Unable to give raises to staff not needed at the time. Senior attorney moved to Jackson. Cannot give raise to attorney who will move into this position. 12:12 ~ 1/11/2012 8:31:50 AM ~ Nicholas: You should meet with A&I about situation. Salary are not set in stone, so if you find in your agency that it is not working you need to go to A&I or Governor or come to us. Prepared to look art it. 13:53 ~ 1/11/2012 8:33:31 AM ~ Homar: last time this happened was after Hay Group to stifle some raises ran into road blocks. I will do just as you say. 14:54 ~ 1/11/2012 8:34:32 AM ~ Nicholas: establish merit pay system might be useful. Interesting statement that staff person that raises given to personnel not deserving. 15:58 ~ 1/11/2012 8:35:36 AM ~ Homar: Investigator and 2 attorneys had just received raises and for that reason raises didn't seem justified. Investigator worth every penny he is paid. 17:01 ~ 1/11/2012 8:36:39 AM ~ Nicholas; Could create different position to get pay raises. 18:05 ~ 1/11/2012 8:37:43 AM ~ Homar: Gave input to reasons for pay bands. Went out trying to find Grant posiiton. 1 and half of those are gone. Federal agency is not going to fund for attorney posiiton. police Dept. did not receive either. Carey Grant is specific to domestic violence. Significant problem now and position has been lost. No real growth since 2005 other AWEC position assistant receptionist. Back log and help at front desk. Freeing up legal assistant to help attorneys. Increased office numbers by 1. Contract position of legal assistant 900 series to help misdemeanor 2500 to 3000 that one individual was handling. Exception Budget request: Asked 4 poisition. Didn't expect to get all 4 even though they are needed. Need help in misdemeanor and Victim Witness poistion. They require special help and position is needed to help. Large burden on 2 indiividuals. This is my priority to get these 2 positions. Government has function in law enforcement which is necessary. No dead weight because it becomes apparent very early. Everyone in my office works how, frankly over worked. Struggle to keep up with deadlines from the court. Hope not to lose grant posiitions or will be in a world of hurt. Work is Statutorialy driven. Give authority with restrictions. Objective to get on table if we follow up on Gvernor's rec, what type of triggers? Give Govenor guidelines? 1 1/2 week to decide. If 15 million went to Hudson or Shoshoni to bring in 50 million project with 5 jobs. Think about elements Governor should consider. Governor wants to open to other technologies. 4:28:44 ~ 1/11/2012 2:45:53 PM ~ Berger: Objectivity with the Business Council. 4:29:15 ~ 1/11/2012 2:46:24 PM ~ Pedersen: Want jobs with higher pay as they have larger disposable income. Other factors thatn just infrastructure, location, availablility of workforce, be globally aware of when tying strings to dollars. 4:30:25 ~ 1/11/2012 2:47:34 PM ~ Nicholas: If you were drafting language for the 30 million what would your council be? 4:30:58 ~ 1/11/2012 2:48:07 PM ~ jensen: Right track with language you have. We have additional language with job creation and wage level. Capital investment, quality of the job, will be in 50 to 100 jobs. 4:31:58 ~ 1/11/2012 2:49:07 PM ~ Nicholas: Another distribution center comes to Cheyenne and needs 15 million, can't get it because of language. Are you oaky it will only be used for data centers? 4:32:54 ~ 1/11/2012 2:50:03 PM ~ Jensen: Only certain type of industry has these high level jobs and long term. I am okay with the words there now. 4:33:40 ~ 1/11/2012 2:50:48 PM ~ Edmonds: Privatizing business recruitment centers. 15 million has been sitting there for a year and not used. Political pressure to the process counter. Objectivity of business council is important. Rule making process slows things down. More inclined to privatize. 