus.

1:55:19 ~ 1/18/2006 9:58:01 AM ~ Buchanan - Currently there are several vacant lots around if we need to reopen new fraternities, etc.  Doesn't preclude opportunities down the road.  Is a location that you can walk w/in 5 mins of any place on campus.  Addresses needs of all students.

1:57:08 ~ 1/18/2006 9:59:51 AM ~ Philp - Would like to have an idea of what part is office, etc.

1:57:51 ~ 1/18/2006 10:00:33 AM ~ Buchanan - p. 47 Parking Structure/Police Dept. to improve parking.  We have plenty of  parking, it is just not in the correct place.  Tried to adress thru shuttle free and quickly, system works, does not work late at night. Partial solution, gas prices rising, additional drivers later in evenings are requests.  Part 1 - do a better job of system in place.  Part 2 - hard pressed to know parking places if not from Laramie, signage is lousy.  UW is a city within city. Need to do a better job and what rules are. Not small issue. Part 3 - consider parking facility, Raze old Ivinson Hospital when IT moves out.

2:05:37 ~ 1/18/2006 10:08:19 AM ~ Hines - not taking a break until we finish this budget.  Discussed many times.  Keep our opinions to a later time.

2:06:29 ~ 1/18/2006 10:09:11 AM ~ Nicholas - option to raze Ivinson, leave entire block $500,00 for razing.  What cost to move police dept.? Leave block open for parking.

2:07:17 ~ 1/18/2006 10:09:59 AM ~ Buchanan - we could look into a space to move police dept. elsewhere.  Even without a parking structure, would gain 1 - 120 spaces.  Reality is that we do not have enough parking, impacts neighborhood.  Would help.

2:08:37 ~ 1/18/2006 10:11:19 AM ~ Nicholas - be prepared to move Police Dept. elsewhere, the block would always be threre for expansion.

2:09:10 ~ 1/18/2006 10:11:52 AM ~ Jorgensen - appreciates Sen. Nicholas' suggestion.  Prioritized list ties together IT move and Parking Structure/Police Dept. at #1.  What you mean?

2:10:09 ~ 1/18/2006 10:12:51 AM ~ Buchanan - #3 is the parking structure, should not be  tied at #1.

2:10:41 ~ 1/18/2006 10:13:24 AM ~ Jorgensen - appreciate option available to Rept.  Won't completely solve, self funded.

2:11:22 ~ 1/18/2006 10:14:04 AM ~ Buchanan - is self-funded, operate from permits.  Magnitude too large to pay from fees.

2:12:04 ~ 1/18/2006 10:14:46 AM ~ Jorgenen - deck?

2:12:34 ~ 1/18/2006 10:15:16 AM ~ Buchanan - set aside a portion for staff and already permitted students, some for visitors to campus.

2:13:07 ~ 1/18/2006 10:15:50 AM ~ Jorgensen - option 2 can be successfully done by transit system.  Serious consideration for 4 more years of this system.  Address option 2 as a stand alone option.  Laramie city needs to address.  Signage will be partially solved by signage.

2:15:13 ~ 1/18/2006 10:17:55 AM ~ Harris - breakdown of Option 3, razing, etc.

2:16:03 ~ 1/18/2006 10:18:46 AM ~ Meuli -

2:16:44 ~ 1/18/2006 10:19:26 AM ~ Harris - generate additonal student fees

2:17:13 ~ 1/18/2006 10:19:55 AM ~ Warren - placeholder to be used.  See 5 yr. timeline, schedule and on-going mtnce. costs.  Where build in to maintence costs?

2:18:12 ~ 1/18/2006 10:20:54 AM ~ Buchanan - will provide timeline, IT bldg. project would take until 2008 to finish and move into new facility and relocate police dept.  Then would raze, asbestos abatement - several years out.  Directed to bring back parking study.

2:20:29 ~ 1/18/2006 10:23:11 AM ~ Hines - one item on p. 51

2:20:48 ~ 1/18/2006 10:23:30 AM ~ Buchanan - expand seed lab in Powell.  Booming, cannot handle all of program.

2:21:33 ~ 1/18/2006 10:24:15 AM ~ Jones - State of WY Denny J. Smith Seed Lab, has provided good service to all.  Good move.

