SUPPLEMENTAL BUDGET HEARINGS
0 ~ 12/8/2006 8:14:52 AM ~ Start
Recording
6 ~ 12/8/2006 8:14:58 AM ~ Mann: Explng info on Health for state
retirees. If you agreed to pay 100
dollars per retiree for the rest of their life it would be....Existing acurial
the ones that are not eligible for retirement it would be....231mill
substantial liability going forward as
each year goes on the normal costs would be another 4.5 mill every year as new
people come on. In bottom line down
below, the last two sections ignore last section if you made cmt to pay and then didn't fund
it we wld have an unfunded liabilty of... Same discount we use the acurial would
need 24 mill and that is for everyone in the system. Could divide it up into groups oof different
people. See in my memo, require existing
employees to contiribute 1% the 231 mill
liability wld drop to 204 mill and the annual contribution would 19.2 mill to
pay off for thirty amortization. Maybe
unrealistic Most liability is for the
people who are already retired. This is
the best plan for cost is what I am trying to get at.
5:23 ~ 12/8/2006 8:20:15 AM ~ Philp: Don't understand where the 19 mill comes
from.
5:39 ~ 12/8/2006 8:20:31 AM ~ Mann: That is what I came up with last night
working with the actuary. Not sure I am
where you want me to be.
6:07 ~ 12/8/2006 8:20:59 AM ~ Nichoals: Don't understand. Ignore for awhile the
...What if we wanted employees to contribute 1/2% and the state to contribute
1/2% When would they get the equivilent
of 100 dollars per month.
7:09 ~ 12/8/2006 8:22:00 AM ~ Mann This
ananlysis infers some subsidy from the state.
This is a thirty year process.
8:00 ~ 12/8/2006 8:22:51 AM ~ Nicholas: This would take care of everybody.
8:11 ~ 12/8/2006 8:23:02 AM ~ Mann: Yes
8:15 ~ 12/8/2006 8:23:07 AM ~ Simpson: So one option would be to fund 1/2% for 15
years until everyone is at 100 dollars a month.
8:58 ~ 12/8/2006 8:23:49 AM ~ Mann: Yes if you were requiring a 1% contirbution
on every employee the contribution would be 100 dollars.
9:27 ~ 12/8/2006 8:24:19 AM ~ Mann If a 1%
contribution is created on salaries it would 19.2 mill dollars annually.
9:52 ~ 12/8/2006 8:24:43 AM ~ Simpson: On page 2 the funded plan--24 mill that is
the same number on page 1 that is the 1% contribution--that is what is
required, the annual cost is what the 1% would create.
10:38 ~ 12/8/2006 8:25:30 AM ~ Mann: Theoretically we would be fine if you want to
fund the...
10:59 ~ 12/8/2006 8:25:51 AM ~ Nicholas: What is the annual salary?
11:23 ~ 12/8/2006 8:26:14 AM ~ Mann: 1.3
bill The normal costs are increasing as
we go along.
12:06 ~ 12/8/2006 8:26:57 AM ~ Hines: Not sure I followed you on your annual costs?
12:25 ~ 12/8/2006 8:27:17 AM ~ Mann: Annual costs we have the unfunded liabilities
those who are vested in our system. As
we go along we hire more people and we asume more liability. Contribution in the area of 10 mill, 5 mill
would drop the 24 mill to 19 and the other 5 mill would go to the new
liabilities.
13:48 ~ 12/8/2006 8:28:40 AM ~ Nicholas: I assume if you create the program now you
could put your 1% in and if you retire next year you get very little but if you
stay in 15 years we ...
14:49 ~ 12/8/2006 8:29:40 AM ~ Nicholas: I think at a minimum we should start a
defined contribution so we can begin to take care of the problem right now. 10.3 mill a year and have the employees
contribute 1/2%.
15:54 ~ 12/8/2006 8:30:46 AM ~ Philp: ok
16:01 ~ 12/8/2006 8:30:53 AM ~ Nicholas: What
I would like to do is direct the staff to begin a statute to begin the
defined.... Make room for 5-10 mill per
year it seems to me.
16:50 ~ 12/8/2006 8:31:42 AM ~ Philp: Discussion?
16:56 ~ 12/8/2006 8:31:48 AM ~ Berger: What is the employee culture for this match?
17:10 ~ 12/8/2006 8:32:02 AM ~ Mann: Can't venture that. Any movement to reitirement health would be
welcome.
17:36 ~ 12/8/2006 8:32:28 AM ~ Nicholas: It would not be voluntary. This is mandatory.
17:57 ~ 12/8/2006 8:32:49 AM ~ Hines: Plan you are proposing (Nichoals) Just for new retirees?
18:17 ~ 12/8/2006 8:33:08 AM ~ Nicholas: Yes.
You only get what you put in is what you get out.
18:42 ~ 12/8/2006 8:33:33 AM ~ Philp: Motion?
18:50 ~ 12/8/2006 8:33:41 AM ~ Simpson: If you consider ss and cost of living, how
would that shake out?
19:14 ~ 12/8/2006 8:34:06 AM ~ Mann: Since we have a max 3% cola and ss seems to
be able to go higher than that, I haven't requested anything over that. A 3% cola would force us to increase
contributions. We sld have to increase from 11% to 16.53% I sppse I shld bring up at this point
the is the lowest in this
area. We are doing a study of what our
increases were in comparison to school district's. We may need help in this area.
22:00 ~ 12/8/2006 8:36:52 AM ~ Simpson: What have cola's been in 2005 and 2006?
22:16 ~ 12/8/2006 8:37:08 AM ~ Mann provided
the numbers.
22:23 ~ 12/8/2006 8:37:14 AM ~ Simpson: Every 1% in contribution--can you make that
in dollars?
22:41 ~ 12/8/2006 8:37:32 AM ~ Mann: I can get you that.
22:47 ~ 12/8/2006 8:37:39 AM ~ Simpson: Thank you.
22:58 ~ 12/8/2006 8:37:50 AM ~ Nicholas: I want to make sure I understand....
23:21 ~ 12/8/2006 8:38:12 AM ~ Mann: That is correct. We have a salary assumption and when we have
the school district's to 20, 25, 30% increase it will have serious
implications.
24:07 ~ 12/8/2006 8:38:58 AM ~
24:14 ~ 12/8/2006 8:39:06 AM ~ Mann: We give salary increases based on what we can
afford.
24:35 ~ 12/8/2006 8:39:26 AM ~ Anderson: High percentage of teachers that are going to
retire.
24:55 ~ 12/8/2006 8:39:47 AM ~ Job: How much would have been needed to give the
3% cola?
25:12 ~ 12/8/2006 8:40:03 AM ~ Mann In order to fully fund that it would have
taken a 900K infusion to pay the 3%.
Oops. 900 mill!!
26:06 ~ 12/8/2006 8:40:58 AM ~ Philp: Ok
where do you want to go?
26:22 ~ 12/8/2006 8:41:13 AM ~ Nicholas: Want to motion that staff make a statute to
....
27:02 ~ 12/8/2006 8:41:53 AM ~ Philp: Seconded by senator Job.
27:18 ~ 12/8/2006 8:42:10 AM ~ Philp: Do we need a roll call.
27:31 ~ 12/8/2006 8:42:23 AM ~ No
27:34 ~ 12/8/2006 8:42:26 AM ~ Philip: Motion passed.
28:50 ~ 12/8/2006 8:43:42 AM ~ Nicholas: When bill is formatted lets have .... The fiscal note...Scenario one is where we
pay1/2% and scenario 2 is where the employee funds the 1%.
29:54 ~ 12/8/2006 8:44:46 AM ~ Philp: I thought I would have Steve give us the big
picture?