4:35:45 ~ 1/11/2012 2:52:54 PM ~ Nicholas: Did not privatize, constitutional issue, limitation, restriction, 4:36:26 ~ 1/11/2012 2:53:34 PM ~ Edmonds: Close to contitutional issue, Constitutional amendment 4:36:54 ~ 1/11/2012 2:54:03 PM ~ Meier: Infrastructure grant for technology. Take 30 million and put into Business Ready Program of Business Council . Put a footnote in it. Grant process, oversite, determine success of business. Can the council handle it? What authority would you need above what you have? 4:38:16 ~ 1/11/2012 2:55:24 PM ~ Jensen: Yes we can handle it. We woud look at rules and see authority needed, may have a hybrid somewhere. 4:38:40 ~ 1/11/2012 2:55:49 PM ~ Berger: Guide us with language 4:38:47 ~ 1/11/2012 2:55:56 PM ~ Steward: Pg 13 Governor's budget, impression to expand use of funds beyond infrastructure, include recruitment. What does that mean? Incentivize, lure. Better language to give meaning of that? Discussion with Governor? 4:39:57 ~ 1/11/2012 2:57:05 PM ~ Jensen: No discussion with Governor about that language. Governor was member of board and is now co-chair, has knowledger of us attracting data centers to our state. High tech business had requirement of business anchor, Do not know what he meant about expanding use of funds for recruitment. 4:41:28 ~ 1/11/2012 2:58:37 PM ~ Steward: Language set in statute 4:41:42 ~ 1/11/2012 2:58:50 PM ~ Nicholas 4:41:45 ~ 1/11/2012 2:58:53 PM ~ Steward: Language where? 4:41:58 ~ 1/11/2012 2:59:06 PM ~ Nicholas: Governor's recommendation as read, expand the appropriation of data center recruitment to include........pg 13 of budget book. dollar not revert, use of funds expanded, same construction thresh hold and amount of appropriaton increased. 4:43:13 ~ 1/11/2012 3:00:22 PM ~ Steward: Need clarification 4:43:21 ~ 1/11/2012 3:00:29 PM ~ Nicholas: Bring Governor back when CREGG numbers are delivered. No sense to set aside 30 million and wathc other opportunities slide by. Poll everyone. Biggest thing is where are the opportunities and where are the holes and what are we missing? GE model, INCAR model, specific projects a year ago. No specific projects on horizon. How do we get there? 4:46:00 ~ 1/11/2012 3:03:09 PM ~ Pedersen: Precedent of privatization of business councils. Marry the independence with personal liabiilty. Fiduciary liability for state mnoey given to you. Umbrella Policy taken out for board members. Push back from agency. 4:47:14 ~ 1/11/2012 3:04:22 PM ~ Jensen What that did was buy access to the super computer for the University of Wyoming. It's the states 40 million investment over 20 years. If the governor does have this money, it is quicker for us to move. 4:49:22 ~ 1/11/2012 3:06:31 PM ~ Nicholas The 50 million was never intended to go for one project. We want to earmark as much as 5, 10, 15 million for one project. The model ...... If the notion is who would have the political clout to make an obligation of a community for 5, 10, 15 million dollars. That is a lot of money to give the governor. The other way is to give 15 mill to the Business Council 4:52:40 ~ 1/11/2012 3:09:48 PM ~ Edmonds Looking as business potential 4:53:10 ~ 1/11/2012 3:10:18 PM ~ Nicholas That goes back to a constitutional ammendment. 4:53:42 ~ 1/11/2012 3:10:51 PM ~ Merier The community has to convince that the project is fisiable. That takes us out of it legislativly. The governor could give up the green light. 4:55:04 ~ 1/11/2012 3:12:12 PM ~ Nicholas Lets do this and then they are authorized to approve up to 2.5 million. It's really the 50 mill expansion 4:56:18 ~ 1/11/2012 3:13:26 PM ~ Jensen I think they are big projects out there. Maybe knocking it down would be O.K.. 4:57:07 ~ 1/11/2012 3:14:16 PM ~ Berger: 4:57:28 ~ 1/11/2012 3:14:37 PM ~ Jensen We can do it. 4:57:42 ~ 1/11/2012 3:14:50 PM ~ If you wanted the 2.5 million, I think we could give them some direction. 