Footnote 15 from Senator Wasserburger Wasserburger: Ask UW to begin discussions to start a 4 year degree in Gillette. No appropriation. Money is in both agencies budget for travel. Approached by people in Gillette. Harshman: Competitive. I am sure colleges outside of Wyoming that would like to bring their degrees to Gillette. I am in support of amendment Connolly: How many students in Gillette are education majors? Wasserburger: I do not. We have an on-line distance program called Grand Canyon University. I can get back to you on that. Connolly: yes – what is enrollment in education at other junior colleges as well? Harshman: Amendment adopted 1/26/2015 1:16:49 PM Harshman: Two amendments Ross: Same amendment except for the last sentence. One strikes the last sentence. Management audit did a study. Assessment at UW of their accounting system. Appropriated 1 Million based on increased enrollment. It was not used. I suggest using that money for plan and analysis as well as positions to move their accounting system into the current century. Problem with section 2 dollars. Harshman: What is the 1 million for? Ross: Mai discussion is that he needs 9 positions. Policy decision. It will come back as recurring. He believes we will be ahead and save money in the long run once we can get the accounting system up and running. Burns: Makes sense. Consolidation of accounting. Ross: Different folks using QuickBooks or excel or.. Advantageous to monitor funds better, trim sails. Burns: calls even more for the need if this is an afterhour’s duty for an adjunct professor. Perkins: I do not question the need. For UW we usually do a block grant. Why isn’t this decision for the Board of trustees? Why is this priority for the legislature during a supplemental budget? Moniz: What are they using the 1 million for – directed question to Dave Gruver. Gruver: Initial request for 4 million, 3 million for systems. 1 million for ongoing. This amendment would be for staff needs. Mr. Mai would decide how to allocate. He thinks he can scrape together the 4 million for the systems. It is your decision whether it would come back in std budget or exception request. ( accounting positions that would be recurring funds. It was 3rd priority. We do not think we have 4 million unused. It would have to be taken from other budgets. Harshman: This would account for all funds. I understand the GF. We have paid for auditing systems, paperless initiatives. UW is an agency, cannot tax themselves. Other funds through tuition, grants, section 2. I have heard nothing about section 2 funds offsetting the GF costs. Gruver: Section 2 funds are allocated for the project. Some funds do go back to general administration. Other section 2, like dorms are enterprise funds. They pay for that system. There is a skim that is taken and paid toward central administration. That would be part of this. Harshman: Amendment to amendment: Spell out this is 1 million matched by 3 million university funds. Plan to reclassify existing positions used in bookkeeping, accounting – pull those in across the colleges. What the plan is to bill section 2 funds to pay for their fair share. Report would contain those components. Nicholas: Add to report a plan of the total cost. Harshman: Rollout and time line. Match, reclassifying, section 2 billed, timeline rollout. Ross: Positions may not be classified as accounting positions. I think some people are doing double duty. Harshman: My point is “are there other positions that can be reclassified?’ How many section 1, section 2 positions at UW. I think there are other positions that can be reclassified. Burns: World’s largest fireworks convention in Gillette this summer. 1200 people. I move for 20,000 one time out of the 2015 contingency, July 1, to sponsor one of the fireworks show that will be Tuesday or Wednesday night the 12th or 13th. Be hosts, sponsor fireworks show. Stubson: Fireworks show will happen whether we spend this money or not. Are we doing this out of the goodness of our heart? Burns: it will not necessarily happen anyway. This would be the anchor show. Nicholas: Amend this so that if you raise enough for the 4 shows then we will add the 20,000 for another show. I want this as an encouragement. If you raise enough for 4 shows, Wyoming will pay 20,000 to enhance the shows. A Carrot instead of a guarantee. Burns: We have the funding for 3 nights, trying to raise the funds for the 4th show. Harshman: split sentencing, second year funding, stated amounts. Ross: Why move to the immediate? Stubson: Partly because it is in contingency. Last year we only appropriated 1 year of funds. Told them to come back to talk to us about second year. They do not have mechanism to access the funds. It is part of their standard budget. Harshman: Clarification of reason Amendment adopted. Want second discussion on that. This COLA counts for inflation and ensures purchasing power has not degraded into the 2016 biennium. It is not a merit increase. WE raise funds for materials and supplies and energy based on inflation. This does the same thing Motion defeated. Burns: Move to put 284500 from school foundation into Center for school first education with contingency it only be spent in the state of Wyoming. First people center for education. 15 yr. organization. It teaches teachers to teach native Americans. Asking for 1 M over 3 years. The motion is just for this year. It is part of 450000 they want to spend on Wyoming native elementary school and st. Stephens school. One time money. We will relook. If we don’t give, it will disrupt the next year. The amendment circulated is not written quite like Senator Burns indicated. Same issue as with the Father factor appropriating to an entity not under the control of the state so we wrote it in a more generic state. Burns: Add to footnote that the money is to be used within the state of Wyoming exclusively. Stubson: Do they receive money from other states? Are they a nonprofit? Burns: yes they are a nonprofit. They get federal funding. I do not know about other state funding. I do know they contract with other states. Motion defeated Richards: HB 13 was discussed in the house – striking out the footnote. If you want to do that in the budget bill, it is up to you. Harshman: Your opportunity. Nicholas: I move to strike out the footnote. Harshman: do you let the bill run its course.