31:00 ~ 12/8/2006 8:45:52 AM ~ Steve: Has everyone found the white rod?
32:04 ~ 12/8/2006 8:46:56 AM ~ Steve went
through the white page highlighteing the
114 mill That's just gov profile he is showing 13.9 mill he is
assuming there will be an approp of 100 mill.
5% statutaory set aside. Assume
you want to keep that you have 14 mill to work off. The gov reqs includ 150 mill loss and he
assumes that you will appropr... This is
his rev loass and 180 gain. We have a
little wiggle room in the Dept of Health we can deal with what you want to
fund. Also, gov assumes no increase in
LSRA. We will keep track of it as we go
along and we can keep track and keep you updated. Gov letters highlighted... 55.7 earmark 6.9 for..
38:20 ~ 12/8/2006 8:53:11 AM ~ Simpson the
250 mill property relief do we have a
letter?
38:38 ~ 12/8/2006 8:53:29 AM ~ Simpson What
does that mean?
38:45 ~ 12/8/2006 8:53:37 AM ~ Steve: Nothing unless you do something.
39:02 ~ 12/8/2006 8:53:54 AM ~ Steve: Do you want an update on the revenue side?
39:14 ~ 12/8/2006 8:54:05 AM ~ Philp: Yes.
39:18 ~ 12/8/2006 8:54:10 AM ~ Steve we are
in pretty good shape except in the gas price and we may have to tweak that down
a little bit. Coal, oil and natural gas
with the gas being the big one. We will
probably have to lower that one. Are
average at Cheyenne hub is a little higher
Estimated price is 5.75 Need a
slight adj--maybe 50 cents . My bigger
concern is next year. Pipeline that is
to be in place in 2007 is going to cause the issue.. Alot of price constraints
next calendar year. We will have to come
down on that 5.75 price and 5 is not unreasonable. Banking on a more normal winter so far that
has not happened so our forecast was based on that so we will have to look at
that again. We only have a very few
things that we can count on....coal, gas production will have to tweak
down. 100 mill when we revise in January
unless something happens before we return in january.
43:15 ~ 12/8/2006 8:58:07 AM ~ Philp: Senator Nicholas.
43:32 ~ 12/8/2006 8:58:23 AM ~ Nicholas: I have a few handouts to look at.
43:48 ~ 12/8/2006 8:58:39 AM ~ When 10 years
when we had very small budgets there was some money left aside for the
legislative body to make recommendations.
In the last five years we have had a unique situation. There was another 100-200 million dollars
left for legislative initiatives. At the
top ofthe first handout I set out some plans.
Set aside 100 mill for that potential how much do we set aside for
legislative inititatives. Still a month
away from session. I arbitrarilly set
aside 100 mill for inititatives. Gov
said he thought...
46:42 ~ 12/8/2006 9:01:33 AM ~ Simpson: Steve the other bills on this leg initiatives
for this session...
47:09 ~ 12/8/2006 9:02:00 AM ~ Steve about
105 mill
47:14 ~ 12/8/2006 9:02:05 AM ~ Nicholas: Conference committee, legislative priority
that JAC shld not disturb, gov profile reqs
revenue sources. Proposal 1, 2, 3
,4 are just different reqs to..... 20 mill dollar health transfer, each
designed to have 200 mill... If it is there we have determined the
priorities Then with the 100 mill
legislative inititives...reduce by 1/2 I argue that it is critical. Proposal 1
I have weighted heavy airports, highways, Proposal is a little cut in
every area, Proposal 3 is where the highways don't take a hit and then we just
take a hit in the other areas to make up the diff. Proposal 4 shows discounts
you would have to make to meet the tax relief measure. Think you need to know where you want to end
up. Have to generate the resource somewher.
The next items are just how much we plan to give to cities, towns and
counties.
52:27 ~ 12/8/2006 9:07:19 AM ~ Philp: Let's wait until we get to that part of the
budget. Any questions. If not we are ready to get into the budget.
52:56 ~ 12/8/2006 9:07:48 AM ~ Philp: 005 Education---discussed process.
53:36 ~ 12/8/2006 9:08:27 AM ~ Steve: And Mr. Chairman we can go back and use the
gov letters as it fits into the budget.
54:29 ~ 12/8/2006 9:09:20 AM ~ Hines: Might expln the requests that were denied by
the gov?
54:46 ~ 12/8/2006 9:09:38 AM ~ Philp: We will go right on past the ones he
denied. Unless there is one that you
want to discuss.
55:11 ~ 12/8/2006 9:10:02 AM ~ Steve: There aren't too many eorg that was
completely denied. If you want to handle
as a no vote unless someone wants to bring it up.
55:59 ~ 12/8/2006 9:10:51 AM ~ Philp: Hathaway
page 15 is the chart.
56:49 ~ 12/8/2006 9:11:41 AM ~ Philp: All in
favor....
57:01 ~ 12/8/2006 9:11:53 AM ~ Philp: Pge 20?
Motion...All those in favor...
57:26 ~ 12/8/2006 9:12:18 AM ~ Steve: 21 and 22 are seperate. Time out
57:47 ~ 12/8/2006 9:12:38 AM ~ Steve: Page 26 and 27
58:02 ~ 12/8/2006 9:12:54 AM ~ Philp: Motion?
58:10 ~ 12/8/2006 9:13:01 AM ~ Philp: That is it for that budget. Close Budget.
All for? Opposed?
58:46 ~ 12/8/2006 9:13:38 AM ~ Philp: Passed
58:53 ~ 12/8/2006 9:13:44 AM ~ Philp: Budget 006
Page 14 All those in favor. Page 17 and 18.
59:56 ~ 12/8/2006 9:14:48 AM ~ Steve: We need to vote on this.
1:00:04
~ 12/8/2006 9:14:56 AM ~ Philp: Ok all
those in favor...Ok now 20 and 21 All in
favor...Page 23 for a million two All in favor....Motion passed
1:00:59
~ 12/8/2006 9:15:51 AM ~ McVey: I think
the next budget is on page 25 and I can hand out request by Nicholas if that is
alright.
1:01:38
~ 12/8/2006 9:16:30 AM ~ Philp: Sure.
1:02:02
~ 12/8/2006 9:16:54 AM ~ Philp: Mike go
ahead and explain that.
1:02:15
~ 12/8/2006 9:17:07 AM ~ McVey: It shows
the supplemental amount requested. He
went through all the columns Frot with
error. Did the same for the executive
branch, UW, etc. with footnotes showing what they represent.
1:03:30
~ 12/8/2006 9:18:22 AM ~ Philp: What is
the footnote again?
1:03:45
~ 12/8/2006 9:18:36 AM ~ McVey: Expld
the footnote structure.
1:04:10
~ 12/8/2006 9:19:01 AM ~ Philp: Questions?
1:04:28
~ 12/8/2006 9:19:20 AM ~ Jones: This
puts an addl 25 on top of the 3% . There
are two
1:05:00
~ 12/8/2006 9:19:52 AM ~ McVey: That is
true.
1:05:21
~ 12/8/2006 9:20:12 AM ~ Nicholas: On
the market average that is to take the employees to the competitive market...
1:05:57
~ 12/8/2006 9:20:48 AM ~ McVey: They are
at the market minimum. Entry level postion and average is what that level is
paid. Two or more years of service
1:06:37
~ 12/8/2006 9:21:29 AM ~ Nicholas: Community
College takes employees to 2006?
1:06:54
