2 ~ 1/21/2011 7:24:19 AM ~ Friday January 21, 2010 am1 Supplemental Budget Bill Markup
24 ~ 1/21/2011 7:24:40 AM ~ Berger: Agency 27..begin Nicholas; Capital construction level..want a section 300 that will meet the executive branch Amendment has been vetted with almost everyone UW made good changes..sent to Governor's office..have not heard back.. Good product..getting better..did not understand problem until hearing the other day UW where a lot of complaints developing UW saying AML are federal funds so when expending those can't comply with state req. Move fed dollars then swap out the 50 millino... Facilities Commission: drastic changewith way we manage schools..in past lump sum budget for Phas 1 and 2..always ramped up...would build part of list...cause hostility.. committee said to tee up in order...do not have list..unless all dollars allocated Now do not get planning money until you get all the money..so have to tee up 100 million two years in advance.. Next year tee up for 2013..if we lose opporutnity..don't have 100 million construction...contractors starving..poor product or skip a year..lack of contract capacity Want to keep level set every year
6:47 ~ 1/21/2011 7:31:04 AM ~ Harshman: Pg 9 and Pg 10 of the Supplemental.. There is some planning going on but not to the level that goes to the .. ...elementary schools, Rawlins school..do not have priority list
8:09 ~ 1/21/2011 7:32:25 AM ~ Nicholas: Ex: Laramie is lower than Casper, can't get to Laramie until Casper is done..so holds up everybody..if not ready won't have construction 150 million in 2012 Harshman: Yes, with that scenerio..picking architects this week, next fall bids, dirt in Jan Nicholas: can only do Harshman: already have planning money from prior years.......
10:02 ~ 1/21/2011 7:34:18 AM ~ Nicholas: We can not get done in 2012 unless we start appropriations now Berger: contact FPC? Nicholas: Construction dollars do not revert unless project does not happen..money sits until built...must insist Casper hits the year we want them to hit... Harshman: suggesting support with ..use it or lose it... Nicholas: Casper needs to hit 2012 or go to some other project..Facilities Commission was doing that so upset other ...need 100 to 150 million construction every summer
12:41 ~ 1/21/2011 7:36:57 AM ~ Berger: If you have multiple phases, like Sheridan, have a crew, then dismantle cost sheridan 5 million...that is important too... Nicholas? Harshman Harshman: appropriated money for Casper last year...84 million for those three schools..might be back asking for third phase .. Nicholas: Took away discretion of the school facilites commission.. discretion resides with the appropriation committee to make sure ..burn rate..projects ready to go...do not care about holding money..have enough to key up another school..Casper is too big to say go when ready..must be planned in construction cycles
15:15 ~ 1/21/2011 7:39:32 AM ~ Edonds: One time or long term policy shift? Nicholas: Bill passed..this is the way it is...Select Committee is permanent committee..we fund those recommendations..we have to tee up and make sure we have 3 to 4 years of planning Berger: Reason for fewer projects...economic..conservative
16:41 ~ 1/21/2011 7:40:58 AM ~ Harshman: Three bills....Duty to follow statue where we fix the worst first...work down list..NC unique..testimony - if we did not appropriate we would lose three months..opportunity lost..if you want to appropriate that and get Natrona off the block.. to hold them to it..anything can happen Nicholas: I don't understand what you told me..if we know Natrona is next...adhere to the list..have the money..construction go to 2012, why woudl you wait..we don't want a delay... Harshman: No intention to wait.. Nicholas ; 2012 Harshman: roads rerouted, houses moved, NC is ready Nicholas: suppose lawsuit and reasons unexpected, NC can't go in 2012, what isthe back up plan.. Harshman;;what is in the budget Nicholas: Pointed out my point..If in 2012 want NC to go, fund it now and tell them to get ready..if NC comes back and says not ready, tee up next ..planning on cycles three years outside of the budget cycle Ex. UW STEM building..not built until 2003...
21:19 ~ 1/21/2011 7:45:36 AM ~ Berger: Can we work 27? Nicholas: Get a section 300 Berger: do not need section 300
22:26 ~ 1/21/2011 7:46:43 AM ~ Harshman: Berger: Wanted a cleaned up report: Harshman: next ....planning Nicholas: Authorize everything on that page to move forward.. Harshman Nicholas: Remedys? [g 12 already out there...
24:43 ~ 1/21/2011 7:48:59 AM ~ Meier: Part of concern... got 7 things on design....already on list, prioritized..give them 5 million more dollars..authorize a pot of money...not use it or lose it, if they don't get act together, lose 2% on total authority..gives them incentive..
26:12 ~ 1/21/2011 7:50:29 AM ~ Berger: NIcholas: All we have to do is authorize 80 million on page 10..not any
26:40 ~ 1/21/2011 7:50:56 AM ~ Handout 37, pg 10 Nicholas: School Facilites Handout Pg 10 Bill:
28:17 ~ 1/21/2011 7:52:34 AM ~ Steward: Decision depends on how money tips from foundation and how much we leave as a balance.. Berger: Steward..important to know
28:54 ~ 1/21/2011 7:53:11 AM ~ Bill: When looking at profiles..it is end of 2012 so ..when is appropriate time to address again..next budget bill..nothing will happen until you pass another budget bill the next year Berger: More extensive figures..work it up Nicholas: Tips...capital construction will affect things differently, be back next year before tips take place..
30:27 ~ 1/21/2011 7:54:43 AM ~ Edmonds: Resist the motion..huge chunk of budget..Wallis wanted to be part of the debate Harshman: Pg 11 ..Douglas Primary designed and built...elementary schools....all keyed up with this motion to be designed Nicholas: Needs index ranking on 1 - 36..
33:20 ~ 1/21/2011 7:57:37 AM ~ Berger I would ask the to withdraw the motion and second.