4:58:38 ~ 1/11/2012 3:15:47 PM ~ Berger We could be losing opportunities 4:58:53 ~ 1/11/2012 3:16:02 PM ~ Nicholas You can start out with what .......Historically, the jobs come from small jobs. To set aside this kind of money If I siad where are the next jobs coming from. If that is our case, we be lonely for a long time. 5:02:13 ~ 1/11/2012 3:19:22 PM ~ Peterson If your talking about 15 million, You exclude Cowley, 5:03:21 ~ 1/11/2012 3:20:30 PM ~ Nicholas We do not know what level we are going to end up at. Look, here is what the governor .... If you pick Green RIver, I got the 15 mill you need. All it was We have done 5:05:47 ~ 1/11/2012 3:22:55 PM ~ Harshman How far under water are 5:06:06 ~ 1/11/2012 3:23:15 PM ~ Meier I think any large project needs flexibility. 5:06:45 ~ 1/11/2012 3:23:53 PM ~ Jensen What you neet is a balance to business. We won't fee Small Business report. Expansion Main Styreet program. All of those need a little support. 5:09:02 ~ 1/11/2012 3:26:10 PM ~ Edmonds Could you give us a little more of a breakdown 5:09:26 ~ 1/11/2012 3:26:35 PM ~ Jensen Those are our critical partners. Through them, through that ........... 5:10:36 ~ 1/11/2012 3:27:45 PM ~ Berger Come back @ 3:30 5:11:56 ~ 1/11/2012 3:50:11 PM ~ Nicholas: $15 million just rolled over.and hold the standard budget with $10 million only spent with Govenor's signature. Discussion as to how to twick the language to perserve the standard budget of Business Council. 5:14:59 ~ 1/11/2012 3:53:14 PM ~ DEQ: 5:15:07 ~ 1/11/2012 3:53:23 PM ~ John Corra: Steven Dietrich, John Waynes, Allen Edwards, Carl Anderson, Nancy Nuttbrock, Todd..Parfitt, Jim Uzzell. Identify IES funding. Seems as if services need to stay within the agency. 5:24:53 ~ 1/11/2012 4:03:08 PM ~ Parfitt: I would just add that we would meet to discuss issues on IT changes. 5:25:25 ~ 1/11/2012 4:03:41 PM ~ Corra: page 24-25. Air Quality Budge Summary. The spending $19.3 to $23. Mobile Air Quality monitoring vehicle. Upper Green River Basin wintertime ozone level monitoring. Very complicated. Are a function of weather events. Developing emissions and ambient data monitoring. for a total $1.48m. 5:28:55 ~ 1/11/2012 4:07:10 PM ~ Wallis: Ozone is created through unique weather event. Why are we spending so much money on weather. 5:29:50 ~ 1/11/2012 4:08:05 PM ~ Corra: Free pass on Clean Air Act. We have exceeded on ozone in 2008 and 2011. Ozone typically is summer problem. We are out of compliance regarding ozone levels. Nothing forgives us from fixing the problem. 5:31:39 ~ 1/11/2012 4:09:55 PM ~ Wallis: You answred the question. City gets a pass but Wyoming has to foot the bill even if unattainable. 5:32:16 ~ 1/11/2012 4:10:31 PM ~ Corra: City not getting a free pass. Their problem in the summer, whereas we have wintertime ozone problems. Have worked closely with Industry. Emission have dropped by 23% but can't be trumped by weather. $1.9 mil statewide budfget is not in list. 5:34:28 ~ 1/11/2012 4:12:44 PM ~ Nicholas: So in the last budget we funed the drilling of well, next phase would be to pump CO2, but most going to MT. First question....5,10,15 years ... is this a project really fisable or just nice talk? 5:36:25 ~ 1/11/2012 4:14:40 PM ~ Corra: Is in Wyoming long term best interest. Supreme Court is hearing Green House Gases which will be a factor in decision. Don't second guess...the industry is moving because they have to long term planning. Don't know how the long term planning is going. The future is going to be coal . Storing CO2 could be profitable. 