~ 12/8/2006 9:21:45 AM ~ McVey: Faculty
is using 2005, classified are using 2006 averages.
1:07:27
~ 12/8/2006 9:22:19 AM ~ Nicholas: What
does UW require as adj?
1:07:40
~ 12/8/2006 9:22:32 AM ~ McVey: They do
not have that info available. Buchanan
has a higher number than us.
1:08:19
~ 12/8/2006 9:23:10 AM ~ Philp:
Jorgenson
1:08:31
~ 12/8/2006 9:23:22 AM ~ Jorgenson: I
have a question on line 3 on health care.
Medicare what wouldthe impact
be?
1:09:00
~ 12/8/2006 9:23:52 AM ~ McVey: I need
to see if we have that data.
1:09:10
~ 12/8/2006 9:24:02 AM ~ Steve: We are
technically not there yet.
1:09:23
~ 12/8/2006 9:24:15 AM ~ Jorgenson: I
think it is good to see it all at once.
1:09:34
~ 12/8/2006 9:24:26 AM ~ McVey: If you
adopted that proposal and you would only allow those eligible for medicare it
would be.... per year.
1:10:23
~ 12/8/2006 9:25:15 AM ~ Jorgenson: If I
could speak to that briefly. That should
be a discussion for those who choose to retire early.
1:11:04
~ 12/8/2006 9:25:55 AM ~ Hines: Move
that we ammend the gov req, delete the addl 2% but leave in the embedded ...3.1
mill and basically do this because we need to address the market averages and
the money there is adequate. Jones
seconded the motion.
1:12:41
~ 12/8/2006 9:27:33 AM ~ Philp All in favor say aye....Further motions? Gov req ammended say aye....
1:13:21
~ 12/8/2006 9:28:13 AM ~ Philp: Page 30
and 31 this is the retiree health and
1:13:56
~ 12/8/2006 9:28:48 AM ~ Nicholas I move that we delete the gov req
1:14:08
~ 12/8/2006 9:29:00 AM ~ Seconded by...
1:14:13
~ 12/8/2006 9:29:04 AM ~ Philp: Those in
favor....
1:14:29
~ 12/8/2006 9:29:21 AM ~ Job: I want to
open the discussion about the retiree health
I would ask for someone to second this I move that we add 231 mill
dollars to meet the health care
1:15:28
~ 12/8/2006 9:30:19 AM ~ Nicholas:
Seconded.
1:15:36
~ 12/8/2006 9:30:28 AM ~ Job: Retirees
not benefiting in fact are getting squeezed. 1% a nd cola is all they have
received for the last two years. We are
helping out with health insurance in the schools etc and yet we are not
addressing those who came before. Keep giving
money to highways and I submit that we need to addressthose who served us in
leaner times. I know we will have the
bill for them to pay some of the insurance but I would like to have something
for those who have no toher options.
This might be the time to set aside for the next four years.
1:18:20
~ 12/8/2006 9:33:11 AM ~ Nicholas: This
is an issue that has plagued us all. My
difficulty is that when the State of Wyoming hires, they agree to a
salary. When you work for someone the
obligation ends when you leave. You have
the same problem with other businesses.
I paid taxes and chose not to work for the State. If we are going to give money to some we
should give the money to all citizens.
Reverse mortgages... Might not be able to give money to their
children. To suggest this is unique to
State retirees is not the case. If we
are going to solve the problems for state employees then we should be able to
do it for everyone.
1:21:36
~ 12/8/2006 9:36:28 AM ~ Jorgenson: When
young people talk to me about where they should work...
1:21:55
~ 12/8/2006 9:36:47 AM ~ State does that in our insurance programs.. Poke at
the edges...Huge complaints from schools about this issue. So many special interests. If we don't start in some way to control
health costs issues. We might as well
admit it if we are going to do nothing.
No sympathy for.... That is part
of their decision to retire early. I recognize every issue but...
1:23:41
~ 12/8/2006 9:38:33 AM ~ Job: I can't
say that I haven't been where Nicholas and Jorgenson are, however, I just see
these people struggling. Last year we
covered the CHIP program. We are
negligent that we don't take on the insurance industry. Also, tackling the industry we have been
negligent. We haven't addressed the
tough issues. Should not go to our State
retirees to resolve.
1:25:54
~ 12/8/2006 9:40:46 AM ~ Jorgenson:
Can't argue with those points but the CHIP program I support, we almost
collectively have people asking how we got so many people enrolled the bigger resistance to change..attitude to
those people who need it.
1:27:11
~ 12/8/2006 9:42:02 AM ~ Case: We did
study this previously, Priviledged to chair that cmttee. We pay both pieces ofthe retirement. Unwise to take on a new obligation.
Obligation is after the employment period.
Not fair to take away from others to pay for this. I think we can prepare for those who will
retire in the future. Too few people
paying in and too many taking.
1:29:14
~ 12/8/2006 9:44:05 AM ~ Job: I would
like to ammend my motion to have 100 dollars per month for every retiree for
the next ten years.
1:29:46
~ 12/8/2006 9:44:38 AM ~ Nicholas: Let's
withdraw the previous motion and replace with this.
1:30:09
~ 12/8/2006 9:45:01 AM ~ Philp: Call for
question.. Failed.
1:30:33
~ 12/8/2006 9:45:25 AM ~ Nicholas: If
you want to ..
1:30:47
~ 12/8/2006 9:45:38 AM ~ Philp: Denied
the whole thing.
1:30:56
~ 12/8/2006 9:45:47 AM ~ Philp: Next
page 34. Gov req all in favor...
1:31:24
~ 12/8/2006 9:46:15 AM ~ Jorgenson: Want
to speak about the GIS
1:31:37
~ 12/8/2006 9:46:29 AM ~ Philp: Wrong time.
1:31:43
~ 12/8/2006 9:46:34 AM ~ Philp All in favor...Passed
1:31:54
~ 12/8/2006 9:46:45 AM ~ Philp: Page 40
1:32:06
~ 12/8/2006 9:46:58 AM ~ Jorgenson:
Speak to this, proposing to page 36 andtop of 37 my requestis to fund
full time position and have some supplemental services. Total of 190,456. (Warren seconded the motion.) Reviewed the requests.Gives us some tools to
focus on basic services.
1:34:17
~ 12/8/2006 9:49:08 AM ~ Nicholas: You
are asking for the coordinator?
1:34:27
~ 12/8/2006 9:49:19 AM ~ Jorgenson: Yes.
1:34:33
~ 12/8/2006 9:49:25 AM ~ Nicholas: Not
sure they are related. I believe we need
to have the GIS coordinator. Concerned
that creating one ahead of legislative.
Without power can't accomplish.. Appointing new CIO and not sure it is
apporpriate to create. Leave funding out
and still put the headcount it.
Authorize position without funding would be my proposal.
1:36:24
~ 12/8/2006 9:51:15 AM ~ Jorgenson: I
understand those points. This group is
working on legislation...I guess the points you bring up have already
been.....I would agree with you in the reluctance...there is a half time
postion already. No problem in creating
the position.

