      6 ~ 12/11/2009 8:09:16 AM ~ Sleeter Dover:  I appear before you to...allocation of funding...law examiners...the wyo Supremem court appoints 5 attorney around the state...prior to those times they meet...wyoming protion of the law exam and what refers to Wyoming law...after the tests are given they meet around the state to grade those examinations...receiving the multi state bar exam and the y receive those scores..so that we can release those...the wyoming...that is overview of what the board does...at an attended...we have a a fitness committee...they conduct what they call a background to make sure that they meet4 our requirements...with that Mr. Chairman I suppose if we go to the actual numbers...they are always based on the expected number of what we will have...it is hard to know who will show up for the test...as long as we get the fees ahead of time...last testing we had 90...there is an intersting trend...when the economy went downmore people decided to go to the law school...and yet when the economy went down...more lawyers lost their jobs...we are anticipating around 90 examinees in July...somewhere betwee 90 and 120

   7:54 ~ 12/11/2009 8:17:04 AM ~ Pat Anderson:  Board of Parole...brief overview...reimbursed at the same rate as the legislators...we have been a seperate operating...primary thing the board does is to release inmates to parole...that includes conducting hearings...that has involved alot of out state travel...we only have inmates in Virginia and that is coming to an end shortly which I am thnkful for...does have a huge impact...600 inmates have been able now to be supervised in the communities...another prison if these people would not be able to be supervised in the community...helping criminals back to being a productive member of the community...engage in programming to address criminal issues...they want to see that they have availed themselves...they have behaved well...hope of early release ...when an inmate is released it is under the supervision of an officers..

  12:20 ~ 12/11/2009 8:21:30 AM ~ Pat:  We have hearings twice a month...range from three to four days...two staff memebers to provide support services..we have used one of the state planes...and that is quite an expense...our standard budget is reduced from previous..

My employees are located here in Cheyenne...we have 2 clerical type staff...now we have electronic files...we put their full history on a disc...we have one working board secretary and she travels with the board and produces documents through the course of the hearings..board coordinator who maintains communications...he acactuall goes to the hearings as a ,,,,and then last but not least  we have a business office coordinator...does payrol and provides support to me...

  16:40 ~ 12/11/2009 8:25:50 AM ~ Pat:  It is a huge issue...nationally it is about 30% of all inmates....the state has dones great things to create programs...100 bed program in Casper...the board looks at..use of a ssessments...we have validated...we look at ....if it indicates...recommends that they get parole they have to complete...that function is so important that it is in our plan...about 75%...not everyone does not need these programs...we have other programs like TACT after the parole is granted... Almost always requires after care..last session...court supervised treatment programs...what I have been doing since July I have been going around to get these programs to take these inmates..

  20:18 ~ 12/11/2009 8:29:28 AM ~ Pat:  the paroling decision is primary responsibility is the case worker...overseeing their behavior...department of correction does make instiutional recommendation...where the agent comes in is when the bad things happen and they have to testify ...on a more positive note...another new authority..is parole good time systems...a motivator for more inmates to apply for parole...recommendations from the agent to see how much good time to award...in lieu of evocation they may ....a serious violation the agent may want to work with them...we put alot of credence in what the agent says...we don't have alot more interaction with the parolee

  29:34 ~ 12/11/2009 8:43:26 AM ~ Mike the next budget is the CIO office..the CIO reports to the governor...the governor has passed some of that down to me...he reports to me now and he has a fair number of exception requests..  page 165---supplies, equipment and ...governor apporved...the next is on the bottom of page 167...this is our number one priority..single email solution for the entire state...we currently have 18 systems...so the only way you can see those systems..the idea is that we are going to eliminate all those syystems..we are not sure if we are going to buy or build...this is our best guess...this request has been before you...removed for budget restraints during the supplemental budget...I would like to wait for Bob to come if you have technical questions.

  43:00 ~ 12/11/2009 8:56:51 AM ~ Bob:  Just under 10K and about 8K that use them...we refrain from publishing all ...some judges..some consideration of what we would or wouldn't do..four what that means is that we haave four independent--all to do about the same things..we need to do this together and they have all agreed to meet with us next week..so w have a good opportunity forward..

1:35:45 ~ 12/11/2009 9:49:37 AM ~ Leslie:  The endowment is working great...created a great deal of excitemnt...they had a community celebration..they are so appreciated tht appropriation..the state library does not manage the monies..printed off a hard copy...Mike I have soemthing else...the newspaper project...in 2007-2008 state library to digized all newspapers...750K pages downe and up on the web...RACK card so that you can see what we have on the web....I want to tell you that all the money has been spent...we discovered...that some newspapers are not available..the greatest compliment...PA Larson would be so proud..they are totally searchable....very powerful search engine...