5:39:35 ~ 1/11/2012 4:17:50 PM ~ Nicholas: I am hearing the same. Shouldn't be stopping. Other economical ways to get CO2, can it be drilled or vented to be captured? 5:40:30 ~ 1/11/2012 4:18:46 PM ~ Corra: With regards with geo sources of CO2. Natural gas, etc would have to be removed. No clean sources of CO2. With regards to first question there are sources of CO2. Maybe some business opportunity to capture from plants. There are costs assoiated with that CO2 removing pollutants. 5:42:22 ~ 1/11/2012 4:20:38 PM ~ Nicholas: The oversight is Minerals Committee. They have decided no benefit to collect CO2 and isn't taxed. It is not available. Director thought Minerals was misguided. Was not allowed to come before Committee. Mines say this is important stuff, it was significant part $40 m. 5:44:46 ~ 1/11/2012 4:23:01 PM ~ Corra: Do not know exact amount of spending on well. 5:45:09 ~ 1/11/2012 4:23:24 PM ~ Nicholas: Seems a shame. The heads up out there that it is a worthwhile project. Gas collect CO2, mines want a piece. Why are we helping someone who is crippling our industry. We need coal produced as well as gas. Is there some leverage not being used. 5:47:00 ~ 1/11/2012 4:25:16 PM ~ Corra: Don't know. The recapture will continue because of shale. Huge quantities being admitted. Still a technology that needs looking into. Gas guys want to buy it. 5:48:27 ~ 1/11/2012 4:26:42 PM ~ Nicholas: Most going to MT 5:48:42 ~ 1/11/2012 4:26:57 PM ~ Corra: Most of CO2 captured goes to CO. Project underway to pipeline to go to MT. 5:49:17 ~ 1/11/2012 4:27:32 PM ~ Wallis: Bell Creek Project has protential and expand back into Wyoming. Great potential for us. 5:49:59 ~ 1/11/2012 4:28:14 PM ~ Von Flaeen: ... 5:50:23 ~ 1/11/2012 4:28:38 PM ~ Nicholas: We are a team here. Like that coal shipped out and feel frustrated when you as experts tell us we need to continue with ideas. Talk to Committee. CO2 that can be tapped. You have information we don't have. Preserving the industry. Explore areas to expand this project. Call Minerals Committee to voice/remind them. 5:52:41 ~ 1/11/2012 4:30:56 PM ~ Corra: At the Minerals Committee is significant capture economically. Talk to utiliity and get CO2 to do somethjing with it. Its a ways off to sequester CO2. 5:54:13 ~ 1/11/2012 4:32:28 PM ~ Nicholas: 5:54:42 ~ 1/11/2012 4:32:57 PM ~ John : Deep wells injection, into an acquifer, 5:55:25 ~ 1/11/2012 4:33:41 PM ~ Nicholas: Pumping stacked gases is not a new idea? 5:55:37 ~ 1/11/2012 4:33:52 PM ~ Wagner: Correct C 5:55:50 ~ 1/11/2012 4:34:05 PM ~ Corra: Clean Air Act, hourly fees per applicant, fee on emissions, net effect of all adjustments is nill, Trend over time for lower pollutant emissons. Need to adjust the $31.oo per ton for A&I budget adjustment and emissions decreases so new rate is $34.00 per ton. 5:57:52 ~ 1/11/2012 4:36:07 PM ~ Corra: Water Qaulity Pg 30 and 31 in budget book, No exception request. 5:58:25 ~ 1/11/2012 4:36:40 PM ~ Corra: Land Quality pg 37 and 38 of budget. pg 14 of handout. No exception requests. 1.5 put in budget last year for contract reduction is out of there. Net changes from A&I adjustments and other adjustments hit Land Quality differently. Division will spend a million less. 5:59:32 ~ 1/11/2012 4:37:47 PM ~ Corra: Industrial Siting Dividsion: Pg 16 of handout, no exception budget, minimal effect, 3 people in the division 6:00:08 ~ 1/11/2012 4:38:23 PM ~ Meier: Industrial Siting - summary of payments please? 6:00:35 ~ 1/11/2012 4:38:50 PM ~ Corra: Data on what is sent to communities for last 4 years? 6:00:49 ~ 1/11/2012 4:39:04 PM ~ Parfitt: can get breakout of impackt assistance payout. Next biennium based on projects that come forward and go under construction, do not know which projects, 3 or 4 projects permitted, not sure of schedule 6:01:59 ~ 1/11/2012 4:40:14 PM ~ Nicholas: Look back and a forecast of projects approved, counties and projected amounts. 