Proposed amendment to what we did last week, swapping positions. Bring back in L001, the new position, eliminate 0021. Richards: alternative scenario is at the bottom of the page. Denied position, changed salaries. In alternative deny L0001, keep salary the same for 0021, and increase salaries for two positions according to the treasurer’s request. Harshman: change in money? Richards: would cost 299,000. 50,000 increase Harshman: I thought we capped those positions Richards: up to 250,000 and one position increase to 150,000 Harshman: seconded by the co-chair. I am asking for this because between the two programs, they have no mechanism of getting a raise. They took the hit during the budget cuts. No mechanism to help them out. 3129.28 per program. Would be distributed equally. No formula. Harshman: Total dollars Hastert: $143,947 Connolly: percentage increase for each worker? Hastert: No- Employees making different salaries Connolly: In my county, 5 employees so 500 each Burns: Amount? Hastert: 143,947 Burns: on-going? Hastert: We could write the foot-note either way, so it could be one-time Perkins: Out of the victims comp fund, GF or special revenue Hastert: is it appropriate? Burns: Any other encumbrances on the victim fund? Richards: fund has approx. 1 M in it. Assume increase would come from GF but could come out of whatever fund you direct. Agency has little funding available for hosting conferences. Economic development and diversify that in the state. Tourism bang for buck Burns: spoke with director of tourism, speaking against this amendment because I am bringing another one shortly. Motion defeated. Burns: Motion footnote 5 – we have HB13 coming through. This amendment reflects what the bill does. State parks can use up to 25% of funds for general operations and maintenance. Needs are there right now, not on cap con. Change is needed Harshman: I thought we accomplished this Richards: We adopted the amendment being circulated. Staff had a question. There is existing statute that says “only upon approval of the legislature” so is your authorization approval? Previously, they would collect money and legislature would approve in the next biennium. Can they spend money as soon as they collect it. Language circulated is how it was approved. We would add a sentence. Burns: Add the sentence, up to 25%. When people pay to go into a park, expectation that a portion of the money is going to maintain that park. Harshman: proposal is to add the sentence. Connolly: What is the not withstanding clause? Richards: That is the cap con account. Currently if HB 13 is not enacted, it prohibits the use of the money for maintenance. Harshman: We have forced them to go build more trails. Ross; If we don’t agree with the amendment and the house bill does not pass or if we do this, what are the scenarios? Richards: if HB13 does not pass and this language passes, unamended by Burns, they could segregate the fund. 2 M for operations but would have to come back next year and identify what it is used for and legislature approves. If sentence is added, could spend immediately. Burns: micro-manage Harshman: We appropriate money less than 2 M Moniz: How does it affect the Golden Rod, bottom line Richards: it does not. Harshman: amendment adopted 1/26/2015 8:55:25 AM Burns: State parks and cultural resources. Failed to pass 25000 for arts festival but passed money for anniversary celebration. Refused 200,000 for artifact conservation. High exposure events are relatively easy to raise money for. It is more difficult to raise money for conservation. We have provided no funding for that. Propose to take back the 37,200 and give back 100,000 for artifact conservation. Move to add 2.5Million to the wildlife trust fund for matching dollars only to come out of the 2016 funding. Motion adopted Burns: Propose 93 M from lisra account to go into the wildlife acct to fully fund it Burns: I am doing this because it was the gov recommendation and it makes sense from the original plan of the wildlife trust. The full funding of the trust fund, income coming off of that, would stop us appropriating money for projects. This is a statutory trust fund. This is always another depository that we can get money from easily. Harshman: I have always opposed this because these funds could be invested in more permanent nature which would yield a return as though it would have a larger balance. Hastert: Constitutional amendment may be a ways off. This group has proven itself to be fiscally responsible. We could adjust as we go and it could be contingent upon other happenings. Speaking in favor of the motion Stubson: against the motion. We have heard this argument of one form of savings over another. As a practical matter, if we come to a need for those funds for operations, it will be viewed as a raid on the wildlife trust fund. We are making progress, can continue, not making this amendment Perkins: Against the amendment. Look at outliers. 