   1:29 ~ 12/12/2008 8:03:41 AM ~ Lampert:  Overview of the agency...Increasingly we have been doing this with evidence based...Overview of what has been done over the last fice years...why we believe that what is in here is..we are using standardized assessment tools.  You received a handout...we assess every person that comes to us as to his needs for future.  Those at the highest risk level have the most intervention.  We use practices to target those components.  They go out with the maximum...bolstered with employee training.  Last page of handout is a slide...summary of studies.  Many relationships we take for granted...What we are doing is twenty times more effective than me taking my blood pressure mediicine...refer you to the first page of the handout...Just as a reminder ...this formula  is very reliable...admirable ....growth in prison has not kept pace with our state's population.  Rise in daily population has been going up but not in the prisons.  One factor in this trend is...field services staff.  split sentencing..drug courts..we have see an increase of revorcation.  I'm sure at least one of you would like to have data to see what supports these requests.  We now have a researcher on staff.  Data not yet available.  We are confident that the ...work skills development.  That is as long as we ....Second set of numbers on the handout is the prison bed capacity.  2035 beds which includes...female beds..  However, added to that number....51 jail beds...without these contracts we would be near capacity in 2012.  With in state contracts...Our first strategic ....as of the first of December we are down ....vacancies...59 correctional placements...we have cut our staffing vacancies in half...thanks to the funding  you have providied.  We are now on target for the opening of Torrington.  Now we are back asking for the 158 positions.  We have only filled nine positions.  December of 09 is when we will have to be staffed for th opening of Torrington.  Could change some staffing but then we would be putting some inexperienced staff with some very experienced inmates.    Our turnover rate is higher than places like Michigan...Our current capacity is 128 in Casper and ....in Rawlins...if Torrington is fully funded...residential treatment... we are asking for the full 244 beds..Three year....if they go through a plan for serious violent...sex offender treatment...you see that another 41% is qualified for outpatient treatment.  At the top of the third page..you will see info on sex offenses..We through in previous offenses...we believe that it is critical that we do something to change that.  they are returning to our communities and they do not have the resources to deal with those issues.  Funding runs out at the end of this fiscal year...Risk assessment...prison case ...when appropriate community supervison...involve people in the community along with ...

Our exposure has been less than 800K  which is unheard of.  Kudos to Rich Cathcart and his team for their work to make this happen.  We are within budget and on time and the completeion and sign off will be next December.

Job ready program....we are partnering with the community colleges.  We are trying to work ways to ...admittedly we are hesitant to ask you to pay for inmate college educations.  We are having them work for it.  Unless they have outside resources that will help them pay for it we have to find a way to help them work to pay for the education.

  25:10 ~ 12/12/2008 8:27:23 AM ~ Lampert:  We know that we have inmates that have sex offenders that do not tie to drug.  I am aware of two programs tht have reported back success..We have contracted with forensic health to ...they are out of Masasachusettes.  They use state of the art treeatments...  While we sense that it is working but we do not have the data to support it.

  44:32 ~ 12/12/2008 8:46:45 AM ~ Lampert:  It goes beyond the medical including mental health, dentists, etc.  Another thing that would help is a co pay because that would drive down the people who go to the doc to look at the nurse.  We currently pay 100% of services.  Hospitals that we have contacted...If we could reduce the ...we would be able to take back the...the medical contract is on the hook for 100%..They covered the first 2 million  and we were on the hook for the rest during the biennium.

  57:22 ~ 12/12/2008 8:59:35 AM ~ Lampert:  Our contracts will not start until the inmates are in.  We have a 90 day out and as we get closer to that day we will be able to contact them ..we have to make sure that we put them in the right cell..Ramp down at one faciltity as we ramp up at the other.

  59:48 ~ 12/12/2008 9:02:01 AM ~ Lampert:  Council of state governments..the best brains of sex offenders..high risk and violent...that is the focus we have adopted..some recommendation and see how they work.  Not very reliable and it looks at how long a sex offender goes out and commits another sex offense.  It generally is the lowest recidivism.  The victims and the families however, are impacted forever.  Support mechanism to prevent them from ..

1:02:40 ~ 12/12/2008 9:04:52 AM ~ Lampert:  Not sure I have that answer.  A 1% reduction would be significant.  When you are talking in general terms, when the evidence says the rate is low...Future sex offense..If we can reduce the risk of recomitting crime in the future, I think it would be worth the funding.

1:03:57 ~ 12/12/2008 9:06:10 AM ~ ???:  Full evaluation comes with this process.  So the parole board for example has been reluctant to grant parole to those who have not had an evaluation.  Polygraphs are being used on sex offenders.  The research indicates that ...they run a whole continuum.  Effectrve assessment ....the least appropriate response is to keep them locked up for their entire sentence and then release them without any evaluation.

1:10:26 ~ 12/12/2008 9:12:38 AM ~ Lampert: Explanation in terms of the governor's req..we were going on the basis of what it might cost  to increase to 144 beds...place holder was 200K and now that we have gone to th contractor the dollar amount was significantly different.  900 inmates score out at the high level.  We would be able to treat 28 people...priority 14 we would like to shif up to accomodate that...by shifting that 400K up it would allow us to open all 144 beds...without the beds we would have to consider them general population.  The ITU at Rawlins will cease to exist when Torrington comes on line.  We would actually not be able to continue the program in Torrington without the funding.
