Good product..getting better..did not understand problem until hearing the other day UW where a lot of complaints developing UW saying AML are federal funds so when expending those can't comply with state req. Move fed dollars then swap out the 50 millino... Facilities Commission: drastic changewith way we manage schools..in past lump sum budget for Phas 1 and 2..always ramped up...would build part of list...cause hostility.. committee said to tee up in order...do not have list..unless all dollars allocated Now do not get planning money until you get all the money..so have to tee up 100 million two years in advance.. Next year tee up for 2013..if we lose opporutnity..don't have 100 million construction...contractors starving..poor product or skip a year..lack of contract capacity Want to keep level set every year
