Want the people who will pick the right equity managers,  to get the returns we need to have 7.75% returns higher than state treasurer, into 12 or 13% rate on portfolio.  not place to cut corners, going back to authorization of where we were in the beginning when we started down the path to in-house people.

If CO2 was 20 to 40 per ton, would be a strong hit to us,  In RandD bet on a technoogy or company, so we are looking for a different model to accelerate research.  Inducement model, companies are really after the mkts not the prize.  ....If we can figure out how to make money out of CO2, it is a win for everyone.  Design phase, due diligence,  X prize foundation out of CA.  Tristate would not attract the capital to make it happen.  Addressing this as an international issue.  Bring international participation.  Duke energy, 3.5M.  negotiating with canadian sands entities for 14.1 M.  Board has authorized posting of 10 M prize with 2 M ...funding gap is for the integrated test center.
