Simpson - on pg. 370 bottom of page - Can we bring that many courts on line in
the time frame --move that we cut 1.6 mil leaving 1.2 in tobacco settlement
funds Warren - feedback - is that going
to strap some court is ready to go??
Simpson amendment passed
Nicholas - on revenue side of approp. - Steve said that there is about
$17mil coming Sen. Job - this Tobacco
settlement stuff is getting really fragmented- In bill coming they are asking
for 6 positions for data collection.
Nicholas - need to have sound budget when we pass it out of here Hines - are we sure that 3 payments will be
available??? Substance abuse control
plan - passed Steve - it is drafted
differently than we usually do Meuli -
Thought that corpus was involiate??
Steve - started diverting money into income acct since 2002. No reversion at end of 2005. $51,800,00 in corpus. Simpson - p. 369 talks about funding drug
courts- is there different funding for some of those courts??? Warren - When past HB 59 we looked at
one-time funding for programs, but now it isn't happening. Need to look at this.
48:44 ~ 1/25/2006 8:54:43 AM ~ p. 383 Meuli - When was $19 mil that Ed. Dept
received - where is that?? For DD
program?? Steve - not in this
budget Hines - might be revenue that
flows into dept of ed - not new money - just flows Meuli - maybe I misunderstood - thought that they had monies
flowing. Steve - not in this budget Don Richards - w/new formula one of
exception requests no longer necessary - It is in the bill--GR req. is quite a
bit smaller than select req. $12 mil vs. 2.2 mil from Gov. Steve - back to Meuli's question -it flows
through Is there any overlap?? Steve-
doesn't know Hines - 619 and 611 funds
flow through Meuli - can't sort out similiar
things in both departments. Simpson -
don't know how to deal w/these issues - Don's memo --delete all Gen Fund
dollars for Child Funding Inflation Rate Adjustment-- passed

59:21 ~ 1/25/2006 9:05:20 AM ~ p. 406 State
Training School Case - amendment to
restore some of exception req that was denied --meeting of the minds In DD there is great need for better fitting
wheel chairs - get unmet need- the training school has learned to custom build
wheel chairs - have built a tremendous shop - if properly supported your whole
system works better. Need for outreach
to be able to take this service on the road. $661,870.00 to take shop on the
road positions and admin. - $516,750 for one time funding for
equipment - wheel chair parts and
pickup--for people that are in DD program 5 positions would be 1 Therapist, 3
designers & 1 Tech. Jorgensen -
Why bring this subject up now?? Rather than from the department? Do we not have dealers in other areas?? Nicholas - If there is a demand that would
warrant 5 employees that would keep them forever - Do we need 5 state
employees?? Case - this flat line
budget is crazy. Case motion failed for
this new program. p. 404 - Gov denied
the priority #3 and Sen. Case would like to move this forward-- motion
passed Richard made no rec. for
replacement equipment- Philp said was
formally approved. p. 406 GR passed

1/25/2006 9:33:23 AM ~ p. 460 Meuli -
asking for another $2mil again???
Richard - that is pretty accurate.
Meuli - When we started the program they said would maintain at constant
level and now they are asking for double that.
Want to cut in half. Petersen -
w/ growing population need to keep
Anderson - We all know people who are benefitting from this so don't
think that we want to cut here w/ higher utilities, etc. Job - base budget -
$2mil is replacing some grant money that they no longer get. Berger- I think that we should resist this
amendment. Meuli - going back to when
program was originally set up - are all centers statewide being treated
fairly?? Added $800K to help seniors - see some overlap and duplication, give
part, but not whole amt. Amendment
failed GR passed

Look at why we are paying these kinds of monies, budgets in DFS and
Health. Courts are trying to get Court
Ordered Placements + costs under control

Support measure, early and coordinated way.
2:11:05 ~
1/25/2006 10:36:37 AM ~ Anderson - Since 1998 since rate was significantly

private homes? Anderson - do one year
funding, await results of study.
Jorgensen - difference in rates proposed? Anderson - $110 - $117/day for
non Medicaid = 38 beds. Group homes - 102 beds @ $110 - $180/day
Navigators + counselors Simpson -

2:20:56 ~
1/25/2006 10:46:27 AM ~ Nicholas - This request should have been brought
through agency, we have to insist on own discipline. $3m agency did not respond to.