1:43:14
~ 12/8/2006 9:58:06 AM ~ Nicholas: I
want to make two motions. 10 mill for
capital...construction for executive
building about 10 mill We are currently
leasing for many agencies. Start make
some planning for it. Capital
renovations shoud be about 30 mill first
motion for the catipat rennovations, seconded, , more discussion, capital will
have to be renovated within the next 5 years.
Number of reasons why we need to bring this into the new century. Better to take a chip out ofthis as we can
1:46:18
~ 12/8/2006 10:01:09 AM ~ Jorgenson: I
certainly agree in principle. I like to
consider it in a regular budget session instead of as an emergeny for a
supplemental.
1:46:57
~ 12/8/2006 10:01:49 AM ~ Simpson: Part
of our role is to set long and short term goals. This is something on the radar. It is a wise policy place holder. We run into a lot of shock effect without
adequate planning.

1:49:50
~ 12/8/2006 10:04:41 AM ~ Berger: Would
like to talk about dept of health, training school, girls school etc. Could we add that to the capital rennovations
and have Cathcart put together a plan that might include them all.
1:51:00
~ 12/8/2006 10:05:52 AM ~ Nicholas:
There is a periodic plan that gets updated. When does it get updated again?
1:51:21
~ 12/8/2006 10:06:13 AM ~ Steve:
Cathcart does have a plan but when something comes up like unicover it
starts over again. Speaking to Berger
yesterday I know she has concerns about other institutions. The capital shop is constantly being
analyzed. Something this is on going all
the time. If committee wants to discuss
it by institution we do that when we getther.

