    0 ~ 1/23/2009 12:32:31 PM ~ JAC Call Backs continued January 23, 2009 12.35 p.m.

    0 ~ 1/23/2009 12:32:31 PM ~ Start Recording

32 ~ 1/23/2009 12:33:03 PM ~ McVay:  Still proceeding with the project effective July 1 of this year...we are proceeding on that basis..working on position review...in February and March we will be working on the pay schedules and all of this will involve...the wide spectrum...we will be relinking the...meeting with agencies again...we will release information to all employees...if there is something in there that concerns them they will be able to ask questions about that..

2:07 ~ 1/23/2009 12:34:37 PM ~ Nicholas:  I know that you were doing an analysis of..

2:24 ~ 1/23/2009 12:34:55 PM ~ McVay:  We get the new structure in place..about 1250 employees that will be below the structure...I think that to make this thing work we have to move everyone to at least entry...I already have about ...because of the carry over from prior periods..in theory we...that is critical because...I am going to hold back 1.4 million to help those agencies that don't have the money to make the correction...the governor said he will support me we are going to ask for your consideration...

 4:19 ~ 1/23/2009 12:36:50 PM ~ Nicholas:  What is your though...

4:27 ~ 1/23/2009 12:36:58 PM ~ McVay:  Remove the capital construction...agencies then could revert about 5%  but that number can be skewed...how hard is it to fill...

5:03 ~ 1/23/2009 12:37:33 PM ~ Nicholas:  Is there an agency out there that we caould ...

5:17 ~ 1/23/2009 12:37:48 PM ~ McVay:  Between my office and the budget office I think we don't need to do that...April/May when we have more definitive data...we will tell agencies...people come and go...basically more...I don't think we need that kind of language between the governor and my agency..

6:20 ~ 1/23/2009 12:38:51 PM ~ Nicholas:  We can afford the 1.2 million and you are saying that you don't need it..

6:39 ~ 1/23/2009 12:39:10 PM ~ McVay:  It is perfectly manageable to the money we have on the table right now...Even the 100 series money is not a lot of money.

 7:07 ~ 1/23/2009 12:39:38 PM ~ Nicholas:  What is the next topic?

7:17 ~ 1/23/2009 12:39:48 PM ~ McVay:  That is it unless you have further questions of Rich.

7:43 ~ 1/23/2009 12:40:14 PM ~ Nicholas:  I want to talk about the designs you presented us.

7:56 ~ 1/23/2009 12:40:27 PM ~ Rich:  It is concept B provides more square footage than A...the east wing of the building is parking space...concept A...A parking garage level  is not as tall as an office building.

9:06 ~ 1/23/2009 12:41:37 PM ~ Nicholas:  I have confidence that you will design the interior..I hope you will do better than you did on the Herschler building...What is the correct look for a building in the capital complex and who gets to decide.

9:53 ~ 1/23/2009 12:42:23 PM ~ Rich:  On the level one and level two design...every agency that could be in the building and a person from the five elected officials were involved in the work..  There is ..I am going to trust the contractors to make those decisions.

11:07 ~ 1/23/2009 12:43:38 PM ~ Nicholas:  Have you set down and talked to Mockler and find out what she wanted...

11:29 ~ 1/23/2009 12:44:00 PM ~ Rich: There were a number of legislators involved in this  Seneator Mockler is one of those people.

11:55 ~ 1/23/2009 12:44:26 PM ~ Nicholas:  She has really studied how it should look like...I have asked our staff to get these out to her and i have asked the staff to get these out to her..Before we leave the session and we can decide how they should be designed.  I think we should at least hear her out...

13:17 ~ 1/23/2009 12:45:47 PM ~ Rich:  I can assure you that the building will be more efficient space efficient and secondly and we are going to build it cost effectively and we will get it done as effectively as we can.

13:59 ~ 1/23/2009 12:46:30 PM ~ Nicholas:  The legislature should have some input into that process.

14:18 ~ 1/23/2009 12:46:49 PM ~ Rich:  I have not talked to her personally..she has been involved in the building.

14:36 ~ 1/23/2009 12:47:07 PM ~ Philp:  Was there ever any discussion to have a tunnel going between these two buildings.

15:14 ~ 1/23/2009 12:47:45 PM ~ Rich:  We support that and you will see than in some of the proposals.

15:43 ~ 1/23/2009 12:48:14 PM ~ Nicholas:  On the tunnel issue..I understand that it was homeland security issues...

16:05 ~ 1/23/2009 12:48:35 PM ~ Rich: The old tunnels were utility tunnels...they primarily are utility tunnels...they were never designed to be pedestrians...there would be security to deal with..

17:09 ~ 1/23/2009 12:49:39 PM ~ Massie: Where we go from here on the design.

17:18 ~ 1/23/2009 12:49:48 PM ~ Rich:  That is correct and that was funded out of the contingency fund.

17:34 ~ 1/23/2009 12:50:05 PM ~ Massie:  How much to get the level three design.

17:44 ~ 1/23/2009 12:50:14 PM ~ Rich:  #. million..

17:49 ~ 1/23/2009 12:50:20 PM ~ Rich:  The toltal cost will be about 6 million which will include ...a pre construction cost fee...you need the contractor working with the design team..we believe 4.4 million is a pretty safe guess.

18:41 ~ 1/23/2009 12:51:12 PM ~ Massie:  Does it make any plans for the legislature meeting over there while the renovation is being done here.

