Two at issue include reducing transfers, like to water development account. Question if appropriation is equal to a transfer. More than just a vote. Stubson: many of those have to do with this current year so won’t many have expired? Richards: Water development transfer and the transfer to the school foundation account. Word ‘appropriation’ is used but technically it is a transfer. Question on the issue. For the rest of them, he has the obligation to address the shortfall when identified. Perkins: Why did you bifurcate the uses between the tuition and the fees? Greear: contract, balance of 734 is tuition payment. By statute, the tuition has to go into the fund, which continues to grow. We have done ER in the past to divert the funds to the University. I want to get statutes corrected. Perkins: ?
