36:45 ~ 1/19/2006 8:38:31 AM ~ Hansen - I will address it and district judges here could tell you.  In your county it is working well, but in other counties don't have as many attorneys that are interested in being GALs .  Don't know really.

38:27 ~ 1/19/2006 8:40:13 AM ~ Judge Park - great problem w/ GALs  Must be adjudicated in 90 days, issues very complex, jury trial for me would be late in 2007.  A convoy problem - I do 8-10/week.  Hard to find GALs.  Have to appoint attorneys for parents also.

41:06 ~ 1/19/2006 8:42:52 AM ~ Simpson - Have you found that attorneys don't want to serve even though they are trained.

  42:04 ~ 1/19/2006 8:43:50 AM ~ Park - Part is liability, some pay, etc.

50:47 ~ 1/19/2006 8:52:33 AM ~ Justice Hill - keep track of cases.  Don't think that judges are sitting on hands.  They are going to places to have trials that are less than ideal.

53:28 ~ 1/19/2006 8:55:14 AM ~ Hansen - Okay Before we leave the GALs the district judges are working on this.   Before I meet w/ district judges later I will send survey to see why don't want to serve on GAL.

  55:26 ~ 1/19/2006 8:57:12 AM ~ Simpson - I think you'll find workmen's comp is paying 90-95 $/hour and I think you'll find that is probably the big problem.

56:16 ~ 1/19/2006 8:58:02 AM ~ Stockdale - Law Library - well used by citizens as well as others in law profession Are asking for inc. costs - 90% of req. is to keep library current -- turn to pg. 38  inc. in telecommunications - different from network support

2:08:14 ~ 1/19/2006 10:27:46 AM ~ Simpson - Cirucut Ct. what is "eventually" and branch out into Municipal Courts, does it not make more sense to be sure all Circuit Cts. are included first?

2:09:24 ~ 1/19/2006 10:28:55 AM ~ Bavona -29 Circuit Courts data in data warehouse.  Can query directly on Circuit Cts.  First incremental step, then do municipal courts, then district courts.  Serve all courts.

2:10:57 ~ 1/19/2006 10:30:29 AM ~ Simpson - makes perfect sense, provides quick info.  Judges don't know what real criminal history is now.  What would it take to move along electronic filing?  Data sharing?  5 more years too long.  Need now.

2:12:25 ~ 1/19/2006 10:31:57 AM ~ Bavona - agree 100%, next step is related to establishing pool in this plan, under development for Circuit Cts. now, being tested.  Adding muni. districts, sealed and sensative cases.  District courts may be easier to obtain.  76 vs 23 to be put on.

2:15:13 ~ 1/19/2006 10:34:44 AM ~ Nicholas - sub-jurisdictions - could pass a statute to do no new funding until it is compatible with statewide system.  Some are reluctant, too important to allow each court to do its own thing.

4:31:43 ~ 1/19/2006 3:05:05 PM ~ Mr Kemp - have had some good successes in hiring, but don't pay very much- they need to have oil & gas background, audit, etc.  Royalties have increase incredibly

4:34:09 ~ 1/19/2006 3:07:31 PM ~ Dir B - with the volumn we can't go back and do desk audits.  We think that we won't ever catch up sometimes.    p. 49 & 50 - #1 - reclassification of current positions to duties performed - salary & benefits  p. 62 & 63 - annual program audit requirement

4:53:21 ~ 1/19/2006 3:26:43 PM ~ Simpson - didn't we give funds for helicopter? Where are they?

4:53:43 ~ 1/19/2006 3:27:05 PM ~ Crapser - That is in our standard budget.  We responded to 32 fires and it helps to catch them quick.

4:54:53 ~ 1/19/2006 3:28:15 PM ~ Anderson - We had fire in our neighborhood, but winds were to high to use helicopter.

4:56:11 ~ 1/19/2006 3:29:32 PM ~ Hines - Did I understand that you said you used helicopter w/ tornado?

4:56:54 ~ 1/19/2006 3:30:16 PM ~ Crapser - Helicopter helped look for missing people in Wright.