2:22:07 ~ 1/18/2006 10:24:49 AM ~ Hines - take a 10 min. break

2:22:21 ~ 1/18/2006 10:25:02 AM ~ Pause

2:22:21 ~ 1/18/2006 10:44:16 AM ~ Resume

2:22:30 ~ 1/18/2006 10:44:25 AM ~ Buchanan - other 4 studies instrumental in a bill coming forward, Teton Business School,  the Hathaway Scholarhip program, and the Faculty Endowment are all coming up

2:24:50 ~ 1/18/2006 10:46:45 AM ~ Buchanan - WICHE 50 yr. program, cooperative between 15 western states, PSEP provides opportunity for WY residents to study and receive degrees not available at UW.  They pay resident tuition, and WY makes up the difference. Medical and health science programs, $4m+ in past, request is for $400,000 additional.  Need to allow for rising costs of other Universities.  130 students now, would allow for less students if not increased budget.  Have more applicants than possible.  Vet Med students have dropped in 4 years as costs rise.  Used to be 5-6/yr.  Now have only 2 - 3/yr.  Physician costs only one more expensive than Vet Med.

2:29:27 ~ 1/18/2006 10:51:22 AM ~ Hines - other students coming to WY under this program.

2:29:46 ~ 1/18/2006 10:51:40 AM ~ Buchanan - more students exported than imported, but some are studying pharmacy at UW under WICHE.

2:30:42 ~ 1/18/2006 10:52:36 AM ~ Nicholas - explain

2:30:52 ~ 1/18/2006 10:52:47 AM ~ Buchanan - WICHE also provides a small incentive in addition to tuition difference.  Available funds are spread thru available students.

2:31:53 ~ 1/18/2006 10:53:48 AM ~ Nicholas - does Vet School decide?

2:32:10 ~ 1/18/2006 10:54:05 AM ~ Buchanan - vet school decides who to take.  We only make program available.  Distribution and specific decisions are made thru board of 3.  Tex Boggs, myself and Klaus Hanson

2:32:20 ~ 1/18/2006 10:54:14 AM ~

2:33:43 ~ 1/18/2006 10:55:37 AM ~ Anderson - graduate program in Nursing at UW?

2:34:01 ~ 1/18/2006 10:55:56 AM ~ Nicholas - prohibited in way medical pay?

2:34:33 ~ 1/18/2006 10:56:27 AM ~ Buchanan - medical program, not a workforce program.  Not structured to be cadre of grads to come back to WY.  Could be put in.  Some states have done.  WY has no repayment obligation.  WAMI has a repayment clause, some choose to pay back costs than to return to WY, but WICHE does not.

2:36:32 ~ 1/18/2006 10:58:26 AM ~ Nicholas - summary of states who do require repayment.  Dentistry, WICHE chosen over WAMI because it does not have an obligation.

2:37:58 ~ 1/18/2006 10:59:53 AM ~ Job how many have to be turned away?

2:38:11 ~ 1/18/2006 11:00:06 AM ~ Buchanan - varies, not a lot, overabundance applying in Vet Med and Medicine.  Try  WICHI first, then take WAMI.  Average $240K debt at end of medical ed.

2:39:41 ~ 1/18/2006 11:01:36 AM ~ Job - timid in asking for increases in budget.

2:40:36 ~ 1/18/2006 11:02:31 AM ~ Buchanan - if handled all students who apply, it would require $1m, but we requested 10% increase for first time in many years.

2:41:20 ~ 1/18/2006 11:03:15 AM ~ Miller - would affect budget in 2007

2:41:41 ~ 1/18/2006 11:03:36 AM ~ Buchanan - may not be that straight foreward.  If apply payback, will it be on all?  Named other fields studied under WICHE.  Ready to put rules in place?

2:43:09 ~ 1/18/2006 11:05:03 AM ~ Nicholas - did other states put in statute, or just in Rules & Regs?

2:43:34 ~ 1/18/2006 11:05:29 AM ~ Buchanan - trustees don't participate, would be a discussion of 3 commissioners appointed by Gov.

2:44:01 ~ 1/18/2006 11:05:55 AM ~ Nicholas - reluctant to give 3 people that kind of rule making power.  Delegate to trustees?

2:44:29 ~ 1/18/2006 11:06:23 AM ~ Buchanan - 50 yr. multi-state compact.  Works well.  WICHE could be a workforce engine.