2:02:32
~ 12/8/2006 10:30:25 AM ~ Jorgensen - Don't think it's successful. With comparisons to other states - looks like

maximum amount of money

2:04:45

2:05:56
~ 12/8/2006 10:33:50 AM ~ Jones - I agree totally. Always desire to work toward self
sufficiency. Thing need to be done
statuatorily. Maybe that's why we pay
taxes. Work toward becoming self
sufficient. In order to have growth, a
lot has to come from out of state business.
2:07:16
~ 12/8/2006 10:35:09 AM ~ Case - I was here when proposed and was said it was

~ 12/8/2006 11:36:33 AM ~ Mike - Footnote allows commission - laundry list of
project. Simply in terms of our priorty
here is a list and proceed in that fashion.
3:09:25
~ 12/8/2006 11:37:18 AM ~ Sommers - List on p. 26 - Pull projects from 5 year
plan. Health and safety projects would
have higher rating than other.
3:09:59
~ 12/8/2006 11:37:52 AM ~ Philp - Statute requirements
3:10:23
~ 12/8/2006 11:38:17 AM ~ Anderson - Narrative on p.29. Priority - MVTV - School is working on more
articulate way to identify priorties.i
3:11:20
~ 12/8/2006 11:39:13 AM ~ Simpsone - Don't think it is addressed in footnote -
and budget. Want to make sure addressing
health and safety first.
3:11:59
~ 12/8/2006 11:39:52 AM ~ Nicholas - We have committee to prioritize. We have approp funds to do all projects. Unless somethin off list it is irrelevant. If emergency - can place something on the
list. Question of planning.
3:12:54
~ 12/8/2006 11:40:47 AM ~ Simpson - We can vote this. My issues beyond today. Whether school facitities com. direct health
and safety.
3:13:35
~ 12/8/2006 11:41:28 AM ~ Nicholas -
3:13:41
~ 12/8/2006 11:41:34 AM ~ Sommers - Can get Dave Nelson to address concerns
3:13:57
~ 12/8/2006 11:41:51 AM ~ Simpsone - Would rather proceed today and address
this at another time when I've had time to think it through.
3:14:33
~ 12/8/2006 11:42:26 AM ~ Philp - Gov. Rec - Motion passed.
3:14:46
~ 12/8/2006 11:42:39 AM ~ Philp - page 30 In favor - Motion passed.;
3:15:05
~ 12/8/2006 11:42:59 AM ~ Case _ Motion to propose footnote - Conccptual - Slow
process for building - purpose is not to get in way of funding - if not a need
to fund right away. Get max dollars for
project.
3:16:35
~ 12/8/2006 11:44:29 AM ~ Jorgenson- Mike ODonnel - thought we were in
compliance with directive. No excuse for
further challenges. School com is
dealing with priorities. Any intention
to slow down for some other purpose is not a wise thing to do.
3:17:53
~ 12/8/2006 11:45:46 AM ~ Nicholas - I'm not that concerned with meeting our
constitutional obligations. If those
people would make decisions on theri own would move forward with project. History tells us inflation erodes as
advantage of delaying projects. If
compare cost to cost in Utah, - 5 years
No way to anticipate that now.
Pay the Wy factor now or inflation factor later.
3:19:42
~ 12/8/2006 11:47:35 AM ~ Peterson - Construction going on all over. Material issues, employee issues. Three districts talked to was not in barn
burning about getting it built. Can
re-bid - Labor surplus. Support
footnote.
3:20:44
~ 12/8/2006 11:48:37 AM ~ Case - Good points brought up. Mr. ODonnel - Could slow down. Safety and crowded schools. Cap Fac. comes up with projects. This is way to pay attention to what court
has directed. Nicholas mentioned about
the Wy factor. Almost halft
elsewhere. Swamped - why are we doing
this all at once? How do we grow
workforce? If we try to do all at once -
max out of state. We can't decide - give
com. direction. Need to approp. money
now so money will always be there to do projects.
3:24:02
~ 12/8/2006 11:51:55 AM ~ Jorgenson - two points - Wy factor question - can
remediate over time. Many projects are
on borders where out of state companies are available. Increases in cost every year. It's predictable. Unfair to give com. directive without
specific perameters.3
3:25:26
~ 12/8/2006 11:53:19 AM ~ Hines - Complaints is school com. too slow. More problems if go slow. Want service right now.
3:26:05
~ 12/8/2006 11:53:59 AM ~ Anderson - Expertise behind this is good. Horse race.
Private sector - com college is gearing up. If we direct Facilities Com to slow down,
must address large picture. Must slow
down whole process. Global view. Form common stategy.
3:27:45
~ 12/8/2006 11:55:38 AM ~ Case - Only people can do this is right in this
room. Worst thing to do is to tell them
how to prioritize. Should look at things
all over state. Still build state gov.
buildings.
3:29:11
~ 12/8/2006 11:57:04 AM ~ Philp - Why build inflation protection if slowing
down
3:29:34
~ 12/8/2006 11:57:27 AM ~ Case - Cap Sch Fac Com. will give numbers. Future dollars not present dollars. Cap Fac Com can bring projects at appropriate
time
3:30:26
~ 12/8/2006 11:58:19 AM ~ Jorgensen - By doing this - in some way make funds
available for other things in interim.
If funds available, will use for
other project.
3:31:04
~ 12/8/2006 11:58:57 AM ~ Philp - In favor - failed
3:31:16
~ 12/8/2006 11:59:09 AM ~ Philp - Close - Moved and seconded to close school
fac. com. Passed
3:31:39
~ 12/8/2006 11:59:32 AM ~ Philp - State Engineer - Whole thing - Pull anything
out? In favor - to accpt Gov Rec. -
Passed. Close budget - passed.
3:32:56