6:02:30 ~ 1/11/2012 4:40:46 PM ~ Parfitt: will provide 6:02:37 ~ 1/11/2012 4:40:52 PM ~ Steward: 3 FTE's on slide, 4 on budget. 6:02:57 ~ 1/11/2012 4:41:12 PM ~ Corra: mistake 6:03:01 ~ 1/11/2012 4:41:17 PM ~ Should be three, it is a typo. 6:03:14 ~ 1/11/2012 4:41:30 PM ~ Nicholas: Industrial siting payments, project over threshhold price, do analysis, payments to industry to pick up impacts. After law passed, legislature said communities would receive payments out of our sales tax. Carbon County, Sweetwater received some. Campbell county received lion's share. 6:04:27 ~ 1/11/2012 4:42:42 PM ~ Meier: Hardship impact fund 6:04:37 ~ 1/11/2012 4:42:52 PM ~ Corra: Budget pg 48 and 49, Solid and Haxardous Wast Division. 900 series, ask for continued moeny into orphan sites funds, put in 2 million, then 2.2 million, asking for another 2.2 million. Background: Orphan site remediation program created by legislature, funds to coem from trust agency account, where we deposited fines and penaties. Constitituion states fines must go back to schools in counties where the sites sit. No source of funding. AML "Prior Balance" Funds became available, made available. If approved 6.6 million to clean up sites 6:07:25 ~ 1/11/2012 4:45:41 PM ~ Corra: Sites are PCP plumes, Example safeway store near capital. Cheyenne, Jackson, Casper, Sheridan. Subdivision sites, Texas gulf plant in Worland, Franco Refinery in Casper, drycleaner plumes, near surface ground water is contaminated. 6:08:46 ~ 1/11/2012 4:47:01 PM ~ SHWD: Exception request: Remediation of direct groundwate remediation. Pg 52 of budget. 15 million for landfills for 6:09:49 ~ 1/11/2012 4:48:04 PM ~ Nicholas: Governor could nto find in GF as revenues declingin. AML fundsand dollars for prior year blance. Belief in beginning that use of funds impacted delegation. Should we be concerned that taking unrelated obligatons like highways, landfills. Using prior balance to subsidize lower tax rates. Do you meet with the delegation about probability of continuation of dollars and how we use them? 6:11:48 ~ 1/11/2012 4:50:03 PM ~ Corra: Yes, Congressional Delegates staff. Prior Balance Funds 5 years ago effort to take away from us. Over time delegation successful. Unsure of grant approval process early on. No problem with OSM approving the grant process. After this biennium will only be one more year for prior balance funds. 6:13:39 ~ 1/11/2012 4:51:55 PM ~ Berger: pg 52 expenditure from General Fund? 6:13:53 ~ 1/11/2012 4:52:08 PM ~ Corra: yes, from GF, thought Governor did not put in 15 million 6:14:17 ~ 1/11/2012 4:52:33 PM ~ Jones: Correct, those are general funds. 6:14:27 ~ 1/11/2012 4:52:42 PM ~ Corra: Believe Governor was concerned about GF and come back in supplemental. 6:14:44 ~ 1/11/2012 4:52:59 PM ~ Berger: Any type of reporting or information about disbursement of first 15 million? 6:14:59 ~ 1/11/2012 4:53:15 PM ~ Corra: Slide pg 19. When you put money in there it was tied to spending it on high priority landfill sites. Would not spend money until went to committe and reviewed priority list. Instructions from committe, spend on highest priority. Model reporting mechanism on past process. All funds spent reviewed with water quality board and approved by the Director. Prior funds spending transparent. 6:17:27 ~ 1/11/2012 4:55:43 PM ~ Berger: Is this seasonal remediation? Weather affects projects? 6:17:46 ~ 1/11/2012 4:56:01 PM ~ Corra: Weather should not affect. 6:17:53 ~ 1/11/2012 4:56:08 PM ~ Anderson: Circumstances when capping a landfill seasonal. Other work conducted year round. 