2:45:41 ~ 1/18/2006 11:07:35 AM ~ Job - When I was a WICHE commissioner I thought it was a good idea, now changed mind.

2:46:27 ~ 1/18/2006 11:08:21 AM ~ Warren - information on past students?

2:46:42 ~ 1/18/2006 11:08:36 AM ~ Buchanan - information does not exist.  Would have to contact multiple occupations to ask who had been thru WICHE.

2:47:25 ~ 1/18/2006 11:09:20 AM ~ Agency 167 UW Medical Education - Buchanan, 2 residency centers are different.

2:49:06 ~ 1/18/2006 11:11:00 AM ~ Hines - go back to Agency 69 p. 12

2:49:32 ~ 1/18/2006 11:11:27 AM ~ Buchanan - $400,000 request discussed.

2:50:05 ~ 1/18/2006 11:12:00 AM ~ Buchanan - p. 3 Budget request on UW Medical Education, history of programs, in 1980 programs moved to UW, evolved into large part of State Healthcare programs.  The 2 family practices we support are the largest providers w/ 15,000 patient visits last year in Cheyenne, 34,000+ in Casper.    Serious health care for WY.  Extract funds to UW WAMI (WY, AK, MT, ID) put into separate budget and let them make decisions on scope of healthcare.  Shifting ed. resources when not in separate budget.  Entering class increased from 12 - 14 this yr.  16 is full complement.  Creighton was previous contract school.  We think we have 3 - 4 students who return to WY.

2:58:21 ~ 1/18/2006 11:20:16 AM ~ Nicholas - accelerate to 16 students this year?

2:58:43 ~ 1/18/2006 11:20:37 AM ~ Buchanan - not our decision to make,  Univ. of WA makes the decision.  Generally support.  Prudent not to jump into 16.  Need to do lab expansion to handle 16.

3:00:14 ~ 1/18/2006 11:22:09 AM ~ Nicholas - Cost comparison of WAMI and WICHE students.

3:00:42 ~ 1/18/2006 11:22:37 AM ~ Buchanan - WAMI about $11,000 pd. per year student signs agreement to make up difference WY pays to WA $50,000/yr. for medical school, rough figures.  WICHE program psys in-state tuition and program pays difference of out of state tuition.  Varies from school to school.

3:06:49 ~ 1/18/2006 11:28:44 AM ~ Job - we support costs of law school, other areas, don't require them to return to WY or pay back.  Should be same.

3:07:38 ~ 1/18/2006 11:29:32 AM ~ Nicholas - we pay nurses, attorneys, others to return to WY to work.

3:08:38 ~ 1/18/2006 11:30:32 AM ~ Budget # 070 Enhanced Oil Recovery Commission - Peter Wold, commissioner, Dr. Steidtmann, Director of Institute, and Director Boomgaarden, State Lands & Investment.  Potential discussed on p. 4 Budget request  and Mission Statement on p. 5, $2.4m appropriation has stopped decline for first time in many years.  Due to enhanced oil recovery work.  Great start, numerous cooperatives.

3:13:45 ~ 1/18/2006 11:35:39 AM ~ Dr. Steidmann - 2 yrs. working on project, found obstacles to participation of enchanced oil recovery.  Addressing issues. 3:23:59 ~ 1/18/2006 11:45:53 AM ~ Nicholas - explanation into expense org.  Easier for JAC to follow if all is kept together.

3:25:39 ~ 1/18/2006 11:47:33 AM ~ Boomgaarden, consistent with State Lands information monthly.

3:26:05 ~ 1/18/2006 11:48:00 AM ~ Steidmann - taking no credit for results.  Anadarco can do by itself.  We are helping small companies who don't have ability to do alone.

3:27:10 ~ 1/18/2006 11:49:05 AM ~ Anderson - exciting.  School of Engergy, hand in glove with this.

3:27:55 ~ 1/18/2006 11:49:50 AM ~ Steidmann - already had discussions with President to  coordinate.  Will become research arm of School of Energy.

3:28:47 ~ 1/18/2006 11:50:41 AM ~ Meuli -  public/private arrangements?

3:32:11 ~ 1/18/2006 11:54:05 AM ~ Steidmann - govt. long history of subsidizing.  Small subsidy to get things going is a value to state.  Research to assist all areas, not just 1.  Kinder- Morgan scoping model doesn't work in WY.  Need to develop scoping model which will work in WY and make it available to all.