3:24:38 ~
1/25/2006 1:05:09 PM ~ p. 61 Brand Inspections - HInes - have had problems
here--statute that says they are supposed to be self funding- didn't know until
April of last year Things are getting worse instead of better. will probably will end bien $640K in hole Ag
committee will have bill this year that authorizes them to raise fees by
50%. In mean time are going into debt -
auditor is just carrying them on the books.
Have to demonstrate that they can come back - $640K has been added to them this last yr. Have B 11ed from
other funds. Laid off some brand
inspectors and got negative response around the state. Have 2 or 3 different
worksheets from state auditor. Put in
$250K along w/ bill and have positive balance the end of June. Several of them say they should have general
fund money. Give authority to hire up
to no more than 100 employees.
Committee will need report by October.
Approximately 9K livestock owners in state - lots of rural development
in WY to 40 acs. Over 1 mil head of
cattle. Because of big reduction of
cattle w/ drought. Anderson - brand
renewal cycle - how will that play out over time?? Hines - review all brands in
WY every 10 yrs. Changed brand renewal
of some /yr. Had large # of brands that
weren't renewed and did receive funds from resale. Nicholas - my thought was to be a little more aggressive - need
about $600K - fund to end of yr and footnote to provide until end of bien. If get bill passed, if not must live within
means. Need to get back on normal
fiscal program. Don't want to start
them in red. Will start you in the
black and don't spend unless you have it in the bank. Hines - expenses are constant, but income really varies. Philp - what auditor said was that they
would carry them a little while on the negative. Nicholas - Have a lot of agencies where their cashflow doesn't
match their revenues. If we allow them
to deficit spend then we need to have someone oversee their budget. Steve - if require them not to deficit
spend then won't be able to deficit spend.
Must have budget approved by governor and state auditor. Have to have reasonable plan to provide the
revenues. Hines - way I see it is
they won't be out of deficit until November.
Jan '07 they should be able to come back from deficit. McVey - our assumption is that they don't
have any fee increases. Nicholas - we
need to plan that they don't get change because you can't count on legislature. Jorgensen - not sure if diff. between $300K
and $600K will make much difference. Hines -SD has lesser fee, but don't req. inspections w/in
counties. Need to make it tough and get
something done. Have a footnote - mos.
when not so busy do they. Wish this was
different industry from mine. Don't
think that we should bail out a deficit program and go on. Jorgensen - because of some of things
you've brought up I wish that we could have this under a department. Hines - talked about hiring an admin so the
vet could do his vet work. Meuli -
when reorg. was done in 1990 wasn't this put in AG department?? No - some thought it should be Hines motion -Appropriate $360K general fund
so could hire AWEC's as needed and work
to not have deficit. Nicholas - make
sure that auditor has a guidepost to evaluate them. Jorgensen - appreciate more incentive- would it help to
time-limit?? Hines - I assume what gov
gave me would be an incentive. Nicholas
- should give them immediate funding to use until end of bien McVey - would rather make them whole through
June this year and then see what they can do.
Anderson - message should be clear to the agency Motion passed. effective immediately

1/25/2006 3:47:42 PM ~ Jorgensen - innovative approach, various alternatives,
stay course on GR, is a subject for floor debate and House bills coming down.
5:45:43 ~
1/25/2006 3:48:44 PM ~ Simpson - good merit, lumps together, rather see us
adopt cities, towns cap. con of $30m + $50m and present a unified attempt.
Motion failed. Meuli - rationale for
changing split to 50/50 split?
5:48:57 ~
1/25/2006 3:51:58 PM ~ McVey - based upon Gov. conversations that Counties need
a little
5:49:22 ~
1/25/2006 3:52:23 PM ~ Petersen - amend to go back to 70/30 split we have
had. Cities and towns more impacted
than in counties. Rock Springs classic
example.
5:50:11 ~
1/25/2006 3:53:12 PM ~ Job - vote against amendment, needs of cities, towns and
counties for years. De-earmarking was a
fair way, but counties always requested more.
Counties do need this, cannot keep up road mtnce. due to traffic. 50/50% split is well document.
5:52:03 ~
1/25/2006 3:55:04 PM ~ Nicholas - exhibit #2 total contribution. Albany Co neither city nor county outbenefit
the other. Each county is unique. Not
worth fighting over, go with Gov. Rec.
Petersen - have heard nothing to justify, 4 communities in my district,
cities are in bad way, counties not requesting. Hines - roads damaged from heavy traffic, dust violates Clean Air
Act. Petersen's motion - failed Nicholas - $80mil approp - 57.5% distributed
to cities and 42.5% for counties. This will be net #'s - same as the GR- passed
Nicholas 57.5 distribution to cities and 42.5% to counties --passed
Nicholas - distributed by 2004 model formula -passed Nicholas - " twice a year - passed p. 88 -Nicholas amendment - moved to delete
$100mil to 8 counties. This will let
everyone start at same point when we go to the floor. Hines - leave it in and have debate on floor. Meuli- in favor taking out of budget so we
can start from scratch on the floor.
Jorgensen- difficulty of getting cities, towns & counties to
debate. Anderson - sm counties have
their problems too- they are impacted too.
Wide open debate. Support
amendment. Case -support amendment Simpson - same sentiment as Sen. Case -
support amendment motion passed on

does floor debate this. Anderson -In event Duncan Ranch wasn't
purchased the money would already be there.
Berger - I stand in support of this footnote because the negotiations
for Ft Kearney were going on first. Add $4mil to budget. Passed
