Young:  bulk for ETS contracts for PAWS assessment and ACT.
Willmarth:  cost of assessment should go down. RP process.  On line test, and work with other states, possibly to pool resources.  Testing should not take more than 1% of school year.  Task Force recommended that ACT be optional.  
Harshman:  Benchmark adopted?
Young:  flows thru block grant to districts northwest NWAmath.