3:33:50 ~ 1/18/2006 11:55:44 AM ~ Case - TX technology need to be tweaked for WY,  Who should pay?  May always be skeptical.

3:34:50 ~ 1/18/2006 11:56:44 AM ~ Steidmann - large capable companies not all, we have lots of small producers who can't afford to do alone.  Majors are not producing in WY now.

3:35:58 ~ 1/18/2006 11:57:52 AM ~ Wold - over 1/2 of producers who could benefit.  Look alike company, our company does not have resources to determine how different making plan not used.  We have pd. UW to research.  Will have to pay portion of costs to participate.  Commissioners will oversee.

3:38:21 ~ 1/18/2006 12:00:15 PM ~ Case - respect for your family and all that is done for state.  Responsible people involved.  I am market oriented, market takes care of it.  Not all companies work as Wold Energy and Tom Strook have.

3:40:04 ~ 1/18/2006 12:01:59 PM ~ Simpson - what detail on p. 28 is Gov. talking about

3:40:32 ~ 1/18/2006 12:02:27 PM ~ Steidmann - p. 18

3:41:25 ~ 1/18/2006 12:03:20 PM ~ Simpson - approved $152,616?  Could someone provide me a summary of this as in standard budget request before presenting on floor.

3:42:14 ~ 1/18/2006 12:04:09 PM ~ Nicholas - standard request.

3:42:27 ~ 1/18/2006 12:04:22 PM ~ Steidmann - will do.

3:43:20 ~ 1/18/2006 1:01:06 PM ~ Community College Commission - Jim Rose - Ex. Director Opening Remarks  Echo Pres. Buchanan's remarks from this morning - appreciate what you have done for us in the last few years Will address the exception budget -  Start on pg. 10- #1 - Administrative computing support #2 - graduate success survey #3 - Statewide marketing program #4 - colleges' facilities inventory #5 - Funding model review

3:52:50 ~ 1/18/2006 1:10:36 PM ~ Warren -

3:53:52 ~ 1/18/2006 1:11:39 PM ~ Rose - current model

3:54:03 ~ 1/18/2006 1:11:50 PM ~ Hines - continue

3:54:08 ~ 1/18/2006 1:11:55 PM ~ Nicholas - Allocation model to req. that we have??  Want model to properly fund them.

3:57:00 ~ 1/18/2006 1:14:47 PM ~ Rose - explained why need this model Are trying to reach parity w/in colleges.

3:59:04 ~ 1/18/2006 1:16:50 PM ~ Nicholas -think that have resources to do this on your own

3:59:34 ~ 1/18/2006 1:17:20 PM ~ Rose - It will ultimately have to be scrutinized by many - legislators, this committee, etc.  If you don't like model you won't fund it.  It could be a rational model to fund 7 CC in WY.

4:01:39 ~ 1/18/2006 1:19:26 PM ~ Simpson - Gov has not rec. all of this, etc. When see Industrial C ollege req. for Gillete campus------

4:03:25 ~ 1/18/2006 1:21:11 PM ~ Rose - We were not aware of this req. before I read it in the paper.  The normal process has not been followed - we are a little bit in the dark.  Not integrated into budget proposal.

4:05:00 ~ 1/18/2006 1:22:47 PM ~ Simpson - In funding model review and facilities inventory, how do you take into view of 20 yr goals??

4:05:49 ~ 1/18/2006 1:23:36 PM ~ Rose - funding model is need to try to address each colleges requests etc. We have tried to work to work these into our strategic  plan.  Re-examination of funding model needs to be integrated.

4:08:57 ~ 1/18/2006 1:26:43 PM ~ Nicholas - follow up on that notion - these are community colleges.  Large communities build large buildings, etc and then state has to fund them.  Some communities build for economic development

4:10:36 ~ 1/18/2006 1:28:23 PM ~ Rose - Any change in enrollment, etc. and in the end they will affect our formula, etc.   Difficulty that we'll have is putting this on-line, but has not been developed within the system.

4:12:47 ~ 1/18/2006 1:30:33 PM ~ Nicholas - Should model also reflect what communities should have?

4:13:19 ~ 1/18/2006 1:31:05 PM ~ Rose - We have a system of community colleges, not just individual.  With the same mil the amounts that are generated are different in each community.

