Rather than from the department?  Do we not have dealers in other areas??  Nicholas - If there is a demand that would warrant 5 employees that would keep them forever - Do we need 5 state employees??    Case - this flat line budget is crazy.  Case motion failed for this new program.  p. 404 - Gov denied the priority #3 and Sen. 3:24:38 ~ 1/25/2006 1:05:09 PM ~ p. 61 Brand Inspections - HInes - have had problems here--statute that says they are supposed to be self funding- didn't know until April of last year Things are getting worse instead of better.  will probably will end bien $640K in hole Ag committee will have bill this year that authorizes them to raise fees by 50%.  In mean time are going into debt - auditor is just carrying them on the books.  Have to demonstrate that they can come back -   $640K has been added to them this last yr. Have B 11ed from other funds.  Laid off some brand inspectors and got negative response around the state. Have 2 or 3 different worksheets from state auditor.  Put in $250K along w/ bill and have positive balance the end of June.  Several of them say they should have general fund money.   Give authority to hire up to no more than 100 employees.  Committee will need report by October.   Approximately 9K livestock owners in state - lots of rural development in WY to 40 acs.  Over 1 mil head of cattle.   Because of big reduction of cattle w/ drought.  Anderson - brand renewal cycle - how will that play out over time?? Hines - review all brands in WY every 10 yrs.  Changed brand renewal of some /yr.  Had large # of brands that weren't renewed and did receive funds from resale.  Nicholas - my thought was to be a little more aggressive - need about $600K - fund to end of yr and footnote to provide until end of bien.  If get bill passed, if not must live within means.  Need to get back on normal fiscal program.  Don't want to start them in red.  Will start you in the black and don't spend unless you have it in the bank.  Hines - expenses are constant, but income really varies.    Philp - what auditor said was that they would carry them a little while on the negative.  Nicholas - Have a lot of agencies where their cashflow doesn't match their revenues.  If we allow them to deficit spend then we need to have someone oversee their budget.    Steve - if require them not to deficit spend then won't be able to deficit spend.  Must have budget approved by governor and state auditor.  Have to have reasonable plan to provide the revenues.    Hines - way I see it is they won't be out of deficit until November.    Jan '07 they should be able to come back from deficit.  McVey - our assumption is that they don't have any fee increases.  Nicholas - we need to plan that they don't get change because you can't count on legislature.  Jorgensen - not sure if diff. between $300K and $600K will make much difference.    Hines -SD has lesser fee, but don't req. inspections w/in counties.  Need to make it tough and get something done.  Have a footnote - mos. when not so busy do they.  Wish this was different industry from mine.  Don't think that we should bail out a deficit program and go on.    Jorgensen - because of some of things you've brought up I wish that we could have this under a department.  Hines - talked about hiring an admin so the vet could do his vet work.    Meuli - when reorg. was done in 1990 wasn't this put in AG department??      No - some thought it should be  Hines motion -Appropriate $360K general fund so could hire AWEC's as needed  and work to not have deficit.    Nicholas - make sure that auditor has a guidepost to evaluate them.  Jorgensen - appreciate more incentive- would it help to time-limit??  Hines - I assume what gov gave me would be an incentive.  Nicholas - should give them immediate funding to use until end of bien  McVey - would rather make them whole through June this year and then see what they can do.  Anderson - message should be clear to the agency  Motion passed.  effective immediately  Hines - GR as amended  p. 62 GR as amended - passed