6:18:23 ~ 1/11/2012 4:56:38 PM ~ Nicholas: Liability not ascertained, minerals committee, Buidling a reserve, do not tap funds until minerals committee had minimized financial obligation, then tap it. What is the identified liability? 6:19:33 ~ 1/11/2012 4:57:48 PM ~ Corra: Prior legislature required reports estimating a total clean up cost in a report to the minerals commitee in late 2009. The basis for the report is based on data from those landfills limited to a year or two. Will not spend money until we have more data. Est 220 million at that time. 6:20:58 ~ 1/11/2012 4:59:14 PM ~ Nicholas: Best guess number? 6:21:10 ~ 1/11/2012 4:59:25 PM ~ Corra: Yes 6:21:14 ~ 1/11/2012 4:59:30 PM ~ Nicholas: Mineral committe work, representative of polluted areas and money wisely spendt. Where are we at? 6:21:40 ~ 1/11/2012 4:59:55 PM ~ Corra: In the middle of that. Will have 2 more years data. 6:21:55 ~ 1/11/2012 5:00:11 PM ~ Nicholas: Appropriation idea to park money. Spend now? 6:22:10 ~ 1/11/2012 5:00:26 PM ~ Corra: Did want to talk to you about spending some. 6:22:20 ~ 1/11/2012 5:00:36 PM ~ Corra: Citizens Advisory group, landfill problems, recycling and landfill operatiors. It is their desire and we agree to broaden the scope for which these funds could be spent. Bottom part of slide pg 19. Spent some of that money on remediation, make funds available to close landfills earlier, cap landfills, prevention of future pollution. We would like to have the ability to insert language at bottom of page 19 slide in budget. 6:24:14 ~ 1/11/2012 5:02:29 PM ~ Nicholas: Though trying to pick up an existing liability cost that had already taken place. Local communities would pick up their own cost. Communities should bear those costs. If you expand the scope of the work it has to go beyond the 220 million liability. transfer stations, closures not included in the 220. 6:25:29 ~ 1/11/2012 5:03:44 PM ~ Corra the 220 included 50 million for capping landfills. Original 221 million had nothign for transfer stations 6:25:53 ~ 1/11/2012 5:04:08 PM ~ Nicholas: If transfer stations are new item, not part of liability to be covered by fund. Minerals committee was to go back to communities and pick up cost of bad decisions with cost sharing. Minerals committee should figure out costs to local communities. No one said we would pay the full 220 tab. Did it occur to you we would pay the full 220? 6:27:29 ~ 1/11/2012 5:05:44 PM ~ Corra: No 6:27:32 ~ 1/11/2012 5:05:48 PM ~ Nicholas: Minerals has to come back with a plan for state share and local share. Not an invitation to pick up liability that does not belong to us or reduce city and county costs. No, come back with plan first. What was Mineral committee response? 6:28:27 ~ 1/11/2012 5:06:42 PM ~ Anderson: Minerals committee understand needs and wants of local communities, 6:29:05 ~ 1/11/2012 5:07:20 PM ~ Nicholas: Will debate it. Beginning to approve a fund to deal with entire problem. Minerals was to come back with a plan to determine what a community should be prepared to pay. Not a gift . 6:29:48 ~ 1/11/2012 5:08:03 PM ~ Meier: Corporation committee estimate total cost of 5 or 600 mineral. Local communities problem: 100 per month for sanitation facilities? Sanitation costs double when close landfill and go to new one. Driven by federal regulation. wells, tests. Wells into 200 or 300 feet of dirt. untenable situation. try to get biggest bang for buck helping local citizens. problem is bigger than we have money for. Direction to department: limited amount of money. What can you do with it? 6:32:42 ~ 1/11/2012 5:10:58 PM ~ Nicholas: Need to debate intent of the bill. If that is what we want to do, need a plan that says that. Articulate through statutes or rules and rgulations. Expect from DEQ a fiscal note. Red language to expand the target requires a new fiscal note with options. Expected minerals to solve problem, develop plan and bring it to us. No money is spent until minerals comes back with a plan. Part of inquiry to limit cost. Formal plan with fiscal note before we spend money. 