4:14:24 ~ 1/18/2006 1:32:10 PM ~ Warren - If Gillete project is funded, will what you are proposing throw this model off???

4:15:43 ~ 1/18/2006 1:33:30 PM ~ Rose - I don't know because I have not been informed about the Gillete proposal.

4:16:50 ~ 1/18/2006 1:34:37 PM ~ Hines - What I was told was that the building for this will not be a part of the Gillette campus.  Students would be part of numbers.

4:17:29 ~ 1/18/2006 1:35:16 PM ~ Nicholas - biggest reasons we've had chg. last few yrs. is because of FTE counts at LCCC or any other college.

4:18:33 ~ 1/18/2006 1:36:19 PM ~ Rose the enrollments really do have a big influence on the current formula.  Salary raise is our share of the one for state . p. 17 - #1 - Parity Funding - have tried to articulate where performance measures will fit  #2 - one-time funding - equipment-  What would it take for us to get what we need?? #3 - salary inc. supplement - 62% of funds for colleges is supplied by state.

4:26:02 ~ 1/18/2006 1:43:49 PM ~ Simpson - Did gov give other ideas why he denied this??

4:26:36 ~ 1/18/2006 1:44:23 PM ~ Rose - Look to 62-38% splits - want to look for community sources

4:28:09 ~ 1/18/2006 1:45:55 PM ~ Nicholas - If give inc. - health care inc???  You are assuming right - what gov was saying.

4:29:08 ~ 1/18/2006 1:46:54 PM ~ Rose - Contingency/Royalty Bonus  Incentive Fund - is what provides college system to try to develop on-line courses, etc.  Distance education is vital to our work.   Workforce services are needed - typically the GED - want to shift back to CC.  Will req. some statutory change.  Use state funds for ABE program- 2.2 mil that has been coming from TANF- now the state should participate in this program - one of 2 states that does not.

4:36:08 ~ 1/18/2006 1:53:54 PM ~ Warren - had question about the Torrington prison - will you be providing programs there??  Will be a pretty large # of people.

4:37:36 ~ 1/18/2006 1:55:22 PM ~ Rose - With the correction facilities in the east of state it will put the colleges there a chance to provide lots of services .

4:39:02 ~ 1/18/2006 1:56:49 PM ~ Nicholas -

4:39:39 ~ 1/18/2006 1:57:25 PM ~ Rose - We will continue to admin. these funds.

4:41:34 ~ 1/18/2006 1:59:20 PM ~ Erin Moore-Workforce services - we get TANF funding - only work programs come to workforce services - 3 qualifications to use funds - Don't think this is the best use of TANF funds.

4:45:39 ~ 1/18/2006 2:03:25 PM ~ Nicholas - These funds have been used by others for other uses.

4:47:25 ~ 1/18/2006 2:05:11 PM ~ Philp - 1.5 mil has been transferred????

4:48:07 ~ 1/18/2006 2:05:54 PM ~ Erin Moore from Workforce Services - yes.

4:51:06 ~ 1/18/2006 2:08:52 PM ~ Nicholas - Looks to me like there were not TANF dollars involved.

4:51:41 ~ 1/18/2006 2:09:28 PM ~ Warren - give us info about TANF for us please - confusing that transfers are not same - not same numbers

4:52:24 ~ 1/18/2006 2:10:11 PM ~ Nicholas - block grant, TANF - how used and how will be used in next bien.  If they are unencombered.

4:53:45 ~ 1/18/2006 2:11:31 PM ~ Rose - amt. necessary to operate the current GED program Average loan $6,600 over 2 years, agree with Gov. Rec. for nursing and faculty needs, Dr. Ed Boenisch administers this program.  Asking for a sustaining level of support.

4:56:32 ~ 1/18/2006 2:14:19 PM ~ Rose - Teacher shortage Loan Repayment Program - 32 students with average $8,900 over 2 years, agree to major in science, math, if they teach they have a portion of the loan forgiven.  Need based program.

4:58:02 ~ 1/18/2006 2:15:48 PM ~ Anderson - Hathaway program alleviate need based  help?

4:58:34 ~ 1/18/2006 2:16:20 PM ~ Rose Hathaway 80/20 split merit/need.  Merit scholarships will create opportunities for others.  Overall resources more to need based, too.

