1:16:43 ~ 1/19/2011 5:40:24 PM ~ Lampert    $109 Honor Farm  $147 at Rawlins Prison  9.2% return to prision in Wyoming  The national rate is 52%   Our prison population is beginning rise.  Probation  most are returned to prison because of technical issues, usually substance abuse.  The last year  Opening of the prison in Torrington.  54 in the correctional officer series.  Quality of applicants continues to improve.  Percentage of staff that left was 14%  Past the turnover was twice that amount.  Some turn over is a good thing.  Some tried it and didn't like it, some tried it and we didn't like them.  The change in the pay policy has had a big effect.  Another struggle os not having a permanent funding source.  That means we have reduced .....  Our one continue concern is our sex offender outsourcing.   The captilal construction that was funded has been completed.