3:34:13
~ 12/8/2006 12:02:06 PM ~ Philp - Geolog Survey - Gov Rec.
3:34:27
~ 12/8/2006 12:02:20 PM ~ Warren - Make amendment on p. 12 - data base required
on Atlantic Rim area - 201,254. Reason
for that - area of tremendous development.
Need to look at what is going on in this area. Area will continue to develop. Assessment & work would provide win win.
3:36:12
~ 12/8/2006 12:04:05 PM ~ Jorgenson - Suppoort item. Advantage to have data available before
decision made. Access to info. helpful
in determining impacts. Perfect example
of where state needs to be more awareof resources.
3:37:25
~ 12/8/2006 12:05:18 PM ~ Warren - p.10 2,000 to 2,500 wells in this area. Amount of revenues that could come to state -
this is worthy investment.
3:38:05
~ 12/8/2006 12:05:58 PM ~ Nicholas - Significantly increased size of agency in
past few years.
3:38:29
~ 12/8/2006 12:06:22 PM ~ Warren - To use existing staff is no feasible.
3:38:50
~ 12/8/2006 12:06:43 PM ~ Jones - Against motion - Atlantic Rim - come back in
budget sesssion
3:39:20
~ 12/8/2006 12:07:13 PM ~ Nicholas - Agency is here to identify minerals -
3:39:48
~ 12/8/2006 12:07:41 PM ~ Jorgenson =- Exploit is not good choice of word. Ability of state to know what extent of
minerals is important. Agency does have
some expertise to identify this. Ask for
more monitoring and need to know is necessary.
3:41:12
~ 12/8/2006 12:09:05 PM ~ Job - Support motion - When talking to constituents -
provide us with information - 18 month delay in gathering data.
3:42:13
~ 12/8/2006 12:10:06 PM ~ Nicholas - Look at stauatory role and authority of
this group Wy is proactive in identifying minerals. Area where industry is targeted and have
given agency lot of employees.
3:43:20
~ 12/8/2006 12:11:13 PM ~ Jorgenson - Develop pace of activity
3:43:31
~ 12/8/2006 12:11:24 PM ~ Philp - Motion to restore positions Gov denied -
Motion failed In favor - motion failed.
3:44:01
~ 12/8/2006 12:11:54 PM ~ Simpson - Move we approve Yellowstone Volcano and
replace every state employee computer every three years we could replace
Volcanic rim every 30 years. Earth
quakes - monitoring - likely event of catastrophic event is fairly low. Why we have seismic equipment that old is
beyond me.
3:45:59
~ 12/8/2006 12:13:52 PM ~ Peterson - Support motion - Seismic activity in that
part of state exists down into Utah. Not reliable. Looking at ground movement is important
factor. Knew something was going to
happen at Mt. St. Helens. Possible dome
building on Yellowstone Lake. Need
equipment to monitor.
3:47:31
~ 12/8/2006 12:15:24 PM ~ Nicholas -Fed. Lands
3:47:39
~ 12/8/2006 12:15:33 PM ~ Jorgenson - 3 things As I recall. Look at map lava
flowed away from Cody. 2 - Can wait a year 3. Dome not due to
increase in magma flow. Few of sensors
have been replaced by Fed Agency.
3:49:09
~ 12/8/2006 12:17:02 PM ~ Simpson - Gov. comment on Fed not funding issued
state will pick up. This is one of
health and safety issues. Dams in Teton
Co. earthquake fears led to remake of
the dam. Sensor activities where crust
is thinnest.
3:50:45
~ 12/8/2006 12:18:38 PM ~ Jorgenson - Specific instances. Hardly ever water
behind dam.
3:51:17
~ 12/8/2006 12:19:11 PM ~ Job - Earthquakes - not adequate warning system.
3:51:54
~ 12/8/2006 12:19:47 PM ~ Philp - Restore Yellowstone Grid - Motion

3:53:01
~ 12/8/2006 12:20:54 PM ~ Philp - Break for lunch - 12:30.
3:53:16
~ 12/8/2006 12:21:09 PM ~ Philp - DOT First on p.13; Computer equipment and
troopers p. 11 EORG on p. 13; Motion Gov Rec -
3:54:13
~ 12/8/2006 12:22:06 PM ~ Nicholas - Delete 15 new positions. Lots of things not funded. Way of priorities
- I'd fund corrections.
3:55:07
~ 12/8/2006 12:23:00 PM ~ Warren - Unfair comparison - growing and not giveing
protection on roads We keep bringing this up and people want this. Need to keep all these truckers from going across our state.
3:56:21
~ 12/8/2006 12:24:14 PM ~ Philp - Motion to delete 15 highway troopers Motion

~ 12/8/2006 12:27:17 PM ~ Sommers -
3:59:29
~ 12/8/2006 12:27:23 PM ~ Nicholas - Ignore that rec. and have 9M come from gen
funds.
3:59:53
~ 12/8/2006 12:27:46 PM ~ Philp-I n favor - motion passed.; Air improvements - aye; Next one is p.37
surface transp. projects; Oh that is a big one 162. On to the big one
4:01:08
~ 12/8/2006 12:29:02 PM ~ Nicholas - Move to reduce from 162 to 136M and funded
from gen fund and not PMTF deposit.
4:01:50
~ 12/8/2006 12:29:43 PM ~ Sommers - Gov letter - No. 2.
4:02:08
~ 12/8/2006 12:30:01 PM ~ Simpson - Why 136 M and not what is requested.
4:02:30
~ 12/8/2006 12:30:23 PM ~ Philp - Motion as stands now is 98M 98,plus as stated in book.
4:03:02
~ 12/8/2006 12:30:55 PM ~ Hines - Can't figure out wording, but putting money
in agencies - should have some budgeting information when going into budgets we
don't look at. Other people have same
concerns? Should have process of
gathering info on where funding is going.
4:04:37
~ 12/8/2006 12:32:31 PM ~ Job - Highways had paid out of fuel taxes. Trucks do considerable more damage than
cars. Historic way plus new ways not
privileged to see info. Popular
political issue.
4:06:03
~ 12/8/2006 12:33:56 PM ~ Jorgenson - Support Sen Job commments. As we address issued such as health care -
out of gen funds. User taxes are heavily
relied on to fund these improvements.
Heavy state support in Utah. Do
state support in fuel tax.
Transportation corridor. It's
going to be used. Oppose gen funds for
that.
4:07:44
~ 12/8/2006 12:35:37 PM ~ Hines - Question to see if others had same
thought. Give me help to work on budget
amendment when were in session.

to do to gen session.