6:35:02 ~ 1/11/2012 5:13:17 PM ~ Corra: Proposed budget language is what is on slide to enable this. Missing is sentence to say plan will be developed with mineral committee. 6:35:41 ~ 1/11/2012 5:13:56 PM ~ Nicholas: It already does that. Money is parked until plan comes by statute. Then put continuous appropriation for items in plan. What you were thinking? 6:36:29 ~ 1/11/2012 5:14:45 PM ~ Corra: not quite. Language at top of slide, keying in on remediation. Caps are part of it but encouraging early closure and transfer stations are not. 6:37:14 ~ 1/11/2012 5:15:29 PM ~ Nicholas: Creat account under budget bill. Money can only get out with an appropriation. The budget language expires after two years. The spending authority will come in the bill. No appropriation to spend. No spending until bill passes. 6:38:40 ~ 1/11/2012 5:16:55 PM ~ Peterson: Minerals committe plan. Counties involved, do bnot agree on transporation, hauling costs. Plan needs to include counties that hire maintenance crews, closure cost, ...hate to set policy in a budget bill. Suggestions as revenues flat line: ways to cut. The other one is all solids test. Other states do not require testing twice a year? My question is: our we over testing? 6:41:45 ~ 1/11/2012 5:20:00 PM ~ Carl We are continually checking those regs. Those regulations come down to us from the feds. We try to reduce the monitor wells to the minamal needed. 6:42:52 ~ 1/11/2012 5:21:07 PM ~ Peterson The concern I have, we are No one can police the land mass up there. 6:43:39 ~ 1/11/2012 5:21:55 PM ~ Steward Clarification The new languare would guide the new appropriation. I thought we would be setting up two accounts 6:44:30 ~ 1/11/2012 5:22:46 PM ~ Nicholas I would believe the most current budget would guide the spending. There is no request for spending at this time. It is relevent from the stand of what the target is. I don't see a request for appropriations. It's our there, lets start saving for. If you want to start adding other things to it, we can add to it. 6:47:13 ~ 1/11/2012 5:25:29 PM ~ Steward We struggle with this landfill issue in my area. Clearyl we are dealing with many more issues. 6:48:06 ~ 1/11/2012 5:26:21 PM ~ Nicholas I have heard the same thing. I thought that was a problem for the mineral committee 6:48:54 ~ 1/11/2012 5:27:09 PM ~ Berger 6:48:58 ~ 1/11/2012 5:27:13 PM ~ Corra The essence of the request at this time is to resolve the language. How much is required, when will it be spent? We all report to the Minerals Committee. The message from Senator Nicholas is clear to me. 6:50:35 ~ 1/11/2012 5:28:50 PM ~ Nicholas Lets just leave it where it is. Some communities can afford this, some can't. Laramie, you can afford to pay for this. We are just planning at this point 6:52:12 ~ 1/11/2012 5:30:27 PM ~ Corra That is excellent direction. Working back through the Minerals Committee is the way to go. The schedule..... we were not looking at this pot of money and how can we spend it. 6:53:30 ~ 1/11/2012 5:31:45 PM ~ Peterson Just a quick example Park Co. applied for a landfill grant. Now that Cody has thiers, the other two counties don't want any part of it. 6:54:58 ~ 1/11/2012 5:33:13 PM ~ Berger: 10 minute break 6:55:32 ~ 1/11/2012 5:54:37 PM ~ Corra Pg 60 and 61 of budget book, exception request on pg21 of handout # 116, exceptions request to spend all of federal money received AML Funding Forecast, One more year of fudnign screen Pg 23 slide Summary by Region pg 24 slide also.
