Title 25-budget constraint, $21 Mil shortfall, contingent $21 Mil asked for, last resort. Community colleges-reductions, vets tuition $1.2 Mil cut, continue to fund, consider keeping. Local gov’t-QOL, econ development, $5mil short for infrastructures. Future-UW – unconventional reservoirs, library, science initiative $500,000 asked for, how to increase enrollment. New company potential, workforce questions- can Community colleges provide educated workforce? Serious about meeting company needs. $15.Mil funds Connelly: Endow-Additional million dollars used for? Mead: used for an industrial park start up; not underway yet. Innovative test center. CEO working group. Executive committee—WY businesses. Research needed by committee/local governments. Anchor tenant—who? Outdoor expansion. Connelly-additional staff needed in Gov office? Mead: no add’l staff needed or planned. Connelly: bonding for a new prison—alternatives to incarceration, more bonding for the state, capitol construction. Mead: Improve justice system, alternatives to incarceration, recommended changes coming and opportunity to save money. Lower crime rates, costs related. Bonding – AAA credit rating for state, not used. Interest rates and return on investments. Connelly: Medicaid expansion. Repeal and replace bill, statutory prohibition. Mead: state has rejected twice Medicaid expansion, 20,000 fall in the gap of health care, no recs. ACA entwined with state, insurers, etc. Concern with repeal and no replacement for a time, problem. Mead: new schools, need upkeep. Statutory diversion, no for operations better used for maintenance. Budget to provide Exec branch for recommendations, law constricting governor’s recommendations. Harshman: General fund appropriations for 10 years for school. When is rainy day fund to be spent? $1.2 Bill over 3 years from fund. Mead: statutory diversion-addressing education funds.