4:12:50
~ 12/8/2006 1:16:27 PM ~ Steve: They
were going to make up the difference...
4:13:04
~ 12/8/2006 1:16:41 PM ~ Job: I have a
motion, move that we delete the 98 mill and let it come through the
committee. Can have discussion with the
whole body. There we can have the
debate.
4:13:53
~ 12/8/2006 1:17:30 PM ~ Philp: We have
a motion and a second. I assume that
would make the gov letter number 2...
4:14:23
~ 12/8/2006 1:18:00 PM ~ Nicholas: Not
sure I am opposed but as we begin to prioritize for the session I think we need
to give some people a notion of what is happening. You can come up with any different position
but some place along the way we need to make a decison of where we should be.
4:15:33
~ 12/8/2006 1:19:10 PM ~ Simpson: Can we
do that? I think we need a placeholder
for where we want to be.
4:16:03
~ 12/8/2006 1:19:40 PM ~ Steve: We must
designate where the funds are coming from.
4:16:17
~ 12/8/2006 1:19:54 PM ~ Job: Funding
for highways has been all over the news.
We are by default that not making a decision it is a decision. That should not be an unintentional....
4:17:34
~ 12/8/2006 1:21:11 PM ~ Philp: Motion

4:22:48
~ 12/8/2006 1:26:25 PM ~ Job: Want to
amend couple motions is to add 3,090 million for those 62 people in out of home
placement. Broke down in federal and
general funds.
4:24:13
~ 12/8/2006 1:27:50 PM ~ Berger:

4:24:43
~ 12/8/2006 1:28:20 PM ~ Philp: Is there

~ 12/8/2006 1:29:24 PM ~ Philp: Motion
passed.
4:25:54
~ 12/8/2006 1:29:31 PM ~ Job: Consistent
with what we have done across the board in all agencies. This would be to provide 3% across the board
for inflationary factors. and the second would be a 2.5% increase in high
impact areas.
4:26:55
~ 12/8/2006 1:30:32 PM ~ Berger: Second.
4:27:06
~ 12/8/2006 1:30:43 PM ~ Nicholas: Would
like to have the motion divided to be able to vote on each part.
4:27:23
~ 12/8/2006 1:31:00 PM ~ Job: Taken care
of increased salaries. The bigger issue
is that we have not given the agency any increase for utilities, etc. This was done 15 years ago. This would help, not catch them up.
4:28:33
~ 12/8/2006 1:32:10 PM ~ Philp: We are
voting on the 3% increase.
4:28:48
~ 12/8/2006 1:32:25 PM ~ Job: Gave
breakdown on the dollars---cola and that would be across all services.
4:29:18
~ 12/8/2006 1:32:55 PM ~ Berger: That
was a recommendation by the DDA in committee.
4:29:38
~ 12/8/2006 1:33:15 PM ~ Philp: On the
3% increase all in favor. Motion passed.
4:29:52
~ 12/8/2006 1:33:29 PM ~ Philp: All in
favor raise your hands. Motion passed.
4:30:17
~ 12/8/2006 1:33:54 PM ~ Job: This also
comes out of the select committee--2,4 mill
gave breakdown in dollar amounts.
WCLI if they score over 100
4:31:16
~ 12/8/2006 1:34:53 PM ~ Berger: Second.
4:31:21

favor. Motion failed.
4:31:42
~ 12/8/2006 1:35:19 PM ~ Case: Add 400 K
in the adult waiver for dental coverage in people with disabilities. Medications are really bad for teeth. Need to pay attention to this need. Bad dental has many issues...This is double
the money they get.
4:33:07

4:35:59
~ 12/8/2006 1:39:36 PM ~ Steve: The
money in the gov budget it is for one year.
It is a three month figure because the building will not open until May.
4:36:28
~ 12/8/2006 1:40:05 PM ~ Simpson: This
request was for addl beds. The funding
is between ... The bill will start in
the SEnate. Fair amount of
discussion. This is not in line with the
regional care. Discussion from provider
who suggested we need 500 beds.
Certainly think this is a policy issue.
Should not be driven by Natrona to build a facility.
4:37:58
~ 12/8/2006 1:41:35 PM ~ Jorgenson: Do
you know what the distribuiton is.
4:38:12
~ 12/8/2006 1:41:49 PM ~ Simpson: It was
asked and Natrona county was about 23% of the need. Not a very good answer to the question. No good reason except that they are willing
to do it.
4:39:13
~ 12/8/2006 1:42:50 PM ~ Philp: Motion
is to delte the 3.

4:42:19
~ 12/8/2006 1:45:56 PM ~ Nicholas: We
need to make sure thato ne does go to the judiciary staff to make sure it is a
priority.
4:42:45
~ 12/8/2006 1:46:22 PM ~ Simpson:
...added language about county of patient...language is stricken. That will be effective immediately. Address the issue of immediate funding. Cost savings to the state. Local hospitals, contracted rate is much
lower.
4:43:48

Capital fundiing for facilities- we do not generally approve. They have bonding capabilities . We did agree last year.... If we take on
community colleges and you make it statewide commission and we should make a
state wide tax. Right now the
communities should fund their own. My
best guess is that if we were going to fund it we would not pick Gillerre where
there are housing issues.