4:57:40 ~ 1/19/2006 3:31:02 PM ~ Dir B - Reference handouts from today - Ft Kearny/Fetterman Battlefield/Lake DeSmet Access-  We have been looking for larger pieces.  Mr. Duncan offerred to sell his ranch to us, we have acquired an option to buy.    About 2 yrs ago Texaco/Chevron was offered.  Davis bought the ranch and now he is offering to sell to the state.  We are going through the process, but we need to buy it by May 31st.    We need to put a budget footnote in order to get enough money to buy both properties.  Don't have enough in fund left.   Timing is such that we have both, but we won't plan to come back every year and ask for more money.   Would be happy to answer any questions.

5:09:09 ~ 1/19/2006 3:42:31 PM ~ Philp - Ft Phil Kearny - detailed analysis and reports for both, please.

5:10:31 ~ 1/19/2006 3:43:53 PM ~ Dir B - Would you like to have copies of the legal documents?-- I will make sure you get a couple of copies.

5:11:44 ~ 1/19/2006 3:45:06 PM ~ Hines - Would you tell me how you keep the no net gain?

5:12:10 ~ 1/19/2006 3:45:32 PM ~ Dir B - I'll get that for you.   What found in public hearings is that counties are concerned.   Different states take different slants on this.   Are sensitive to the no net gain and trying to implement policy from board.

5:16:04 ~ 1/19/2006 3:49:25 PM ~ Hines - Is the policy of trying to sell in county or region?  Is it all restricted that area?

5:16:33 ~ 1/19/2006 3:49:55 PM ~ Dir B - There is no formalized policy as to where we go.  Nothing in our rules.  We are to turn more toward sales.   Hear from ag. communities that they are afraid that we will try to sell lands and it will be bad for their property.

5:18:29 ~ 1/19/2006 3:51:50 PM ~ Warren - Looking to not net gain - what standard?  What is the # ??

5:19:32 ~ 1/19/2006 3:52:54 PM ~ Dir B - What is reference pt that we use? One from 1999 is what we usually use.  There is not specifics- could probably make #'s fit a lot of arguments.  Once we get a couple of acquisitions, etc.  Haven't heard that process is fundamentally flawed.

5:22:07 ~ 1/19/2006 3:55:28 PM ~ Warren - Have you heard from other states?

5:22:21 ~ 1/19/2006 3:55:43 PM ~ Dir B - When visit w/ colleagues in other states they are different.

5:22:49 ~ 1/19/2006 3:56:11 PM ~ Anderson - Lot of activity in regard to process - You handled yourself very well.  Considerable amt. of pressure on people that work in behalf of state.  You handled yourself well. Is there any politics in way you determine the option amt.?

5:24:51 ~ 1/19/2006 3:58:13 PM ~ Dir B - We negotiate those things.  We do research on what the amt. should be.   Mr. Davis is a land speculator and he was ready to deal.

5:27:17 ~ 1/19/2006 4:00:38 PM ~ Berger - Curious about exchanges of parcels. Based on staff you're acquiring, is that going to be enough?

5:28:34 ~ 1/19/2006 4:01:55 PM ~ Dir B - I don't think that we'll have enough people, but we'll have hard time keeping up.  Upwards of 60 projects, but we will take only few.  The people we're getting will help.  An inordinate amt. of our time is being used.

5:31:38 ~ 1/19/2006 4:04:59 PM ~ Berger - we need to develop a trust among our citizens.  Having the public meetings help this.

5:32:32 ~ 1/19/2006 4:05:53 PM ~ Dir B - The Ag community wants us to buy low and sell low -  we're about fair market value.

5:33:07 ~ 1/19/2006 4:06:29 PM ~ Nicholas - How would you desire the fudiciary obligation to the school acct? as opposed to using other assets?

5:33:57 ~ 1/19/2006 4:07:18 PM ~ Dir B - we evaluate and make recommendations to the board. WY case law is different.  Land transactions - look at it in fudiciary terms and in legislative aspect also

5:36:55 ~ 1/19/2006 4:10:16 PM ~ Nicholas - you must honor your fudiciary responsibilities first.

5:37:36 ~ 1/19/2006 4:10:57 PM ~ Philp - If no further questions we'll see you tomorrow morning.    Committee - if you have any footnotes for budget get them ready and work w/ Steve.

5:40:27 ~ 1/19/2006 4:13:47 PM ~ Stop Recording