4:59:31 ~ 1/18/2006 2:17:18 PM ~ Anderson - concerns we don't only address need based students

5:00:00 ~ 1/18/2006 2:17:46 PM ~ Dan Schiedel for WY Public Television - the Comm. College budget is responsible to bring TV forward.  High quality broadcasts, past 5 years thru legislative support, we have created nationally awarded productions, increased to 32,000 households, working for digital workout by Feb. 2009.  More vital, libraries, homeland security only part of public service media uses. Educational outreach to communities about help in case of a community disaster.  Repository for video and audio images.  The documentary on Gov. Hathaway, media had destroyed some media we could have used.  Wise stewards, we are now asking for funding for 3 areas:  3 new production personnel, maintenance of production equipment, and a SUV to get staff and equipment around state.  We leverage state dollars with federal dollars and donations.  Seeking funds from federal grants problem is that they run out at a specific time and for a specific project.

5:07:48 ~ 1/18/2006 2:25:35 PM ~ Schiedel

5:07:58 ~ 1/18/2006 2:25:44 PM ~ Warren p. 52, Gov denied.  would it be outdated?

5:09:32 ~ 1/18/2006 2:27:19 PM ~ Warren - new equipment compatible with digital upgrade in future?

5:12:01 ~ 1/18/2006 2:29:47 PM ~ Job - how many production people do you have now?

5:12:16 ~ 1/18/2006 2:30:03 PM ~ Schiedel, 4 full time, contract for others.

5:12:32 ~ 1/18/2006 2:30:19 PM ~ Job requested where.  Efficient in how you run station.

5:13:28 ~ 1/18/2006 2:31:15 PM ~ Schiedel - smallest public TV in country, we leverage money over and over, run a tight ship.  One of most efficient networks in US.  We create a lot of content.

5:14:36 ~ 1/18/2006 2:32:23 PM ~ Philp - planning to cover legislature this year.

5:14:50 ~ 1/18/2006 2:32:36 PM ~ Schiedel - depends on funding.  Yes, we will cover.  Every Fri. we will do our Legislative reports to air at 9:00 that night and be more timely, repeat on Sun.

5:15:45 ~ 1/18/2006 2:33:32 PM ~ Schiedel - WPTV Council has no exception request, GR on standard budget, great assistance on long-term strategy.

5:37:26 ~ 1/18/2006 2:55:13 PM ~ Rose- Sweetwater Co. 4 mils do not go to Sweetwater Co.  It is distributed.  If they raised to 6 mils, they could pay a lot of this building.

5:45:00 ~ 1/18/2006 3:02:47 PM ~ Case - Sen. Enzi proposed FF

5:45:14 ~ 1/18/2006 3:03:01 PM ~ McFarland - explained funding again.

5:45:50 ~ 1/18/2006 3:03:37 PM ~ Case - how compare with how colleges pay for projects?

5:46:55 ~ 1/18/2006 3:04:41 PM ~ Rose - EWC had construction documents nearly finished, estimates are ready to proceed.  WWC has gone to ballot iniative for voter approval.  State's participation in cap. con. can ask permission for 5 mil levy, far fewer overhead costs.  Need to be reauthorized until it goes away.  Not a permissable use for construction, there will be legislation in this session to allow use of this money.  Important vehicle to be used.  Ask for consideration.  Some are positioned to move quickly, others more slowly.

5:50:19 ~ 1/18/2006 3:08:05 PM ~ Jorgensen - where would Intertribal Bldg. be located?

5:53:01 ~ 1/18/2006 3:10:48 PM ~ Bottenfield - EWC why cost so much, do have an apt. that found dangerous mold,   Cost $100,000 @ $215/sq. ft.  Location and Economy of Scale affect construction, if we can't house students, will adversely affect college in loss of enrollment, real crisis with formula, no other way to get a dorm. no provision in place earlier for cap. facilities.  Commission ranked us as #1 to replace 44 student facility w/58.  Where to turn and how to finance?  GO Bonds are limited by size of 1mil= $95, raised $1m which was a great deal for us.  Keep word not to go back for more $ for 5 years. $3,8m limit in GO Bonds, would have to raise student fees so high that kids would not be able to stay in dorm.

6:01:48 ~ 1/18/2006 3:19:35 PM ~ Hines - WBC help
