      6 ~ 12/8/2006 8:14:58 AM ~ Mann:  Explng info on Health for state retirees.  If you agreed to pay 100 dollars per retiree for the rest of their life it would be....Existing acurial the ones that are not eligible for retirement it would be....231mill substantial liability  going forward as each year goes on the normal costs would be another 4.5 mill every year as new people come on.  In bottom line down below, the last two sections ignore last section  if you made cmt to pay and then didn't fund it we wld have an unfunded liabilty of... Same discount we use the acurial would need 24 mill and that is for everyone in the system.  Could divide it up into groups oof different people.  See in my memo, require existing employees to contiribute 1%  the 231 mill liability wld drop to 204 mill and the annual contribution would 19.2 mill to pay off for thirty amortization.  Maybe unrealistic  Most liability is for the people who are already retired.  This is the best plan for cost is what I am trying to get at.

Alot of price constraints next calendar year.  We will have to come down on that 5.75 price and 5 is not unreasonable.  Banking on a more normal winter so far that has not happened so our forecast was based on that so we will have to look at that again.  We only have a very few things that we can count on....coal, gas production will have to tweak down.  100 mill when we revise in January unless something happens before we return in january.

1:15:36 ~ 12/8/2006 9:30:28 AM ~ Job:  Retirees not benefiting in fact are getting squeezed. 1% a nd cola is all they have received for the last two years.  We are helping out with health insurance in the schools etc and yet we are not addressing those who came before.  Keep giving money to highways and I submit that we need to addressthose who served us in leaner times.  I know we will have the bill for them to pay some of the insurance but I would like to have something for those who have no toher options.  This might be the time to set aside for the next four years.

1:18:20 ~ 12/8/2006 9:33:11 AM ~ Nicholas:  This is an issue that has plagued us all.  My difficulty is that when the State of Wyoming hires, they agree to a salary.  When you work for someone the obligation ends when you leave.  You have the same problem with other businesses.  I paid taxes and chose not to work for the State.  If we are going to give money to some we should give the money to all citizens.  Reverse mortgages... Might not be able to give money to their children.  To suggest this is unique to State retirees is not the case.  If we are going to solve the problems for state employees then we should be able to do it for everyone.

Increases what communities will get and they will have to decide on their spending.  We decide her what county gets the money.  We won't let somebody be a hold out.  The notion is the same.  The only part that has changed is that we used the weighted sales tax.  I guess we have a corresponding proposal that takes the corresponding funding and to require that it be budgeted that way in the future.  I want to see if this works.  Would like to get this adopted and get the criticism.