~ 12/8/2006 2:17:48 PM ~ Nicholas:
Second handout this morning Three distribuition amounts..100 mill
dollars and also the flow sheet and the table with....The gov message note is
that we have a mechanism to getfunds to the counties, obect of this exercise
was to make more direct fudning and use less SLIB dollars. 100 mill is budgeted for cities, towns and
counties...discretionary funding, those dollars are dist one third to counties
and 2/3 to cities. Based on population
with a guaranteed amount. Rev challenge
distributed in the same present method.
Area called special allocations....SLIB board..impacted cities...5% for
emergencies for SLIB board...leaves 48.7 mill to be ditributed to cities, towns
and counties. Population
adjustment..total allocation..still dollars for non impacted communities..total includes the 15 mill These funds
are for capital projects...mechanism is the same...purpose to do is if
you don't use method...small communities get very little..direct formula,
second page is 12 mill dollarsweighted sales tax...criticism...6 mill for
discretiary..formula used..same formulas, allocations makes it...discretiary
spending, SLIB is not spending so much time in communities, direct allocation
for cities, towns and counties.
5:22:50
~ 12/8/2006 2:26:27 PM ~ Hines: I think
I like this but i don''t know if I understand it much. This is the fourth formula we have used. I am wondering if it would be possible to
leave the current formula and and get this out to the cities towns and counties
and get their recaction over the next six weeks. Would there be benefit to getting the pros
and cons. More input would make me feel
more comfortable.
5:24:28
~ 12/8/2006 2:28:05 PM ~ Nicholas: Good
comment. We were charged to come up with
the formula. Simply don't have a good
formula. Percentages you see are not
arbitrary. Last distributions were put
out based on this. Proposed in future
years...go back to first allocations we made...this is sot of that
allocation. In the last allocation we
gave a much larger % to the SLIB board. Increases what communities will get and
they will have to decide on their spending.
We decide her what county gets the money. We won't let somebody be a hold out. The notion is the same. The only part that has changed is that we
used the weighted sales tax. I guess we
have a corresponding proposal that takes the corresponding funding and to
require that it be budgeted that way in the future. I want to see if this works. Would like to get this adopted and get the
criticism.
5:28:30
~ 12/8/2006 2:32:07 PM ~ Simposn: Last
two pages...2 mill what happened to the other 2 mill?
5:29:00
~ 12/8/2006 2:32:37 PM ~ Steve: I am
looking at the handout that says 100 mill at the top. Nicholas:
Put out the model sooner than later.
Let them shew on it for the next few weeks.
5:30:37
~ 12/8/2006 2:34:14 PM ~ Simpson: Our
municipalities are upset with the SLIB board process. On the allocation the total capital
budget...component of the municipalities..not part of this is it?
5:31:32
~ 12/8/2006 2:35:09 PM ~ Nicholas: Yes
there has to be a mechanism. We want it to be distributed...Did we adopt that?
5:32:02
~ 12/8/2006 2:35:39 PM ~ Steve: What are
you talking about?
5:32:12
~ 12/8/2006 2:35:49 PM ~ Nicholas...how they are allocated.
5:32:22
~ 12/8/2006 2:35:59 PM ~ Steve: 70% of municipalities population.
5:32:42
~ 12/8/2006 2:36:19 PM ~ Simpson: Which
dollars would still req that process. Of
the 48 mill we would still have that process. In park county that process
works. Pretty good concensus process.
5:33:36
~ 12/8/2006 2:37:13 PM ~ Jorgenson: Would
like to be understand the formulas so we could explain it before we come down.
5:34:01
~ 12/8/2006 2:37:38 PM ~ Philp: I would
like the local governments to tell us what they think. Handout from LSO.. Last page major state funding is 891
mill. I would like to use the formula
that we have now.
5:35:20
~ 12/8/2006 2:38:57 PM ~ Nicholas:
Everything in here is the formula we have been using. discretionary funding ..you have to determine
how much...cities distribution--two differnet formulas...which one do you
use. I propose we do not use the
wieghted sales tax. 4% allorcation for
the special allocation, the only thing new is the 48 mill the mechanism is
already in place. What do you
mean...what do you want to use...existing formulas, % that goes to SLIB and %
of dirct distribution. Gov wants it all
to go through the SLIB board.
5:37:56
~ 12/8/2006 2:41:33 PM ~ Hines: Page 36
it shows 136 mill that we appropriated last winter, we would be using the same
ratio or a more direct distribution.
5:38:51
~ 12/8/2006 2:42:28 PM ~ Nicholas: Yes.
5:38:58
~ 12/8/2006 2:42:35 PM ~ Steve: We
distributed based on several sections...the other discretionary would be
distributed based on that 3..section we created las year. We wld just have to add to the second
distribution...split ...second appropriation and distribute on the second
date. We would have to add this money to
the second distribution. Not clear on
the base amount. We may have to look at
that. That is my basic
understanding. We would have to make
that fir into the second distribution. 4
mill would be distributed in half. That
is how the second ...sopecial allocation that would go into section 317. Emergency capital reserve...SLIB would
hold...then we would go to....The 48 mill we do not have a distribution..would
have to develop language to distribute.
that to me is a new component. On
the 15 mill that would be added in on top of the 48 mill. Combination.
5:43:27
~ 12/8/2006 2:47:04 PM ~ Nicholas: I
have another handout it would be helpful for everyone to see it. Look at distribution, lessen communities
going to the SLIB, have money for impact....future support. The handout will have info for proposal...applied
it to this..distribution...allocation were a fair distribution. Impact assistance.
5:45:12
~ 12/8/2006 2:48:49 PM ~ Job: A point of
inf first. Companion piece to
that...august 10th...revenue generated by.....add it all together it is
1....billion.A comment on motion..not suppose to legislate in th budget bill.
Amaze at the complexities of what we legislate instead of giving it to the
towns, counties, etc to. Not sure what
purpose it serves. Figure out one sound
reasonable distribution process.
5:47:39
~ 12/8/2006 2:51:16 PM ~ Hines:
Whiichever the decision I need a white paper that allows me to explain
on Tuesday. I'm warning you ahead
oftime.
5:48:12
~ 12/8/2006 2:51:49 PM ~ Nicholas: Job
is right on the money. Formula was the
charge we were given but the distribution process also has to be fair. Here is the handout so that you can look at
the flow sheet, appropriation for
mineral...SLIB funds...not proposing to change that...component that is direct
to all entities. 1/3 to counties and 2/3
to cities and towns. Common
fund...emergency reserve...how much can we send out block and how much do we
hold back for emergencies. Amount of
distribution...Revenue challenged...Slib dollars which included the 35
mill. Question from Job what is a reasonable
amount they can expect...federal mineral royaltys, discretianary mineral
reserve...outlined how he came to the entire amount and they can get that
forever. If we had a bill ...The formula
is such that we get more money on the first ...followed the recommendation we
had...SLib dollars 57.5%. Charge was to
get more money to cities and towns so they don't have to come and beg forit
...Went through his examples. Sounty
allocation....70% representing the counties...purpose was to do exactly what
you described.

resources to see who gets what funds.
Take all grants and add by county.

Use for economic development.
Looks like who get's what.
6:48:25
~ 12/8/2006 4:03:42 PM ~ Peterson - Point out on map - every community was
blessed in some fashion. In my county -
who shouts loudest . % of allocation is

developed this morning. Reason staff
