1:27:13 ~ 1/18/2011 1:43:40 PM ~ Nicholas  He is not recommending any more cap con until the delivery system is finalized.  The other is the traditional design build system.  Now that the .....   There is often times the CR system.  They are suppose to have a percentage Wyoming sub-contractors.  It appears no one is watching the shop about that.  The reason we see more out of state contractors is because they are hungry for work.  The reason they can do it cheaper is because  they are using inferior products.  The local contractors are saying that they are not allowed to be a sub-contractor.  Hence, that is why we have asked Dr. Buchanan to come back to give us feedback about the construction in and around of UW.

1:34:26 ~ 1/18/2011 1:50:53 PM ~ Doug  I'll start with general comments about CMAR.    The first thing is the CMR process has worked well for us.    We have increased our efforts to let local contractors about future capital projects.  This is to help them come forward with successful bids  With the design team, we are in consultaton the the architechual team.  That goes to the architechual firm  They design the    That is where the CMAR system comes into play.  The CMAR does not let them substitute products that go into the buildings.   WE are compiling data to show the breakdown of local and non-local bidders.  Some of the information you have shared with us does not match with the information have.
