Addicted Offender Accountability Warren like not to have funded because program
is still in flux. The department needs
to get their act together. Some have
already had evaluations and they don't need duplications. Just deny the employees.
24:28 ~ 1/26/2006 8:54:22 AM ~ Nicholas - if
want program review of this to see if this is redundant need to have footnote
w/ evaluation and report. Eliminate the duplication. Make other streamlined efforts.
25:51 ~ 1/26/2006 8:55:45 AM ~ Simpson - I
agree that we do need to take a look at this, but dept. listed pros and
cons. Would like to see our mental
health centers work more w/ department.
Not sure how to address it.
Leaving as AWEC's - not enough pressure put on different entities to get
this evaluated. Within Health and
Corrections Department they need to work together w/ community mental health
centers.

statewide ramifications. Moved to add
$10m to WBC for the center. 2nd. Philp are having trouble getting adequately trained. Nicholas - no deny impact, also in Sublette
Co. + other counties, statewide issue.
Everyone is having same problem getting trained workers. Casper put in training center, can be
done. They have resources to do on
own. Not important enough to exercise
12 mils.
1:46:44 ~
1/26/2006 10:36:17 AM ~ Job - against amendment, there is a need, could be done
in community college already built.
Don't go around system. They did
bundle once, did fail on tax vote. Gov.
put kibosh on cap. con in comm. colleges.
1:48:10 ~
1/26/2006 10:37:44 AM ~ Hines, designed for a statewide system, our comm.
college system is too slow to prepare people for immediate jobs. Some industries already committed to pay for
training. Good jobs available to anyone
who graduates. Berger - if it weren't for county, we would not have this
discussion. $15m put up privately to
help pay. Hope we can do a Section 300 to study Comm. Colleges.

1:51:53 ~

college is conducting programs, will be moved into new facility.
1:53:09 ~
1/26/2006 10:42:43 AM ~ Berger - $2m fed. grant at Gillette campus to enhance
technical skills, good partnership.
Jorgensen - what has happened in Casper is good example. Training short time in industry needed
skills. Is there a student base
there? Public/private partnership
1:54:58 ~
1/26/2006 10:44:32 AM ~ Jones - Expansion of our comm. colleges will also have
to be funded, set precedent for later cap. con. Against using state funds on this project.
1:55:48 ~
1/26/2006 10:45:22 AM ~ Job - this proposal is not well received by other comm.
colleges.

2:20:42 ~
1/26/2006 11:10:16 AM ~ Jones, $325m in footnote what else? Sommers - explains
request, approving projects, no dollars
Simpson - flex, project of opportunities, dropped, added Sommers -
combine language had language in
past appropriations. Commission given
authority to prioritize and transfer $ within projects, not tied to exact
dollars spent on exact projects. Hines
- high priority projects? Sommers
-operating on their rules Job - D,
notwithstanding? Nelson - allow
different construction arrangement.
2:29:02 ~
1/26/2006 11:18:35 AM ~ Hines - combine bid within region for better bids, some may not have top priority. Nicholas - irony, communities wanted bill
- Nelson - the Board prioritizes
project, continue Nichols - subtle
difference? Anderson - terminology white paper from Dave Nelson to
sub-committee, bundle projects, helpful.
Jorgensen - footnote may not cover alternative construction, Shivler
insistant prefer design built.
Overlapping statutes, negotiate
price, % of out of state sub-contractors.
Want information on alternative construction. Sommers - who in state eligible?
Jorgensen - yes
2:35:10 ~
1/26/2006 11:24:43 AM ~ Nicholas - eligibility for in-state preference, and is
it treated as contract the same?
2:36:07 ~
1/26/2006 11:25:41 AM ~ Philp - B, projects lower priority will receive
enhanced consideration. Would a project
no longer needing consideration come up higher? Nelson - not specifiy
Philp - ok, enhanced consideration.
Job - amendment gone for review by Legislative Committee Nelson - no
Job - uncomfortable with this amendment, not reviewed by School
Facilities Commission, some serious policy decisions.
2:38:53 ~
1/26/2006 11:28:26 AM ~ Petersen - B - has it been done in conjunction with
school districts, heart & minds of people.
Nelson - don't know, they did review, but don't know if flexibility was
discussed. Simpson - footnote amt. does
include health and safety projects, 1st priority. Appendix B then flex after 1st. priority. Economies of scale, $134m "project of
opportunities" they wanted approval for. How get flexibility in all
projects. Think they have flexibility
already. Prioritized projects in B, asking
again for legislative approval Nicholas
- are cash flow issues and management issues. Consequences. Funding entirely their request. Somers $220m covers 1st 2 yrs. Hines - $134m still have project
opportunities? Sommers - yes
2:47:18 ~
1/26/2006 11:36:52 AM ~ Sommers - will come back in Supplemental, they will ask
for substantial $. Nicholas - biennium
target Sommers - notwithstanding
language, can bundle up. A lot of
money, have not spent all money from 2 yrs. ago. Nicholas - is $234m appropriate, balance of $134m is
discretionary. Nelson - yes Nicholas - don't get discretionary until
know what entire budget is known. Jones
- Shivler indicated #134m not really needed
2:53:15 ~
1/26/2006 11:42:49 AM ~ Sommers - #2 footnote $55m inlationary cost,
contingency Hines - effective
immediately? Sommers - combination,
some is. They have lowered request. No
distinction made in footnote, is $70m inflationary? McDonald - breakdown $180m unspent in 2005-2006. 15% designed for stalled projects to get
ready to bid. Nicholas - how did $70m
get there? McDonald - based upon $
needed to get stalled projects going.
Nicholas, see handout 213, moved to adopt footnote language + with
conforming amendment to entire budget, combine as a "block grant"
subject to language proposed. Nicholas
- $130m not part of motion, adopts entire handout with one amendment and
combining object codes. Job -
competitive bidding process? Nicholas -
think so, adopt and then make changes
McDonald - think you are ok.
Some concern existing projects still subject to last footnote. Simpson p. 35 of budget
3:04:02 ~
1/26/2006 11:53:36 AM ~ Job - have a problem with that Jorgensen - need to know what statutes
allow. Can they use construction
manager at risk? McDonald - language
to adopt in footnote does not trump any statutory language. Restriction imposed to only allow design
build contracts will no longer be in place.
Nicholas - Last footnote stated that to use another method of
construction, you must have School Facilities Commission approval. McDonald - cross district bundling of
project may require a construction manager at risk. Is block grant interfering?
Nicholas, eliminate sentence "Notwithstanding any other provision
of law ..." McDonald - could do
that. Nicholas Amend to delete
"Nothwithstanding..." 2nd approved
3:12:10 ~
1/26/2006 12:01:44 PM ~ Job - clarify?
Nicholas - delete entire sentence, 2nd approved. Amendment vote passed. Jorgensen - Is SFC authorized? They are but
I am concerned with limitations? Lunch
break, come back 1:15.
