Harshman: part of issue is to allow unique takeaways; last year can take 10% for security projects, 10% for enhancements if 1’s and 2’s are taken care of. My advice is to cut cap con, not major maintenance. Hastert: Supreme court rulings Greear: amendment requires efficiencies and prioritization on local level. Appropriate reduction. Take it on the floor and body can put it back in. Consistent. Remove Medicaid Expansion from the Department of Health – Expansion will pull people out of the private insurance market and into Medicaid. We have a fragile insurance market in this state, evidenced by a company going into receivership. Goals not being met by the expansion, like wellness checks, work requirements; other policy decisions are not being included in this option. Concern that if we want to add the other items, may not be able to do so. Second by Perkins Connolly: rebuttal 1. Federal funds in other agencies $760,000 returned to the general fund 2. Constituents agree/disagree. Consortium of organizations appearing before the agency. Business community has need for healthy work force. 3. Notion that if we expand, able body young men who could be working will get this handout. That is not what I see. 4. 110,000 new hires, only 30% had health benefits. Pay range. People Stubson is referring to are on catastrophic care. We need to expand Medicaid to help with the budget. 10M to hospitals; 200M into economy; reduce 9M in the department We are making over 500 decisions on the budget. This is an important one. Hastert: On and against the motion. Poverty level. Top end is $16000 per year. Federal or state, it is tax dollars. Why not bring those dollars home to Wyoming? Polls show majority of people in Wyoming support expansion. Cost containment, I believe it is built in. Wellness checks and work requirements can be worked in. Director of WDH tells us that when we jump in, we can jump out. We can put the parameters and side boards in there. Perkins: I supported the motion. I think Medicaid expansion is bad for Wyoming. States with data for expansion, 91% more go on Medicaid. 56% come out of the private sector. Save money – Forbes – examples of states being over budget. Even with cost sharing with the federal government, those cost shares have been exceeded and placed taxes on providers and hospitals. Research of other states show reduced labor force participation. Expect 27,000 enrollees, not 20,000. New legislation at the federal level and warnings of federal funding being cut. Hastert: Conflicting data. Director looked at ND. We would be the 32nd state if we choose to do it. States increased the funding more than anticipated but still see a savings. Richards: Best to work through blue book as it has removed the Medicaid expansion and has some other department requests in it. Stubson: 2. Connolly: I think we need to go back to the handout from Dec 11, which talks about the budget request without Medicaid expansion. Dept. needs exception request just to do its work. Harshman: Do you vote for increases for 23M or give flexibility within the existing budget? If we cut all exception requests, there will be no flexibility.