19:11 ~ 1/23/2009 12:51:41 PM ~ Rich:  Any one will be able to function in that space.  It will be similar to the Herschler Building...with that said the fact is that the Legislature and the elected officials could be able to function there.

19:57 ~ 1/23/2009 12:52:27 PM ~ Massie:  The legislature will need to decide what we will do when the renovation happens...

20:26 ~ 1/23/2009 12:52:56 PM ~ Ncihlolas:  I have pretty strong opinions on that..the only justification is to bringin the agencies to get them out of leased space.  In respect to the Legislature it seems to me that you would never build an 80 million dollar facility to house temporary ...I am probably at the position. bring our outside ...do you agree or disagree..

21:59 ~ 1/23/2009 12:54:30 PM ~ Massie:  It is puzzling  that sounds fine with me.....we can find some other space...someone needs to make a decision...

22:40 ~ 1/23/2009 12:55:10 PM ~ Nicholas:  Let's back up..the governor recommended that we take out the ..Could we build this building and then use the repayment..that is why Joyce brought the...we engaged in some other theories...not appropriate role on how to build..What I propose to do is that we cut out some of the spending. and save some of the..we still have our 37 million...and come back next year,....all our agencies..back into our own space...  sweetheart deals...we will lease with option to buy.. its time to get it in.  My goal is to take the dollars and bring them back in..what modifications could we make to the Herschler atrium for temporary housing and what kid of budget would you need.....and then  this morning you did not sound as encouraging...

26:44 ~ 1/23/2009 12:59:15 PM ~ Rich:  the ligisstics of putting in two floors...run a construction project inside a building where people are working would be complicated and we might need to have them work after work hours and on weekends which will add cost to the project..  We can get a cost estimate on it..

27:59 ~ 1/23/2009 1:00:30 PM ~ Ncholas:  Not withstanding that there is a lot of space that is not being utilized.. I'm not sure that if there was a design I am not sure we would want to fill it...tranisition space.

28:45 ~ 1/23/2009 1:01:15 PM ~ Peterson:  Looking at the new complex to the East  in my experience the cost of new construction versus renovation...

29:32 ~ 1/23/2009 1:02:03 PM ~ Rich:  we did look at that and on this little plan that I handed out..we didn't recommend an atrium ...can this be done... you won't really mess up the area..the first level of the atrium will look very much the same...you would not lose much light ..

30:47 ~ 1/23/2009 1:03:18 PM ~ Nicholas:  What would be the next design stage..

31:00 ~ 1/23/2009 1:03:30 PM ~ Rich:  I will go to the building commission and ask them to sart a design process...

31:20 ~ 1/23/2009 1:03:51 PM ~ Nicholas:  If there were two floors one would be the house and one would be the senate chambers..

31:45 ~ 1/23/2009 1:04:16 PM ~ Rich:  We found some area already on the first floor...not enought gallery space is the only complication...

32:18 ~ 1/23/2009 1:04:49 PM ~ Nciholas...The assumption is that we will group up some of those agencies.

32:43 ~ 1/23/2009 1:05:13 PM ~ Rich:  We could do some of that when the renovation starts..

32:58 ~ 1/23/2009 1:05:29 PM ~ Massie:  Regardless whatever the plan...

33:09 ~ 1/23/2009 1:05:40 PM ~ Jorgensen:  I recall that there was an orirginal plan to go due North and...

33:35 ~ 1/23/2009 1:06:06 PM ~ Rich: When the building was built...footings are already in place to the North side of the Hershcler building...That is absolutely doable..I think we coulld figure...  You would fill in part of the V.

34:30 ~ 1/23/2009 1:07:00 PM ~ Jorgensen:  Concept A and B it looks like a better design and doesn't crowd the street..

35:12 ~ 1/23/2009 1:07:42 PM ~ Rich:  We would have to obtain a variance to come closer to the sidewalk..We think we will be able to get them and they are issues.

35:44 ~ 1/23/2009 1:08:15 PM ~ Philp:  Mr. Chairman when we get done with all this renovation I would hope we would be able to have committee rooms available for larger public ...We would end up with a better space...would it be possible to have the Hershcler building and have a second story glassed in tunnel and be able to get over there and back..have better meeting space..I don't know that you can remodel this and have the space we need.

37:34 ~ 1/23/2009 1:10:05 PM ~ Rich:  This is very very old most of the walls in this building are weight bearing..we could do that in the ...this building it would be very, very difficult..however as you mentioned, if you add space on the front of the Herschler..and create a large location for meeting.  Very large meeting rooms...

39:11 ~ 1/23/2009 1:11:42 PM ~ Harshaman:  so you said the floors would be about 23, 000 sqaure feet...per level...

39:43 ~ 1/23/2009 1:12:14 PM ~ Rich:  That is true.

39:49 ~ 1/23/2009 1:12:20 PM ~ harshman: Thank you I appreciate that...

40:00 ~ 1/23/2009 1:12:31 PM ~ McVay:  The committee when we met in December....questions are on 6 page attachment..if you have questions, give me a call...

40:34 ~ 1/23/2009 1:13:04 PM ~ Nicholas:  We will meet at 8:00 a.m. Monday for markup..

41:07 ~ 1/23/2009 1:13:37 PM ~ Nicholas:  I like the idea of using what Jorgensen said and build out to the North..maybe just have a contingency plan on what we can do...we could design that so that we could use it and remodel the capital.

41:57 ~ 1/23/2009 1:14:28 PM ~ Rich:  I will absolutely do that.

42:27 ~ 1/23/2009 1:14:57 PM ~ Pause
