Amendment provided in writing. Capacity and needs problem. Connolly seconded amendment Connolly: Alternative school on the college campus? Construction of that arrangement? Burns: yes. Land donated, within utility grid of the college. Alternative school will serve 4 school districts. Every school in the state has been delayed. How does is affect the block grant model? MOU and contract signed. It is worthy but I do not have a lot of confidence in the last. Hyteck: accurate description Page 9 lines 18-19 states balance Harshman: Amendment failed 2/8/2016 12:27:12 PM Harshman: page 5, 6, 7, 8, 9 Connolly: Move Rothfuss charter school amendment Seconded by Hastert Connolly: Stand alone charter schools meet statutory requirements but it is not in statute how to pay for their leases. Comes up every session Wasserburger: charter schools, I wrote the law. How many charter schools are in the state and how many leases are we paying. The money follows the student. So if we pay leases, we give schools an advantage. Harshman: Are we doing this elsewhere in the state? Connolly: 4 charter schools. 3 are bricks and mortar. 1 does not need lease payments, following the model in a different kind of way. These 2 are in the statutory renewal. Albany and Laramie County. Willmarth: 4 schools, Fremont county 38 within existing facilities 2 in Albany, 1 in state owned facility, 1 in leased facility, 1 in Laramie County qualifies for lease. Harshman: number of kids Willmarth: 54 in Albany and 200 in Laramie. Block grant model generates the same resources so maintenance. I do not know. Nicholas: How much the leases are for – both facilities? What are the terms, what was paid last time Hytrek: paid for through major maintenance funds, Harshman: District major maintenance funds. Hytrek: Laramie County has Podor 300,000 per year, 29000 sq. foot. Remainder of request is for Albany county Monterossi school. Harshman: Division adopted Burns: Vote against second part of adding another 3. Harshman: 2nd division is amendment to the 2nd division Richards: Adding 3 and adding agriculture, one Super indent and one trustee. Harshman: correct – remove 4 from legislature and add those 4 Burns: No is to leave it as is. Richards: clarification – reduce the amounts appropriately as well? Harshman: That half of amendment has failed; task force has been reduced by 4 legislators. Burkhart: discussion of at large, appointed Harshman: That did carry Burns: placeholder amendment Harshman: page 10 wrong spot; I do not want this to be part of the task force, final section of bill. Complete and efficient list, reworked and restudied, come back with recommendations up to the 80M. Nicholas: spend up to 89, line 5 at the beginning Harshman: Friendly amendment Burns: Task force – to look at helping to fund school cap con. We are setting a bar at 80M, which makes no sense at all. Harshman: directed at dept. select committee. Friendly and accurate amendment. I agree Senator Burns. I do not want the task force to do it. About intent. Ross: Keep pipeline going. Thought 40 million each year. Now we are backing into the 80 M in the second year. Discussion if backlog creates a gap where we have made it more difficult, not having continuous stream of money going forward. Perkins: On and against the amendment. Up to half a billion in the pipeline. More design moving forward. I understand the purpose of the amendment . Subject to further legislative action. Harshman: original proposal, Governor proposal, big gorillas still out there. Jackson, Sweetwater, Carey and elementary schools in Laramie County. Who should go first? I don’t know. We want a list that is transparent and we feel comfortable voting on. Greear: Message to continue with school construction in spite of economic downturn. In favor of the amendment. Wasserburger: 80 M is for one year or biennium total? Harshman: Just an amount, burn rate, as we replenish it moves it back down. It is a target. Perkins: Why not make it an appropriation for up to? Harshman: Division – six to six. Motion failed. Other amendments? Moniz: Page 12, line 10. Include agriculture to that line and make it 3 instead of 2.