250-400M in the hole on the school foundation accts. Next biennium could be difficult. Be cautious. Harshman: Motion defeated. Approved a and c. subsection b has received some interest. To get funding for Rock Springs, Sheridan and Riverton Harshman; Move to amend to take it to 2016 contingency funds. Is that friendly? Burns: yes Greear: clarification that money is to be used for any communities in program? Burns: for expansion to other airports. Money for current airports is already there. Air transportation oversight committee – this is the only reason we have transportation to smaller communities because of contraction of air service caused by changes in fed regulations. Greear: did not answer my question. In the program or earmarked for 3 cities? Burns: not earmarking, putting in program. I know that is where three local organizations are in organization and have task forces. Mention of 3 towns is for edification of the committee, will not be in footnote Harshman: Amendment adopted. Would get us where we need to be for those passing lanes. Nicholas: opposition to the motion. Take GF to pay for the 5 M. Plenty of money in transportation dept budget to pay for it. We are coming up with the first 15 M. Clearly within a 1.2 B budget, they can come up with money to finish passing lanes Wasserburger: need to look like we are doing something for communities in Campbell county, safety issue. Harshman: Motion adopted Nicholas: called division Motion adopted. Perkins: Evansville- approved 500,000 out of 2015 money. Move out of the 2016 funds 4 M for construction for the bridge. Spike with mayor of Evansville. Railroad tracks. Trains stops and blocks access out of Evansville. If there were a derailment, no egress for emergency services. 2400 population, has grown by 50% due to growth of energy industry in Converse County and elsewhere. Greear: 2016 contingency? How do we prioritize those contingencies? From top to bottom, or pro rata? Harshman: When finished, will get a tally sheet. I would like top to bottom, not pro rata. I don’t think it will get done before we go in. Nicholas: amend the amendment. Evansville folks come up with a match of 10%, roughly 400,000 for the bridge. Greear: is 4 m the construction cost, or moving towards it? Perkins: As I understand it is the construction cost. They have the 100,000 for the planning money. Toal cost is 4.6 M. 4.5 total if this appropriation comes through. Greear: If we appropriate 4 M and match 10%, it will fit in their budget. Perkins: my understanding of the amendment is the 4 M will be reduced to 3.6 M Nicholas: friendly amendment Greear: I would amend to a 4 M with match for 4.4 M Nicholas: friendly amendment. Has community submitted anything to the SLIB board. Perkins: working on it. Nicholas: 400,000 can come from any source, SLIB board or bond. Burkhart: to repair the bridge or build one? Greear: Nursing home rebasing reconsideration from 50% cut to only 25% cut, seconded. Perkins: Friendly amendment to reflect same rebasing as for hospice as hospice receives a percentage calculated on nursing homes. Perkins: Not a direct effect on self pay people. Most paid by Medicaid. Carried. Move to close. Carried. Agency 49 – 55. Agency 55-60. Agency 61-65. Agency 66 – 70. Moniz: motion to open agency 67, UW, seconded. Ag college and molecular biology amendment motion to support phase II of the top tier science program for additional space for animal science, seconded. Black language is new. Carried. Connolly: Renew nursing program, decrease to $400,000 as opposed to gov rec of $800,000. 45% do not have bachelor degrees in nursing. Seconded. Ross: Fund 4, not 8. Connolly: Priority list from community colleges in development with UW, fund from 2016 contingency fund. Motion defeated. Wasserburger: move to direct UW to meet with nursing associate community colleges to make plan for submittal to 2016 session to explore 4 year degrees administered thru various campuses by UW, seconded. Carried. Nicholas: UW communicates also with Jackson to open discussion for an expansion of UW programs into Teton County, seconded. Carried.
