sq. ft. Livestock Pavillion, nearly same size as Equine Center, look well done,
wind blew framing down last summer, bonded, no extra money used. Mr. Cathcart's group was invaluable. Retrofit for Equine Facility use? Things we have to do, handout #183 lists

Community is offering $2m if given 2 yrs. to raise. $350,000 to site preparation by City of
Douglas + Converse County will work to develop operations plan, Equine Center
is to promote State Fair all year round.
Anderson - Motion State $5.9m to be set aside to be held until 2008,
during time $2m + plan would be done.
Cathcart - looked at both new buildings, there is another new building -
stalling facility. Building could be
used as an Equine Facility, but it does not include amenities. Current building could be used except during
State Fair for other uses, equipment could be transferred to new Equine Center
if/when built. Cathcart - Stalling
Building can be moved to a most convenient spot, these 2 buildings + Stalling
Building will replace old sheds. Warren
- could it be delayed 1 year and still move forward? Anderson - probably, but felt they had strong commitment from
last session. We are commited to
promoting State Fair. Not same level of

We need some help with getting big contractors to come across the
border. Philp - need to have forum- is
hot issue Hines - question have of Rich - set a level - how high would have to
go. Simpson - I think that it ought to
be a bill. Get us a list of
out-of-state contractors that can qualify for this? Jorgensen - quite easy for contractors to establish a presence in
the state. Nicholas - when started this
conversation I thought as Simpson, but
I'm inclined to put section 300. Could
be stripped off in session. Is it okay
to give contractor $1 mil just to have in-state contractors. If pressure is there we can take it off. 0-10mil give 5%, 10-20mil give 2.5% and over
20mil give 1% for in-state contractors.
Job -I agree w/ chairman that we need a big debate and would like to
have bill. Nicholas - Why don't we not
give all legal work in-state preference????

Hines - concern about how using 300 sections. By-passing budget it should be in. Philp - amendment was drawn up as a section 300. Nicholas - schools BIA type, resources,
adequate? Case - St. Stephens is only
school on reservation, not a religious school, other elementary schools are
participating in this program. Reading, esp. is a big gap with reservation
schools. Warren - short term critical
for school's maintenace. Long term goal
includes some management issues. Berger
- long term plan is needed, started about 3 years ago, is working well,
Stanford Univ. coming to WY to train.
Sen. Enzi excited. State level
support. Does belong in DOE, non-profit
should work with DOE. Job - promised
full funding, have been around a long time, good techniques, have problem with

fund will allow - could help w/ their payscale. Nicholas - that is an undefined number - need to identify the
amt. that you are going to give them. Co-chairman write letter to find out
info. If need inc. how much?? Berger - heard that diluted the services
when we got rid of waiver list. Don't
know how much is really needed. Case -

I would like to see money put in for direct care of people. Want money in to program. Meuli- have problem putting this in the
budget. Providers need wage inc. The money is usually used to take other ones

these people go when our providers can't hold on any longer. Nicholas - see p. 2 of letter handout Hines - withdraw motions I've made and we'll
chg. figures in the footnote in the previous budget. up to 7% - community based programs and WY Training School. Meuli - Would like to see so it is
restricted for salary increases. Case