43:08 ~ 1/21/2011 8:07:25 AM ~ Meier We could direct it to the Revenue Committee

Berger: no change Von Flatern motion Bill: Written explanation on page 20 Nicholas: wants to unravel..gov's rec takes the narrative also Bill: act seperately..not reflected in the bottom line so additional 25 million is not part of this Nicholas: Motion on floor does not include medicaid Wallis: Does gov rec. on page 19 ..not 66.2 GF; fed funds..AAR funds received or could be in jeopardy Bill: Suggested reserve fund for AARA funds not available in .... 1:10:06 ~ 1/21/2011 9:11:32 AM ~ Jill: Pg 19..actual costs for running medicais..based on averages..two year avgs.. bottom of page..highest cost, avg cost..took two years becasue we budget that way..2009/2010 avg by growth rate for 2011 Nicholas: Auditor's reserve Jill: 25 million NIcholas: gov turn loose or legislative actions Jill: Gov can release 9 million Wallis: pg 19 66.2 derived from....highest ...where did 66.2 millino come from Jill: last column ...projected there number too high for avg seeing..public health agreed..took entire dept of health..projected Dept of Health will have extra 5 million...took expenditures an dran out for 24 months..have about 6 million ..
1:13:25 ~ 1/21/2011 9:14:51 AM ~ Nicholas: Motion pg 21..The GF is 66+ million....reduce that amount by 25 million..down to 49+ .There will be a corresponding reduction in federal money. 2nd part: Modify restriction to allow the entire 25 million to be accessed by the Governor. When the Governor accesses that 25 million, it will ratchet in the federal dollars..so Von Flatern: Putting 25 million more in medicaid so why are we taking it now..... Nicholas: I would not support putting more money in..money is in LRSA..need to get budget under control...auditor's reserve for medicaid. at a time when we did not have an LRSA..concern of having money..not in same circumstances...What will agenchy live on? Provide sufficient money to meet the Gov rec..if can't will have to ask for more burn rate about 30 or 40 million a month Bill: Nicholas: 394 divided by 24 Von Flatern: Pg 19 shows the average... Berger Nicholas: 55 million short is one month..so Bringing new director in..numbers influenced by employment rate..coming back up..hope for positive impact

1:20:45 ~ 1/21/2011 9:22:11 AM ~ Nicholas That is something they could do through the B11 process3
1:22:33 ~ 1/21/2011 9:23:59 AM ~ Nicholas Reduce by 25 Million Governor then can access that monies
1:23:19 ~ 1/21/2011 9:24:45 AM ~ Meier Is that any percentage burn?

1:26:15 ~ 1/21/2011 9:27:41 AM ~ Nicholas It is my expectation that there will be an agrgesive effort to stay within that budget
1:26:59 ~ 1/21/2011 9:28:25 AM ~ Dawn Actually for Dept. of Falmily Services administers that budget DSF would like to get more information out of it.

1:29:46 ~ 1/21/2011 9:31:12 AM ~ Dawn I think they would like to have that guidance I'm not sure, you might want to have the agency come to you with wording.
1:31:02 ~ 1/21/2011 9:32:28 AM ~ Meier The Dept. would seek info.
1:31:38 ~ 1/21/2011 9:33:04 AM ~ Nicholas Seek and Impliment a six month eligibility test. Also impliment software changes.

1:34:29 ~ 1/21/2011 9:35:55 AM ~ Nicholas If they can B!! it, you could do it anyway. If not they would have to wait for appropriations.
1:35:34 ~ 1/21/2011 9:37:00 AM ~ Wallis I'm almost certain that I signed a document that if my income increased my assistance would change immediately.
1:36:24 ~ 1/21/2011 9:37:50 AM ~ Down Still the same, some might FORGET.
1:36:46 ~ 1/21/2011 9:38:12 AM ~ Wallis SO under that scenero if their income increases after first month, they are on the program for the rest of teh year.
1:38:15 ~ 1/21/2011 9:39:41 AM ~ Berger The fraud component of it is rather small I believe we have an amended motion on the floor.
1:39:13 ~ 1/21/2011 9:40:39 AM ~ Mai Did Section 3 pass
1:39:58 ~ 1/21/2011 9:41:24 AM ~ Nicholas I move we reject the 25 mil
1:40:42 ~ 1/21/2011 9:42:08 AM ~ Mai I think that was the overall pic of the overall budget.
1:41:30 ~ 1/21/2011 9:42:56 AM ~ Nicholas THe effect of these two motions The GOv. has accesss to the same amount money as before. All I'm saying is that we don't park money in the Auditors OfficeWe could have done the same thing ......It seems like if
