4:50:06 ~ 1/26/2006 3:15:04 PM ~ Hines - should we combine school district employees into state healthcare plan - call in tomorrow people working on it.  Public comment?  Philp - hearing from people about it.  All over the map on this.  Jorgensen - appealing to me and would like to ask questions, still won't be a full understanding when discussed.  Nicholas - big districts will say we don't have as much spread.  When we go into session, should have a standard of reimbursement at actual rate, not different.  Laramie Co receives payment in lieu of taxes because of base.  They provide full coverage.  Devise a plan which works for everyone.  Hines - requires hearings, not at this time in 24 hours to get into budget.

4:55:51 ~ 1/26/2006 3:20:48 PM ~ Hines - look at Section 300's, education will re-open tomorrow  Sommers - Section 314  - pulled up from last session laws, will change dates.  Eliminate positions vacant for 24 hours.  Hines - how enforced?  McVey - AG says it is unenforcable. Interpretation.  No position has been eliminated.  Sommers - very old, accrued annual leave is often paid from this vacant savings to avoid major hit.  Most vacancies are in 05-06.    McVey - hard to fill positions reauthorized  Section #315 - Supreme Court can transfer money between courts. passed  Section #316 -haven't used for many, many years.
